2 3 I, the Lord of snow and rain, I, the Lord of wind and flame, I have borne my people’s pain; I will tend the poor and lame, I have wept for love of them. I will set a feast for them. They turn away. My hand will save. I will break their hearts of stone, Finest bread I will provide give them hearts for love alone. till their hearts are satisfied. I will speak my word to them. I will give my life to them. Whom shall I send? Whom shall I send? Here I am, Lord … Here I am, Lord …

Daniel L. Schutte (b.1947) Together in Song 658 Reproduced with permission

5 THE WELCOME AND ACKNOWLEDGEMENT OF COUNTRY The Dean THE GREETING The Archbishop introduces the service There is one body and one Spirit. There is one hope to which we were called; one Lord, one faith, one baptism, one God and Father of all. The Lord be with you. And also with you.

God calls his people to follow Christ, and forms us into a royal priesthood, a holy nation, to declare the wonderful deeds of him who has called us out of darkness into his marvellous light. The Church is the Body of Christ, the people of God and the dwelling-place of the Holy Spirit. In baptism the whole Church is summoned to witness to God’s love and to work for the coming of his kingdom. To serve this royal priesthood, God has given particular ministries. Bishops are ordained to be shepherds of Christ’s flock and guardians of the faith of the apostles, proclaiming the gospel of God’s kingdom and leading his people in mission. Obedient to the call of Christ and in the power of the Holy Spirit, they are to gather God’s people and celebrate with them the sacraments of the new covenant. Thus formed into a single communion of faith and love, the Church in each place and time is united with the Church in every place and time.

THE CONFESSION Jesus is the Good Shepherd: in every generation he raises up overseers, to shepherd the Church of God that he obtained with his own blood. cf Acts 20.28 We are sinners: let us call to mind the times when we have failed to hear his voice and not followed where he has led.

Merciful God, our maker and our judge, we have sinned against you in thought, word, and deed, and in what we have failed to do: we have not loved you with our whole heart; we have not loved our neighbours as ourselves; we repent and are sorry for all our sins. Father, forgive us.

6 Strengthen us to love and obey you in newness of life; through Jesus Christ our Lord. Amen.

THE ABSOLUTION Almighty God, who has promised forgiveness to all who turn to him in faith: pardon you and set you free from all your sins, strengthen you in all goodness and keep you in eternal life, through Jesus Christ our Lord. Amen.

GLORIA IN EXCELSIS DEO Festive Mass, Philip Matthias (b.1954)

Lord God, heavenly King, almighty God and Father, we worship you, we give you thanks, we praise you for your glory. Response

Lord Jesus Christ, only Son of the Father, Lord God, Lamb of God, you take away the sin of the world: have mercy on us; you are seated at the right hand of the Father: receive our prayer. Response

For you alone are the Holy One, you alone are the Lord, you alone are the Most High Jesus Christ, with the Holy Spirit, in the glory of God the Father. Response

Amen.

THE COLLECT FOR THE ORDINATION OF BISHOPS Almighty God, by your Son Jesus Christ you gave many excellent gifts to your apostles, and commanded them to feed your flock: bless your servant Clarence, now called to the order of bishops. So fill him with your truth, and clothe him with holiness, that as a pastor of your Church he may diligently preach your word, and rightly teach your people, to the glory of your name, and the benefit of your Church. We ask this through Jesus Christ our Lord. Amen.

7 THE MINISTRY OF THE WORD Please sit for

THE FIRST READING Read by Master Arthur Thomas, St Peter’s Eastern Hill Congregation

The spirit of the Lord GOD is upon me, because the LORD has anointed me; he has sent me to bring good news to the oppressed, to bind up the broken-hearted, to proclaim liberty to the captives, and release to the prisoners; to proclaim the year of the LORD’s favour, and the day of vengeance of our God; to comfort all who mourn; to provide for those who mourn in Zion— to give them a garland instead of ashes, the oil of gladness instead of mourning, the mantle of praise instead of a faint spirit. They will be called oaks of righteousness, the planting of the LORD, to display his glory. Isaiah 61.1-3a

Hear the word of the Lord, thanks be to God.

