October 17, 2020 MH17 Russia Translations: Русский When Dutch prosecutors of the court in The Hague read out their case against four suspects charged with complicity in the downing of MH17, they also explained why individuals previously linked to this crime were not (yet) indicted. One of them is former Donetsk People’s Republic (DNR) separatist leader Igor Bezler, a Russian citizen with ties to Russia’s military intelligence agency (known as the GRU) who currently lives in Russian-annexed Crimea. The main pieces of evidence that previously linked Bezler to this crime concern two of his phone calls that were originally intercepted by the Ukrainian Security Service (SBU). One of the recordings was part of a conversation with alleged GRU officer Vasily Geranin in which Bezler announces the downing of an aircraft just twenty minutes after MH17. The SBU had released this recording on the day of the downing along with the accusation that the Bezler Group was directly involved in the downing of MH17. The other intercepted conversation was released one week later and became known as the “birdie conversation”. In this call, which according to the SBU was recorded just two minutes before the downing of MH17, Bezler is informed by someone with the call sign “Naemnik” (“Mercenary”) that a “birdie” – i.e. an aircraft – flew towards him. Both calls have been the subject of much speculation in the media, and were also the subject of analysis in previous Bellingcat reports. -

Comparative Connections A Triannual E-Journal on East Asian Bilateral Relations China-Russia Relations: Navigating through the Ukraine Storm Yu Bin Wittenberg University Against the backdrop of escalating violence in Ukraine, Sino-Russian relations were on the fast track over the past four months in three broad areas: strategic coordination, economics, and mil- mil relations. This was particularly evident during President Putin’s state visit to China in late May when the two countries inked a 30-year, $400 billion gas deal after 20 years of hard negotiation. Meanwhile, the two navies were drilling off the East China Sea coast and the Conference on Interaction and Confidence Building Measures in Asia (CICA) was being held in Shanghai. Beyond this, Moscow and Beijing were instrumental in pushing the creation of the $50 billion BRICS development bank and a $100 billion reserve fund after years of frustrated waiting for a bigger voice for the developing world in the IMF and World Bank. Putin in Shanghai for state visit and more President Vladimir Putin traveled to Shanghai on May 20-21 to meet Chinese counterpart Xi Jinping. This was the seventh time they have met since March 2013 when Xi assumed the presidency in China. The trip was made against a backdrop of a deepening crisis in Ukraine: 42 pro-Russian activists were killed in the Odessa fire on May 2 and pro-Russian separatists in Donetsk and Luhansk declared independence on May 11. Four days after Putin’s China trip, the Ukrainian Army unveiled its “anti-terrorist operations,” and on July 17 Malaysia Airlines Flight MH17 was downed. -

EURASIA Russian Heavy Artillery: Leaving Depots and Returning to Service OE Watch Commentary: The Soviet Union developed large caliber artillery, such as the 2S4 ‘Tyulpan’ 240mm mortar and the 2S7 ‘Pion’ 203mm howitzer, to suppress lines of communication, destroy enemy headquarters, tactical nuclear weapons, logistic areas, and other important targets and to destroy urban areas and field fortifications. After the end of the Cold War, the Russian Federation placed most of these large caliber artillery systems into long-term storage depots for several reasons. The first is that they were intended to deliver nuclear, as well as conventional, munitions (the end of the Cold War meant that a long-range tactical nuclear weapon delivery was no longer needed). Another reason is that better tube (2S19M Msta-SM) and missile (MLRS/SRBM/GLCM) systems, such as new 300mm MLRS platforms, the Iskander missile system, and the 2S19M Msta-SM 152mm howitzer, allow Russia to fulfill many of the same tasks as large caliber artillery to varying degrees. The 2S4 ‘Tyulpan’ self-propelled mortar is equipped with a 240mm 2B8 mortar mounted on a modified Object 123 tracked chassis (similar to the 2S3 Akatsiya self-propelled howitzer) with a V-59 V-12, 520 horsepower diesel engine, capable of 60 km/h road speed. The Tyulpan has a crew of four, but five additional crewman are carried in the support vehicle that typically accompanies it. The system is capable of firing conventional, chemical, and nuclear munitions at a rate of one round per minute, although Russia reportedly now only has conventional munitions in service. -

