AIFMD The Alternative Investment Fund Managers Directive. This EU Directive regulates the managers (AIFMs) of alternative investment funds (AIFs). AIFMD includes passporting rights (see separate definition) for EU AIFMs to market funds across the EU. The Directive also contains provisions allowing non-EU AIFMs to become part of the passporting regime by way of a ‘third country passport’ (see separate definition) which may, in the future, provide a means for UK AIFMs to retain passporting rights post-Brexit. The European Commission is tasked with developing policy and enforcing the law ensuring that the European Union remains free from business practices that could ultimately be harmful to competition and consumers. Particular emphasis is placed on ensuring businesses do not enter into anti-competitive agreements or abuse dominant positions in markets; the consequences of doing so can be severe. A Framework for All Seasons? Speech given by Mark Carney Governor of the Bank of England Bank of England Research Workshop on The Future of Inflation Targeting 9 January 2020 I am grateful to Clare Macallan for her assistance in drafting these remarks and to Nishat Anjum, Jack Meaning and Alexis Tessier for background research and analysis. 1 All speeches are available online at www.bankofengland.co.uk/news/speeches Introduction Following a chequered history of high and volatile inflation in the post-war era, the UK finally found monetary success as an early adopter of inflation targeting in 1992. The UK’s current regime, launched in 1997, delegated operational independence for setting monetary policy to the Bank of England and included many institutional innovations that have stood the test of time – most notably a Monetary Policy Committee with a mix of internal and external members; transparent, independent voting; and a clear accountability framework. Since operational independence for inflation targeting was delegated to the MPC, there have been a raft of improvements, both large and small. Transparency has steadily increased with initiatives ranging from publishing detailed assumptions underlying forecasts ex ante to assessing forecast accuracy ex post as well as the simultaneous release of Monetary Policy Summaries, Minutes, and Inflation Reports. More recently, the MPC has introduced layered communications, with simpler, more accessible language and graphics to reach the broadest possible audience, and we have launched the Monetary Policy Report in order to give greater prominence to the most pressing issues shaping each monetary policy decision. A major improvement to the inflation targeting framework itself was to confirm explicitly beginning with the 2013 remit that the MPC is required to have regard to trade-offs between keeping inflation at the target and avoiding undesirably volatility in output. -

Many of the German troops couldn’t believe it – they believed they were winning the war. The only explanation to many of these soldiers is that the Otto Frank (left) and his brother government had ‘stabbed them in the back.’ Robert (right) both fought for Germany in WW1 The loss of the war meant that Germany had to sign the Treaty of Versailles. One of the clauses in this treaty was that they accepted the blame for the war. Many people thought this was deeply unfair. Germany had no choice but to sign, leaving them to pay huge reparations— A protest about the Treaty of Versailles in Berlin in 1932. £6.6 BILLION. This bankrupted Germany, leading to hyperinflation (money becoming worthless), huge unemployment and starvation of people. More and more Germans began to believe the ‘Stab in the Back’ theory, which blamed the Jews for the loss in the war. proceedings of the British Academy, 78, 9-29 Mrs. Thatcher’s Return to Victorian Values RAPHAEL SAMUEL University of Oxford I ‘VICTORIAN’was still being used as a routine term of opprobrium when, in the run-up to the 1983 election, Mrs. Thatcher annexed ‘Victorian values’ to her Party’s platform and turned them into a talisman for lost stabilities. It is still commonly used today as a byword for the repressive just as (a strange neologism of the 1940s) ‘Dickensian’ is used as a short-hand expression to describe conditions of squalor and want. In Mrs. Thatcher’s lexicon, ‘Victorian’ seems to have been an interchangeable term for the traditional and the old-fashioned, though when the occasion demanded she was not averse to using it in a perjorative sense. Jarrow March
80th Anniversary of the Jarrow March 5-31 October 1936 The March After suffering years of high unemployment and deprived social conditions, it was decided by the Jarrow Borough Council on 20 July 1936 to present a petition to Parliament asking for the re-establishment of industry in the town. To deliver it, a deputation of 200 men from Jarrow would march 300 miles to London, raising awareness of the town’s situation. The march was referred to as a “crusade”, partly to emphasise the seriousness of the situation and partly to distinguish themselves from the “hunger marches” carried out by the National Unemployed Worker’s Movement during the 1920s and 30s. The NUWM had Communist connections, and the Jarrow crusade was firmly non-partisan. The march attracted broad local support, including that of the local political parties (Labour, Conservative and Liberal), and the marchers included Labour, Liberal, Conservative and Communist supporters. The town could not spend taxpayers’ money on the demonstration, but about 200,000 letters were sent to other corporations, trade unions and cooperative societies, raising money for a march fund. The initial target was £800; by 13 October the fund contained £850, and ultimately nearly double the target amount was raised. The marchers left Jarrow on 5 October 1936. They carried blue and white banners and the petition, bearing 11,000 signatures, bound in blue hand- tooled leather and kept in an oak box with gold lettering. Only men were appointed to march, having first been medically checked by the Local Medical Officer; however, they were accompanied for much of the journey by the MP for Jarrow, Ellen Wilkinson. -

Find this book: In Ellen Wilkinson: from Red Suffragist to Government Minister, Paula Bartley provides a biographical sketch of an often-neglected figure in twentieth- century British labour history. Written as part of the Revolutionary Lives series – which, assessing the lives of individuals in short political biographies, aims to be ‘sympathetic but not sycophantic’ – the author claims Ellen Wilkinson (‘Red Ellen’) as a ‘key radical figure in twentieth century British history’. Certainly, in the first half of the twentieth century, an era long before ‘Blairite babes’, left-wing radical feminists within the trade union-dominated Labour Party were thin on the ground, and scholarly acknowledgment of Wilkinson is long overdue. Late Victorian and early Edwardian biographies of labour movement politicians predominantly reflected the political advancement and social mobility of labour within the political system.