THE PSALM: 100 Please sing the response after the cantor, then as indicated

1 O shout to the Lord in triumph, all the earth: serve the Lord with gladness, and come before his face with songs of joy. 2 Know that the Lord he is God: it is he who has made us and we are his; we are his people and the sheep of his pasture. Response

3 Come into his gates with thanksgiving, and into his courts with praise: give thanks unto him, and bless his holy name. 4 For the Lord is good, his loving mercy is for ever: his faithfulness throughout all generations. Response Music: Anthony Gregory Murray (1905-92)

8 THE SECOND READING Read by Mr Alan Fountain, American Protestant Church, Bonn, Germany. Keep watch over yourselves and over all the flock, of which the Holy Spirit has made you overseers, to shepherd the church of God that he obtained with the blood of his own Son. I know that after I have gone, savage wolves will come in among you, not sparing the flock. Some even from your own group will come distorting the truth in order to entice the disciples to follow them. Therefore be alert, remembering that for three years I did not cease night or day to warn everyone with tears. And now I commend you to God and to the message of his grace, a message that is able to build you up and to give you the inheritance among all who are sanctified. I coveted no one’s silver or gold or clothing. You know for yourselves that I worked with my own hands to support myself and my companions Acts 20.28-35 Hear the word of the Lord, thanks be to God.

Please stand to sing the Gradual Hymn and remain standing for the Gospel Reading

2 3 There let it for thy glory burn Jesus, confirm my heart’s desire with inextinguishable blaze to work, and speak, and trembling to its source return, and think for thee; in humble prayer still let me guard the holy fire, and fervent praise. and still stir up thy gift in me,

9 4 ready for all thy perfect will, my acts of faith and love repeat, till death thy endless mercies seal, and make the sacrifice complete.

Charles Wesley (1707-88) Australian Hymn Book 486i

THE GOSPEL READING Alleluia: alleluia! O shout to the Lord in triumph, all the earth: serve the Lord with gladness, and come before his face with songs of joy. Ps 100.1 Alleluia. The Lord be with you. And also with you.

A reading from the holy Gospel according to St John: 21.15-17 Glory to you, Lord Jesus Christ. When they had finished breakfast, Jesus said to Simon Peter, ‘Simon son of John, do you love me more than these?’ He said to him, ‘Yes, Lord; you know that I love you.’ Jesus said to him, ‘Feed my lambs.’ A second time he said to him, ‘Simon son of John, do you love me?’ He said to him, ‘Yes, Lord; you know that I love you.’ Jesus said to him, ‘Tend my sheep.’ He said to him the third time, ‘Simon son of John, do you love me?’ Peter felt hurt because he said to him the third time, ‘Do you love me?’ And he said to him, ‘Lord, you know everything; you know that I love you.’ Jesus said to him, ‘Feed my sheep. For the Gospel of the Lord, praise to you, Lord Jesus Christ.

THE SERMON The Right Reverend Andrew Curnow AM Provincal Officer and Retired Bishop of Bendigo

After the Sermon, please stand to say

10 THE NICENE CREED Let us affirm the faith of the Church: We believe in one God, the Father, the almighty, maker of heaven and earth, of all that is, seen and unseen. We believe in one Lord, Jesus Christ, the only Son of God, eternally begotten of the Father, God from God, Light from Light, true God from true God, begotten, not made, of one being with the Father; through him all things were made. For us and for our salvation he came down from heaven: was incarnate of the Holy Spirit and the virgin Mary, and became truly human. For our sake he was crucified under Pontius Pilate; he suffered death and was buried. On the third day he rose again in accordance with the Scriptures; he ascended into heaven and is seated at the right hand of the Father. He will come again in glory to judge the living and the dead, and his kingdom will have no end. We believe in the Holy Spirit, the Lord, the giver of life, who proceeds from the Father and the Son, who with the Father and the Son is worshipped and glorified, who has spoken through the Prophets. We believe in one holy catholic and apostolic Church. We acknowledge one baptism for the forgiveness of sins. We look for the resurrection of the dead, and the life of the world to come. Amen.

