Church World Service (CWS) P/A Updates as of 11-8-2014 Situation: On August 8, the civilian authorities shared that they expect another outflow of displaced families from NWA, following an extension of the operations taking place. The estimated numbers are 25,000 individu- als, of whom many are expected to be family members of existing displaced families. A registration desk with all concerned stakeholders (Federally Administered Tribal Areas (FATA) Disaster Management Authority – FDMA, National Database and Registration Authority – NADRA, etc) is in place at Saidgai checkpoint, where people are expected to exit. Earlier on August 7, the Provincial Disaster Management Authority (PDMA) verbal- ly reported 1,000,428 people (95,109 families) registered as displaced from North Waziristan Agency (NWA); 286,624 women (29 percent) and 456,049 children (46 percent).

On August 6, FDMA reported that NADRA reviewed registration data of 93,239 families, of which 53,186 fami- lies (57 percent) were verified and 40,053 families (42.9 percent) rejected. Government estimates verified fam- ilies will be approximately 600,000 people. UNHCR reported an undetermined number of displaced people from five NWA tehsils (Dosali, Ghariwarm, , Shawa, and Spinwarm) spontaneously returned. Ministry of States and Frontier Regions - SAFRON has confirmed this but has not indicated any numbers. It is possible these returnees are registered and collect their relief assistance in Bannu.

CWS P/A Response CWS-P/A has formulated a response plan for recently displaced people and is planning an immediate health intervention in the districts of Bannu and DI Khan through local partners. CWS-P/A is also planning to focus on protection cases and to support the most vulnerable and deprived communities who are not assisted by any agency due to various reasons, some of which are mentioned above. These beneficiaries shall be assisted with provision of food aid in consultation with World Food Program.

As a result, with each passing day it is becoming difficult to hold the anti-polio campaigns, an official of the Ministry of National Health Services (NHS) told Dawn on condition of anonymity.

Minister NHS Saira Afzal Tarar confirmed that there was an issue of operation cost of the campaigns, adding that she had been trying to approve the PC-I that has been pending due to various reasons since November 2012. The ministry official said the international community had expressed concerns

that Pakistan was not spending even a single rupee on the eradication of the crippling disease so it should be forced to reserve fund for the campaigns to bring a sense of responsi- bility to the government.

In November 2012, the Central Development Working Party (CDWP) approved a plan to obtain a $326 million loan from the IDB, Japan and other organisations. The Bill and Melinda Gates Foundation announced that it will pay the interest on the loan, he said.
