Racial justice is the systematic fair treatment of people of all races, resulting in equitable opportunities and outcomes for all. In pursuing its mission, NEA has deter- mined that we will focus the energy and resources of our 3.2 million members on improving the quality of teaching, increasing student achievement and making schools safer, better places to learn. 7 Racial Justice in Education - Resource Guide STRATEGIC FRAMEWORK Our organizational work to advance racial justice in education is driven by the following strategic framework: Awareness The objective is to build racial equity awareness and analytical capacity across our association, fostering an understanding of key concepts, such as institutional and systemic racism, implicit bias, racial equity and multiracial systemic solutions. Shared knowledge and conceptual clarity helps normalize explicit and constructive conversations about race. Capacity Building The objective is to equip members, leaders, staff and partners with the skills, tools, strategies, resources and relationships to be effective leaders and advocates in the fight for racial justice in education. Action The objective is to engage and activate members, leaders and stakeholders in on- the-ground efforts to combat institutional racism and advance racial justice. Some actions are external — organizing to advance changes in our schools and communi- ties — while others are internal — implementing equitable practices that change the association’s work. Racial Justice in Education - Resource Guide 8 GUIDING PRINCIPLES & ANALYSIS QUESTIONS BACKGROUND Combating institutional racism and advancing racial justice in education and beyond is at the forefront of the NEA’s vision to provide a great public school for every student. At the 2015 Representative Assembly, NEA adopted NBI-B, which recognized the role that institutional racism plays in our society, including in our schools. NBI-B directed NEA to spotlight patterns of systemic racism and educational injustice that impact students, and to take action to enhance access and opportunity for all students to have a great education. We will take action by de- manding changes to policies, programs, and practices that condone or ignore unequal treatment of students and hinder their success. NEA’s Center for Social Justice and the Human and Civil Rights Department will continue to provide guidance on this issue, and continue to support efforts to build awareness and capacity, and take strategic action to disrupt and eventually eradicate these systems of oppres- sion in our schools and beyond. 9 Racial Justice in Education - Resource Guide GUIDING PRINCIPLES ON RACIAL & SOCIAL JUSTICE IN EDUCATION ■ Our work promotes a vision for public education that advances inclusion, equity, and racial and social justice in our schools and society. ■ Our work must dismantle white supremacy, and ensure that bigotry or discrim- ination based on gender, sexual orientation, disability or national origin are not part of our classrooms, educational curricula, school policies and discipline prac- tices. ■ Our schools must be safe for all students, and free from state-sanctioned, racial- ized, and gender-based violence. ■ We must work to dismantle discipline systems that create the school-to-prison pipeline by implementing practices that encourage inclusion and are free from racial and ethnic bias, and invest in counselors and other student supports. ■ Our work must result in action - programs, campaigns, policies, and capaci- ty-building efforts for local NEA members that dismantle institutional racism now and into the future. Initiatives should create sustainable infrastructures that can continue to create systemic change, and hold decision-makers, elected offi- cials, and institutions accountable. ■ Our work must recruit, engage, and promote leadership of educators of color to share the ladder of opportunity. ■ Programs, campaigns, and projects must be driven by goals that are clearly out- lined, tracked, and measured, and that have accountability systems that explicitly promote racial justice. ■ Our work must promote education policies and curricula which highlight and honor the histories and cultures of people of color and indigenous peoples. ■ We must work to ensure that all students have access to a safe and quality edu- cation, regardless of their country of origin or immigration status. ■ Our work must promote and support the engagement of students of color and LGBTQ students in shaping policies that directly impact their educational experi- ences and foster safe and inclusive schools.     Perspectives of white UCT students on Social Transformation Initiatives Zenzile Molo Student Number: MLXZEN001 University of Cape Town Supervisor: Dr Wahbie Long Co-Supervisor: Dr Taryn van Niekerk Word Count: Abstract: 175 Main body:8181 Abstract In a post-apartheid South Africa, scholars across all disciplines have contributed to the study of transformation, race and ‘rainbowism’. Although a substantial amount of this literature features the voices of the marginalised majority, there are only a handful of studies that are focused on privileged white South Africans. This research begins to address this gap, by investigating the understanding and constructs of social transformation initiatives amongst white undergraduate students at the University of Cape Town. Three focus groups, each consisting of six participants, were conducted. A thematic analysis demonstrates that white students understand transformation as accessibility, equality and opportunity for other racial groups to climb the ladder and be equivalent to whites. Furthermore, while some students understand challenges to white privilege as critical to social and racial transformation initiatives, others employ strategies to resist ideas that counter white privilege. The paper concludes by arguing that this tension provides an opportunity for further exploration around constructions of transformation initiatives amongst young white South Africans. These black students sound a call for a free decolonised education and a call to dismantle the legacy of colonialism and apartheid.