THE LITURGY OF ORDINATION

THE PRESENTATION OF THE CANDIDATE Please sit. The Right Revd Dr Richard Treloar (Bishop of Gippsland), The Very Rev’d Darryl Cotton (Dean of the St Boniface Cathedral, Diocese of Bunbury) The Rev’d Dr Helen Malcolm (St. Augustine’s, Shepparton), Prof. Dr Jane Freemantle OAM (Parish of Mansfield and Chairperson of the Bishopric Election Board), The Rev’d Peter Laurence OAM, (CEO of the Anglican Schools Commission) present the candidate to the Archbishop. Philip, Bishop in the Church of God, we present to you Clarence Edgar Bester to be ordained and consecrated bishop. The Registrar of the Diocese of Wangaratta affirms as follows: I hereby affirm before you and this congregation here assembled that I have duly received and perused the Letters of Ordination and the Certificate of Election and confirmation thereof. The Archbishop says I thank you for your presentation and affirmation.

11 The Chancellor of the Diocese of Wangaratta administers the declarations and oaths. The candidate faces the Archbishop who addresses him, saying The Anglican Church of Australia, being an Apostolic Church, receives and retains the Catholic faith, which is grounded in Holy Scripture and expressed in the Creeds, and within its own history, in the Thirty-Nine Articles, in The Book of Common Prayer and in the Ordering of Bishops, and . In accordance with the Canons of this Church, I now require you to make your Declaration and Assent to this faith.

I declare my assent to the Fundamental Declarations of the Anglican Church of Australia as set out in the Constitution. In public prayer and administration of the sacraments I will use the form prescribed in The Book of Common Prayer, A Prayer Book for Australia or a lawfully authorised form and none other.

The Archbishop says Clarence, you have been chosen to serve as the Bishop of Wangaratta within the Province of Victoria in the Anglican Church of Australia. In accordance with the law of our Church, I now require you to declare your assent to the Constitution and Canons of this Church.

The candidate faces the people. The Archbishop addresses the congregation Dear friends in Christ, you have heard testimony given that Clarence has been duly and lawfully appointed to be a bishop in the Church of God, and has made the Assents and taken the Oaths required by the Canons of this Anglican Church of Australia.

12 Do you accept Clarence to minister as a bishop? All By the grace of God, we do. Will you then uphold and support Clarence in his ministry? All By the grace of God, we will.

The Archbishop addresses the candidate, saying Clarence, do you trust that you are called by God to the office and work of a bishop in the Church of God? Candidate I believe I am called to this ministry.

Archbishop The people have affirmed their trust in you. Will you endeavour to fulfil this trust, in obedience to Christ? Candidate I will, by the grace of God.

THE PRAYERS The Archbishop prays The Scriptures tell us that Jesus spent the whole night in prayer before he chose and sent out the twelve apostles. Likewise, the apostles prayed before they appointed Matthias to be one of their number, as did the church at Antioch before commissioning Paul and Barnabas for their mission. Let us therefore follow their examples, and offer our prayers to God as we prepare to consecrate Clarence to be a bishop in the Church of God.

All kneel or sit for a period of silent prayer. Following this the Precentor leads

THE LITANY FOR MINISTRY God the Father: have mercy on us. God the Son: have mercy on us. God the Holy Spirit: have mercy on us. Holy Trinity, one God: have mercy on us. We humbly pray that you will hear us, good Lord: Grant to your people the forgiveness of sins, growth in grace, and the fruit of the Spirit. Lord, hear our prayer. Send your peace to the world which you have reconciled to yourself by the ministry of your Son Jesus. Lord, hear our prayer. Heal the divisions of your Church, that all may be one, so that the world may believe. Lord, hear our prayer.

