Mark gave a presentation on the current situation. 4 Cross Tamar Summit: Cllr Dorothy Kirk and Cllr Andrew Long Cllr Dorothy Kirk and Cllr Andrew Long asked the Caradon CNP to support the proposal for a Cross Tamar Summit to take place post election in Information Classification: CONTROLLED June/July 2021. It was explained that support would be requested from the Bude, Cornwall Gateway and Launceston CNA’s together with other stakeholders including Plymouth City Council and Devon Council. It was unanimously agreed that Caradon CNP will support the proposal for a Cross Tamar Summit. Helen advised Cornwall Council has commissioned a study to investigate a range of issues related to the A390 in Calstock. The aim of the study is route resilience, to look at opportunities to encourage greater walking, cycling and public transport use. 5 AGM It was agreed that an AGM would not be carried out this year. Thanks, were given to Cllr Hearn who thanked the meeting. 6 Community Networks Highways Scheme Update, Paul Allen Cormac Highways & Environment Manger. Tranche 1: Paul gave an update on the progress of Car 7 Calstock Village and Car 8 Upton Cross. Upton Cross is complete, feedback is generally good. SSE are putting in the illuminated posts at Calstock next month. Tranche 2: Car 15 Shared mobile speed activation device scheme. Paul recommended 8 Mobile Speed Activation Signs (MSAS) locations across the network area as set out below. It was explained that the 8 locations had been made by selecting each of the Town and Parish Council priority sites. Calstock Parish Council sites have not been included as it has been agreed a number of MSAS locations for the Parish will be included in Car 17. 1. Downgate Stoke Climsland 2. Luckett Stoke Climsland 3. Minions Linkinhorne 4. Kelly Bray, Station Road Callington 5. Kelly Bray, Stoke Road Callington 6. Golberdon South Hill 7. Pensilva, Princess Road St Ive 8. St Ive Cross, Moordown St Ive The Panel unanimously agreed to approve the 8 MSAS locations. It was agreed further discussions are needed to establish if the MSAS are purchased directly by the Caradon Community Network Panel and managed by one or several of the town or parish councils, or to enter into the 4 year scheme managed by Cornwall Council. Car 17: Creation of pedestrian crossings and change of speed limit at St Anns Chapel: The Panel were given an update on the feasibility report at the meeting. The Panel unanimously agreed to contribute £50k to traffic calming measures identified in the St Ann’s Chapel Feasibility Study. 2 Information Classification: CONTROLLED Car 12: Pillaton Parish Council – Restrict the road to single file traffic. The Parish Council believe that the existing system implemented in Tranche 1 is sufficient and therefore there is now no further requirement for the Tranche 2 proposal. The Panel agreed to remove Car 12 from the list of schemes. Tranche 3: The following schemes have been submitted: • Car 18: A388 Southbound Kelly Bray - Flashing 30mph sign • Car 19: A390 Jct Fullaford Road/ Florence Road - To reduce speed of traffic entering and leaving Callington • Car 20: Zaggy Lane, Callington – To utilise an area that currently has single yellow lines for parking • Car 21: Haye Road, Callington – Creation of parking spaces • Car 22: Pillaton - To prevent flooding in village • Car 23: Restoration of Ashton Finger Post • Car 24: Provision of signage for hamlets within the St Mellion Parish • Car 25: Whiterocks Speed Limit Change • Car 26: Highways adoption of Newbridge footpath • Car 27: Newbridge Slow sign Paul advised following Tranches 1 and 2 committed/completed spend is £138k, with £62k available for Tranche 3. The estimated costs of the Tranche 3 schemes are £51k. (Please see attached spreadsheet with scheme details and estimated costs.) It was recommended that the proposed Tranche 3 schemes are all deliverable and affordable. It was agreed to accept the Church Lane, St Mellion scheme submitted after the tranche deadline. (Not included within the £51k, estimated cost £1k). HF/RJ Helen to forward an EoI to Ren. The Panel unanimously agreed to proceed with all Tranche 3 schemes subject to meeting the estimated costs. Thanks were given to Paul Allen and his team. 7 Opportunity for Town & Parish Council representatives to raise any question or issue for discussion All: To feedback on any Covid 19 issues. Cllr Moore advised there has been a case in the Community College and that there seems to be a lack of awareness of asymptomatic infections. There needs to be greater public health awareness in school and college. Cllr Brown advised track and trace backlog 10/15 days on informing people. Callington: Cllr Long advised there has been an impact on the budget due to reduction in income from Town Hall bookings. It is important all Parish/Town Councils/Public Health work together for when the vaccine arrives, Cornwall Council are working hard to get facilities ready. Cllr Long 3 Information Classification: CONTROLLED raised concerns about malicious emails that have been received by Parish Councils. Stoke Climsland: Ren gave an update on the Stoke Climsland Community Resilience Plan and asked if anyone else is working on a plan or would like RJ/HF to share resources. Mark happy to support and liaise with Ren. Ren to MH/RJ forward plan when available to Helen who will circulate to the panel. South Hill Parish Council: The government has a white paper, Planning for the Future, out for consultation. The Parish Council have suggested the Panel make a response due to concern over some of the proposed changes. Helen explained Sarah Mason has emailed the Parish Councils today asking Parish Councils to write to their local MP to give practical examples of the impact the planning proposals will have on their area. 8 Standing Items 1) Police update Inspector Julian Morris gave an update to the Panel and explained there was a 1% increase in Callington and Stoke Climsland with a 20% decrease in Calstock. They have had a busy summer and continue to engage, explain, encourage and enforce. They are getting some extra police numbers, mainly student officers. Callington Neighbourhood team are working with Plymouth Proactive Team, it’s a good partnership and lots of positive work. Julian to send Neighbourhood Alerts info to Helen for circulation. JM/HF Cllr Kirk expressed appreciation for the Calstock team. 2) Neighbourhood Planning update - circulated with the agenda 3) Cornwall Cllr updates - (to be submitted in advance in writing - none received). Verbal updates provided. 4) Opportunity for members of the public to speak – no members of public present. 5) Cornwall Council Community Governance Review – please see CGR update in the appendix. 6) Planning update – circulated with agenda. 7) Highways update (covered in item 6). 8) A38 case for action update - circulated with agenda. 9 SE Economic Development Sub Group Helen explained that the subgroup meeting due to be held on the 7th October was postponed as the guest speaker was unable to attend. The group are in the process of producing an executive summary that will identify next steps. 10 Notes of Last Panel Meeting (16th January 2020) All agreed correct. Helen to clarify Climate Change funding and will send out details when available. HF 11 Urgent items The Panel will consider any urgent items at the discretion of the Chair – nothing to report. 12 Next meeting date TBC 4 .

From the car park there is a short level walk, suitable for all ,along good surfaces, that follows the wide shallow River Lynher. As the footpath ends you can either retrace your route alongside the river or follow the peaceful country lane back to the car park. For the more active, there are wonderful far reaching views from the top of Cadsonbury Hill Fort, an impressive iron age fortification.