    ABSTRACT Arab American Racialization and its Effect oniAmerican Islamophobiaa in the United States Catherine Haseman Director: Dr. Lisa Lacy, Ph.D. Over the past few years, anti-Muslim and anti-Arab rhetoric and discrimination has surged. Prejudice against Arabs and Muslims has moved from the fringes of American society to the mainstream. The American Islamophobic discourse is so deeply rooted in U.S. history, culture, and society that we often misunderstand its origins as well as its manifestations. This paper proposes a critical dialogue about how to understand one contested concept (Islamophobia) by using another contested one (racialization). This paper seeks to understand if--and if so, to what extent--racialization is central to understanding America’s pernicious brand of Islamophobia. In addition to reviewing the historical connection between racialization and Islamophobia, this paper analyzes the results of a survey of Texans’ views of Islam and Muslims. The survey results are used to understand how racialized conceptions of Arab Muslims correspond with Islamophobic tropes. White Fragility is a must-read for all educators because racial disparities in access and opportunity continue to be an urgent issue in our schools. An educator’s belief system can and does significantly impact how they approach teaching and learning.1 Therefore, in a school system in which the teaching population remains primarily white and the student population continues to become more racially diverse, it is necessary for ed- ucators to develop the skills to engage in conversations about bias, race, and racism—especially their own.2 Additionally, despite an educator’s best efforts, it is impossible to shield students from the hate-based violence they are exposed to on a national level. A report by the Southern Poverty Law Center, found that the rhetoric used by Donald Trump and his supporters, before and during the presidential campaign, had a significant impact on school climate.3 Teachers reported an increase in verbal harassment of students, the use of slurs and derogatory language, and instances involving swastikas, Nazi salutes, and Confederate flags. Eight in ten teachers reported heightened anxiety from students in marginalized groups, including immigrants, Muslims, African Americans, and LGBTQ youth. Each month, Teaching Tolerance, a project of SPLC, tracks and publishes hate incidents at US schools. The latest report, from November 2018, found that there were 59 reported incidents in classrooms, at school events, and on social media.4 Regrettably, stu- dents are living with hate in their midst at school, too, and it is imperative that educators take action.

    White by Law The Legal Construction of Race Revised and Updated 10th Anniversary Edition Ian Haney Lόpez NEW YORK UNIVERSITY PRESS New York and London (2006) 1│White Lines In its first words on the subject of citizenship, Congress in 1790 restricted naturalization to “white persons.” Though the requirements for naturalization changed frequently thereafter, this racial prerequisite to citizenship endured for over a century and a half, remaining in force until 1952. From the earliest years of this country until just a generation ago, being a “white person” was a condition for acquiring citizenship. Whether one was “white” however, was often no easy question. As immigration reached record highs at the turn of this century, countless people found themselves arguing their racial identity in order to naturalize. From 1907, when the federal government began collecting data on naturalization, until 1920, over one million people gained citizenship under the racially restrictive naturalization laws. Many more sought to naturalize and were rejected. Naturalization rarely involved formal court proceedings and therefore usually generated few if any written records beyond the simple decision. However, a number of cases construing the “white person” prerequisite reached the highest state and federal judicial circles, and two were argued before the U.S. Supreme Court in the early 1920s. These cases produced illuminating published decisions that document the efforts of would-be citizens from around the world to establish their Whiteness at law. Applicants from Hawaii, China, Japan, Burma, and the Philippines, as well as all mixed- race applicants, failed in their arguments. Conversely, courts ruled that applicants from Mexico and Armenia were “white,” but vacillated over the Whiteness of petitioners from Syria, India, and Arabia.