13 Lead the members of your Church in their vocation and ministry, that they may serve you in true and godly living. Lord, hear our prayer. Raise up faithful and able ministers for your Church, that the Gospel may be known to all people. Lord, hear our prayer. Fill them with compassion, clothe them with humility, and move them to care for all your people. Lord, hear our prayer. Inspire all bishops, priests, and deacons with your love, that with all your people they may hunger for truth. Lord, hear our prayer. Bless your servant Clarence, now to be admitted to the Order of Bishops. Pour your grace upon him, that he may faithfully fulfil the duties of this ministry, build up your Church, and glorify your name. Lord, hear our prayer. Sustain by the indwelling of your Holy Spirit all who are called to the ordained ministries of your Church, and encourage them to persevere to the end. Lord, hear our prayer. Gather us with all your saints into your eternal kingdom. Lord, hear our prayer.

The Archbishop concludes the prayers Eternal God and Father, you have promised to hear those who pray in the name of your Son. Grant that what we have asked in faith we may obtain according to your will; through Jesus Christ our Lord. Amen.

The people sit. THE EXHORTATION AND EXAMINATION The Archbishop addresses the candidate A bishop is called to maintain the Church’s witness to the resurrection of Christ from the dead, to protect the purity of the gospel, and to proclaim Jesus Christ as Lord. As a chief minister and pastor in Christ’s Church, you are to guard its faith, unity and discipline, and promote its mission in the world. You are to ensure that God’s word is faithfully proclaimed, Christ’s sacraments duly administered, and Christ’s discipline applied justly, with mercy. You are to lead and guide the priests and deacons under your care, and be faithful in the choosing and ordaining of ministers. You are to watch over, protect and serve the people of God, to teach and govern them, and to be hospitable. You must, therefore, know and be known by them, and be a good example to all.

14 These are the duties of a bishop, and they are weighty. Are you willing to perform them? The candidate affirms I am willing: may God guide and help me.

The Archbishop continues The Scriptures and ancient canons of the Church require that we should not be hasty in the laying on of hands to admit anyone to an office of government in the Church. And now, in order that we may know your mind and purpose, you must make the declarations we put to you: Are you convinced that the holy Scriptures contain all doctrine necessary for eternal salvation through faith in Jesus Christ? Will you instruct from them the people committed to your care, teaching nothing as essential to salvation which cannot be demonstrated from the Scriptures? Candidate I am convinced, and will do so, with God’s help.

Archbishop Will you then be faithful in prayer, and diligent in the study of the holy Scriptures, so that you may be equipped to teach and encourage with sound doctrine? Candidate I will, seeking to discern the mind of Christ by the Spirit of God.

Archbishop Will you proclaim the gospel to all, especially those among whom you live? Will you lead those in your care to obey our Saviour’s command to make disciples of all nations? Candidate I will, gladly bearing witness to Christ in the power of God.

Archbishop Will you administer with mercy the discipline of this Church? Will you correct and set aside teaching that is contrary to the mind of Christ, both privately and publicly urging all to live according to God’s Word? Candidate I will, endeavouring to apply the law of Christ with the grace of God.

Archbishop Will you put aside all ungodly and worldly behaviour, and live modestly, in justice and godliness, so that by your life and example you may commend Christ’s truth? Candidate I will, seeking in all I do to demonstrate the love of God.

Archbishop Will you maintain and promote quietness, peace and love among all people? Will you correct and discipline, according to the authority you have by God’s word? Will you strive to build up the body of Christ in unity, truth and love? Candidate I will, commending to all the peace of God. 15 Archbishop Will you be faithful in ordaining and commissioning others for ministry? Will you encourage those committed to your care to fulfil their ministry? Candidate I will, in all things striving to set forward the kingdom of Christ.

Archbishop Will you show compassion to the poor and the stranger, be gentle with the abused and needy, and defend those who have no helper? Candidate I will, striving to be merciful in the name of Christ.