The Soviets assumed this would be a short uneventful battle; however, the Mujahadeen had other plans. The Mujahadeen are guardians of the Afghani way of live and territory. The Soviets went into Afghanistan with the latest weapons to include the AK-74, AKS-74, and AKSU-74, which replaced the venerable AK-47 in the Soviet Arsenals. The Mujahadeen were armed with Soviet-made AK-47s. This twist of fate would prove to be fatal to the Soviets. For nearly 11 years, the Mujahadeen repelled the Soviet attacks with Soviet-made weapons. The Mujahadeen also captured many newer Soviet small arms, which augmented their supplies of weaponry. In 1989, the Soviet Union withdrew from Afghanistan back to the other side of the mountain. The Mujahadeen thwarted a communist take- over with their strong will to resist and the AK-47. This is important to you because it illustrates what an effective weapon the AK-47 is, and in the hands of a well-trained rifleman, what can be accomplished. Importance This is important to you as a Marine because there is not a battlefield or conflict that you will be deployed to, where you will not find a Kalashnikov AK-47 or variant. Hezbollah views its rocket and missile arsenal as its primary deterrent against Israeli military action, while also useful for quick retaliatory strikes and longer military engagements. Hezbollah’s unguided rocket arsenal has increased significantly since the 2006 Lebanon War, and the party’s increased role in the Syrian conflict raises concerns about its acquisition of more sophisticated standoff and precision-guided missiles, whether from Syria, Iran, or Russia. The 2S42 Lotos self-propelled mortar consists of a 2A60 120mm turret-mounted mortar mounted on a BMD- 4M airborne fighting vehicle chassis. Procurement Politics, Technology Transfer and the Challenges of Collaborative MBT Projects in the NATO Alliance since 1945 Mike Cubbin School of Arts and Media Salford University Submitted to the University of Salford in Partial Fulfilment of the Requirements of the Degree of Doctor of Philosophy 2019 Abstract International cooperation in weapons technology projects has long been a feature of alliance politics; and, there are many advantages to both international technology transfer and standardisation within military alliances. International collaboration between national defence industries has produced successful weapon systems from technologically advanced fighter aircraft to anti-tank missiles. Given the success of many joint defence projects, one unresolved question is why there have been no successful collaborative international main battle tank (MBT) projects since 1945. This thesis seeks to answer this question by considering four case studies of failed attempts to produce an MBT through an international collaborative tank project: first and second, the Franco-German efforts to produce a standard European tank, or Euro-Panzer (represented by two separate projects in 1957-63 and 1977- 83); third, the US-German MBT-70 project (1963-70); and, fourth, the Anglo-German Future Main Battle Tank, or KPz3 (1971-77). Iran’s Compliance with UNSCR 2231 Alleged Violations Must Be Addressed Valerie Lincy IRAN WATCH REPORT Behnam Ben Taleblu August 2017 1 Executive Summary UN Security Council Resolution (UNSCR) 2231 implements the 2015 nuclear agreement with Iran and imposes missile- and arms-related restrictions. Little-noticed biannual reporting by the UN Secretary General alleges that Iran is repeatedly violating these non-nuclear provisions. Thus far, the United States has responded to such violations with sanctions and designations of Iranian and foreign entities supporting Tehran’s ballistic missile development. However, the UN and its member states have not responded. More must be done to investigate allegations of noncompliance and to punish violations of the resolution. The Challenge of Responding to Alleged Violations of UNSCR 2231 On July 27, Iran tested its Simorgh satellite launch vehicle from a newly inaugurated space center.1 In response, the United States, France, Germany, and the United Kingdom addressed a letter to the UN Security Council calling the test “a threatening and provocative step” and “inconsistent” with UNSCR 2231, which codifies the Joint Comprehensive Plan of Action (JCPOA) nuclear deal.2 The countries expressed alarm over Iran’s satellite launch vehicle test because it could help extend the range of Tehran’s nuclear-capable ballistic missiles. The Simorgh test is only the latest example of Tehran’s defiance of ballistic missile restrictions set forth in Annex B of UNSCR 2231. According to a June 20 report by the UN Secretary General,3 Iran may have violated the prescribed limitations on arms imports and exports and ballistic missile testing, as well as entity-specific prohibitions on multiple occasions. -