Research is now showing that children and adults can experience race-based trauma, which can have profound effects on psychological and physical well-being, and can also impact communities as a whole. The threat and experience of police brutality and discrimination can be experienced individually or vicariously, and traumatic symptoms can vary depending on the individual. Children are especially vulnerable to the psychological and physical effects of police brutality and the threat thereof because of their developmental stages. Definitions and prevalence of police brutality will be discussed, as well as race based trauma, the effects of this trauma, and the impact on communities as a whole. Police Brutality Definitions Ambiguity surrounds the discussion on police brutality, leaving it difficult for many to establish what it actually is.     Racial Profiling and Street-level Crime The national significance of the Trayvon Martin case has ignited a heated discussion about bias and racial profiling in this country. The prologue for this conversation was established in communities across the country where racial profiling by law enforcement has been commonplace for years. Notwithstanding the fact that racial profiling is unconstitutional, and despite the emphatic declaration from the federal government that the practice is “invidious,” “wrong,” “ineffective,” and “harmful to our rich and diverse democracy,” quantitative and qualitative evidence collected at the federal, state, and local levels confirms that racial profiling persists. Empirical evidence confirms the existence of racial profiling on America’s roadways and that police actions taken during traffic stops are not uniform across race and ethnicity. The U.S. Department of Labor’s Bureau of Justice Statistics reports that for the year 2005: • Black drivers (4.5 percent) were twice as likely as White drivers (2.1 percent) to be arrested during a traffic stop, while Hispanic drivers (65 percent) were more likely than White (56.2 percent) or Black (55.8 percent) drivers to receive a ticket. • In addition, Whites (9.7 percent) were more likely than Hispanics (5.9 percent) to receive a written warning, while Whites (18.6 percent) were more likely than Blacks (13.7 percent) to be verbally warned by police. • Black (9.5 percent) and Hispanic (8.8 percent) motorists stopped by police were searched at higher rates than Whites (3.6 percent). Quantitative evidence reported in several states confirms this nationwide data. • A study in Arizona shows that during 2006–2007, the state highway patrol was significantly more likely to stop African Americans and Hispanics than Whites on all the highways studied, while Native Americans and persons of Middle Eastern descent were more likely to be stopped on nearly all the highways studied.

Have you ever lived in a camper year round and used a random relative's apartment as your mailing address? We did. Did you attend so many different elementary schools that you can only remember a quarter of their names? Welcome to my childhood. So when that feminist told me I had "white privilege," I told her that my white skin didn't do shit to prevent me from experiencing poverty. Then, like any good, educated feminist would, she directed me to Peggy McIntosh's 1988 now-famous piece, "White Privilege: Unpacking the Invisible Knapsack." After one reads McIntosh's powerful essay, it's impossible to deny that being born with white skin in America affords people certain unearned privileges in life that people of another skin color simple are not afforded. For example: "I can turn on the television or open to the front page of the paper and see people of my race widely represented." "When I am told about our national heritage or about “civilization,” I am shown that people of my color made it what it is." "If a traffic cop pulls me over or if the IRS audits my tax return, I can be sure I haven’t been singled out because of my race." "I can if I wish arrange to be in the company of people of my race most of the time." Tollefson Mai Yamagami Many university classes introduce issues of race and racism – topics that are difficult for some people to discuss openly. The ICU ELP Program, for example, includes challenging readings on race and racism as a focus for class discussion and writing assignments. In this article, we discuss an approach to the analysis of race and racism that can help students apply their critical thinking skills to this important topic. We argue that focusing on the discourse of race offers rich opportunities for class discussion and student writing. Specifically, we summarize critical discourse analysis, particularly its understanding of the concept of “racism,” and we provide suggestions and examples for its use in class. University classes at ICU and elsewhere address profound social, political, cultural and economic issues of race and racism. The ICU English Language Program (ELP), for example, includes six thematic units that form the basis for lessons in reading and writing. The six units are: educational values and critical thinking; reading literature; culture, perception and communication; issues of race; bioethics; and visions of the future. The ELP Reader (ICU English Language Program, 2007) includes core readings for each of these topics. Lessons for the readings focus on content as well as a wide range of reading and writing skills. In this article, we discuss the thematic unit “issues of race” in order to identify some of the challenges facing classes in which race is a major topic. We distinguish explicit (“old”) and implicit (“new”) forms of racism, arguing that implicit forms of racism require a discourse analytical approach to analyzing race.