All kneel or sit. The Archbishop invites the people to pray Let us now pray earnestly for the gift of the Holy Spirit.

2 Thy blessèd unction from above is comfort, life, and fire of love; enable with perpetual light the dullness of our blinded sight: 3 Anoint and cheer our soilèd face with the abundance of thy grace: keep far our foes, give peace at home; where thou art guide no ill can come. 4 Teach us to know the Father, Son, and thee, with both, to be but one; that through the ages all along this may be our endless song:

2 3 O let it freely burn Let holy charity till earthly passions turn mine outward vesture be, to dust and ashes in its heat and lowliness consuming; become mine inner clothing: and let thy glorious light true lowliness of heart, shine ever on my sight, which takes the humbler part, and clothe me round, and o’er its own shortcomings the while my path illuming. weeps with loathing. 4 And so the yearning strong, with which the soul will long, shall far outpass the power of human telling; for none can guess its grace till we become the place wherein the Holy Spirit makes his dwelling.

Bianco da Siena (d.1434), tr. Richard Frederick Littledale (1833-90) Hymns Ancient and Modern New Standard 156i

THE LITURGY OF THE EUCHARIST Remain standing Blessed are you, Lord, God of all creation: through your goodness we have these gifts to share. Accept and use our offerings to your glory and for the service of your kingdom: Blessed be God forever.

THE GREAT THANKSGIVING The Lord be with you. And also with you. Lift up your hearts. We lift them to the Lord. Let us give thanks to the Lord our God. It is right to give our thanks and praise. 21 Blessed are you, gracious God, creator of heaven and earth. We give you thanks and praise for your Son our Saviour Jesus Christ who came not to be served, but to serve, and to give his life as a ransom for many. He taught your word with boldness, and offered himself to you in perfect obedience. He cared for all as the good shepherd, and laid down his life for his sheep. By his death and rising to new life he brought new life to your people. In baptism you have united us to him, and brought us out of darkness into light. And now we give you thanks that your Son sent his apostles to be heralds of your kingdom; you made them witnesses to his resurrection, that through them the gospel of salvation might be carried into all the world and those who have not seen might yet believe. Therefore, with them, and with all your saints who have served you in every age, we give thanks and lift our voices to proclaim the glory of your name. Sung by the choir, on behalf of all Holy, holy, holy, Lord God of hosts, Heaven and earth are full of thy glory: Glory be to thee, O Lord most High. Amen. Blessed is he that cometh in the Name of the Lord. Hosanna in the highest. Amen. Messe Solennelle – Jean Langlais (1907-91) Merciful God, we thank you for these gifts of your creation, this bread and wine, and we pray that by your Word and Holy Spirit, we who eat and drink them may be partakers of Christ’s body and blood. On the night he was betrayed Jesus took bread; and when he had given you thanks he broke it, and gave it to his disciples, saying, ‘Take, eat. This is my body given for you. Do this in remembrance of me.’ After supper, he took the cup, and again giving you thanks he gave it to his disciples, saying, ‘Drink from this, all of you.

22 This is my blood of the new covenant shed for you and for many for the forgiveness of sins Do this, as often as you drink it, in remembrance of me.’ Therefore we do as our Saviour has commanded: proclaiming his offering of himself made once for all upon the cross, his mighty resurrection and glorious ascension, and looking for his coming again, we celebrate, with this bread and this cup, his one perfect and sufficient sacrifice for the sins of the whole world.

The Deacon introduces the following acclamation Let us proclaim the mystery of faith: Christ has died. Christ is risen. Christ will come again.

The Archbishop concludes the prayer Renew us by your Holy Spirit, unite us in the body of your Son, and bring us with all your people into the joy of your eternal kingdom; through Jesus Christ our Lord, with whom, and in whom, in the fellowship of the Holy Spirit, we worship you, Father, in songs of never-ending praise. Blessing and honour and glory and power are yours for ever and ever. Amen.

