While disasters constitute series of sudden events and the response to them cannot completely be a planned activity, it is extremely important for administration to be in full readiness to respond quickly when such events arise. As a first step to achieve this, the District Disaster Management Authority of Vijayapura District (DDMA) is bringing out the Disaster Management Plan for the year 2020-21. We hope that the DDMP would be of immense use for all the stakeholders for promoting collaborating efforts to reduce the disaster risk at the District. This plan has been prepared in coordination with all the agencies which are critical for disaster relief and mitigation like Revenue, Police, Zilla-Panchayat, PWD, Fire, Health Dept etc. It outlines the action that needs to be taken in the unfortunate event of Disaster. Along with the set of procedures to be followed based on norms and guidelines issued both from Government of India & Government of Karnataka, NDMA and SDMA from time to time. Standard Operating Procedure (SOP) under the guidance of SDMA is incorporated with this Plan. Further, specific issues related with disaster management information along with mock drill guidelines are also included in this Plan. The support extended by State Disaster Management Authority (SDMA) is praise worthy in bringing out this manual. I would like to appreciate the effort put in by the officers from different departments in the district for their dedication and support in bringing out this manual within a short period of time. P. (UNISDR 2016) The effect of the disaster can be immediate and localized but is often wide spread, often persisting for long after the event. The effect may challenge or overwhelm the capacity of a community or society to cope using the resources immediately and therefore may require assistance from external sources, which could include neighboring jurisdictions. Disaster to be a result of the combination of many factors such as the exposure to hazards, the conditions of vulnerability that are present, and insufficient capacity or measures to reduce or scope with the potential negative consequences. Disaster impacts may include loss of life, injuries, disease and other negative effects on human physical, mental and social well -being, together with damage to property, destruction of assets, loss of services, social and economic disruption and environmental degradation. The DM Act 2005 uses the following definition for disaster: "Disaster" means a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or manmade causes, or by accident or negligence which results in substantial loss of life or human suffering or damage to, and destruction of, property, or damage to, or degradation of, environment, and is of such a nature or magnitude as to be beyond the coping capacity of the community of the affected area." The DDMP provides a framework and direction to the Line Department for all phases of disaster management cycle (Fig. 1-1). The DDMP is a “dynamic document” in the sense that it will be periodically improved keeping up with the District best practices and knowledge base in disaster management. It is in accordance with the provisions of the Disaster Management (DM) Act 2005. Relevant Line Departments/agencies will carry out disaster management activities in different phases in the disaster-affected areas depending on the type and scale of disaster. Within each District, the District Disaster Management Authority (DDMA) is primarily responsible for Disaster Management. However, in situations where the resources of the District and State are inadequate to cope effectively with the situation, the District can seek assistance from the State Government. In addition, there may be situations in which the State and Central Government will have direct responsibilities in certain aspects of disaster management. While the DDMP pertains to both these exigencies, in most cases the role of DDMA will be to support the respective District. Barring exceptional circumstances, the DDMA will deploy the first responders and carry out other activities pertaining to disaster management. 1 | P a g e Vijayapura District Disaster Management Plan-2020-21 Figure 1-1: Disaster Management Cycle The DDMP provides a framework covering all aspects of the disaster management cycle. It covers disaster risk reduction, mitigation, preparedness, response, recovery, and building back better. It recognizes that, effective disaster management necessitates a comprehensive framework encompassing multiple hazards. The DDMP incorporates an integrated approach that ensures the involvement of All Line Departments, numerous other relevant organizations, private sector participants, and local communities. The DDMP recognizes the need to minimize, if not eliminate, any ambiguity in the responsibility framework. It, therefore, specifies who is responsible for what at different stages of managing disasters. The DDMP is implemented in a scalable manner over all phases of disaster management: a) mitigation (prevention and risk reduction), b) preparedness, c) response and d) recovery (immediate restoration to long-term building back better). The DDMP provides a framework with role clarity for rapid mobilization of resources and effective disaster management by the Line Departments and State Governments and other concerned stakeholders in the District. While it focuses primarily on the needs of the government agencies, it envisages all those, the plan will incorporate changes during the periodic reviews and updates. According to the revised UNISDR terminology, Disaster Management (DM) is “the organization, planning and application of measures preparing for, responding to and recovering from disasters” and Disaster Risk Management (DRM) is “the application of disaster risk reduction policies and strategies to prevent new disaster risk, reduce existing disaster risk and manage residual risk, contributing to the strengthening of resilience and reduction of disaster losses” (UNISDR 2016a).