THE LORD’S PRAYER As our Saviour Christ has taught us, we are confident to pray, each in our own language: Notre Père..., Padre nuestro..., Vater unser..., 我們在天上的父 … Bapa kami..., E to matou Matua..., 天の父よ ... Our Father in heaven, hallowed be your name, your kingdom come, your will be done on earth as in heaven. Give us today our daily bread. Forgive us our sins as we forgive those who sin against us. Save us from the time of trial and deliver us from evil. For the kingdom, the power and the glory are yours now and for ever. Amen.

23 THE BREAKING OF THE BREAD AND THE COMMUNION We break this bread to share in the body of Christ. We who are many are one body, for we all share in the one bread. The gifts of God for the people of God. Come let us take this holy sacrament of the body and blood of Christ in remembrance that he died for us, and feed on him in our hearts by faith with thanksgiving.

All baptised Christians are welcome to receive Holy Communion. Gluten free wafers are available at the Nave Altar. Please tell the priest if you would prefer to receive a blessing. Those in the Chancel will be directed to the High Altar, those in the main section of the Nave to the Nave Altar, and those to the sides of the Nave to either side of the Chancel. At each location you will be guided by the Stewards and be asked to stand in line to receive the bread and then the wine. Please keep your valuables with you at all times.

MUSIC DURING COMMUNION Te Deum from the Morning Service in B flat – Charles Villiers Stanford (1852-1924)

24 THE SENDING OUT OF GOD’S PEOPLE The people stand to pray. Lord God, the source of truth and love, keep us faithful to the apostles’ teaching and fellowship, united in prayer and the breaking of bread, and one in joy and simplicity of heart in Jesus Christ our Lord. Amen. We thank you, gracious Father, for welcoming your children to feast in your kingdom; by your love unite us and with your Spirit send us, in the name of Jesus Christ our Lord. Amen.

THE DISMISSAL HYMN

2 3 See the streams of living waters, Round each habitation hovering, springing from eternal love, see the cloud and fire appear well supply thy sons and daughters, for a glory and a covering, and all fear of want remove. showing that the Lord is near. Who can faint while such a river Thus they march, the pillar leading, ever flows their thirst to assuage: light by night, and shade by day; grace which, like the Lord the giver, daily on the manna feeding never fails from age to age. which he gives them when they pray. 4 Saviour, since of Zion’s city I through grace a member am, let the world deride or pity, I will glory in thy name. Fading is the worldling’s pleasure, all his boasted pomp and show; solid joys and lasting treasure none but Zion’s children know.

John Newton (1725–1807). Hymns Ancient and Modern Revised 257i

25 THE GIVING OF SIGNS OF EPISCOPAL MINISTRY The new Bishop stands, lays aside his chimere, and then robed in a cope, and is presented with a mitre by the Rev’d Canon Scott Jessup, the Rev’d Canon Alan Kelb, the Rev’d Canon Eden-Elizabeth Nicholls and the Rev’d Canon Thomas Leslie of the Diocese of Wangaratta. The Archbishop says Clarence, we robe you in this cope: a processional garment belonging to all orders of ministry. Ever be mindful that you are to put upon yourself the robe of thanksgiving and the mantle of praise as you share in the ministry of all God’s people. Blessed be God for ever. Clarence, receive this mitre, a sign of the Holy Spirit’s descent as in tongues of fire upon the apostles, and upon you in their succession. Empty yourself of all proud striving, seeking only the mind of Christ Jesus, Servant of the servants of God. Blessed be God for ever.

THE BLESSING May the Father, whose glory fills the heavens, cleanse you by his holiness and send you to proclaim his word. Amen. May Christ, who has ascended to the heights, pour upon you the riches of his grace. Amen. May the Holy Spirit, the comforter, equip you and strengthen you in your ministry. Amen. And the blessing of God almighty, the Father, the Son, and the Holy Spirit, be upon you and remain with you always. Amen. The Deacon dismisses the people Go in the peace of Christ. Thanks be to God.
