Executive Summary

The 2014 Progress Report is designed to fulfil Castle Point Borough Councils statutory duty to review and assess air quality within its area, and to determine whether or not the air quality objectives are likely to be achieved.

Castle Point Borough Council has no Air Quality Management Areas

Air Quality outside AQMAs

Non-automatic monitoring has indicated no exceedences of the nitrogen dioxide annual mean air quality objective of 40 µg/m 3 in 2013 at relevant exposure within the Castle Point Borough Council area.

This report confirms that there is no requirement to conduct a Detailed Assessment for any pollutant and the next round of reporting will be the USA which will be delivered in April 2015.

1 Introduction 1.1 Description of Local Authority Area

Castle Point is a South Essex Coastal Borough located on the northern side of the Thames estuary, east of and has a population of over 88,000 (ONS, 2011) largely living in the main urban areas of Benfleet, , Hadleigh and Thundersley.

The main source of air pollution in the Borough is road traffic emissions from major roads, notably the A13, A127 and A130. Castle Point Borough Council has not declared any Air Quality Management Areas (AQMA).

Potential trans-boundary pollution sources include the power stations along the Thames Estuary and the oil refinery in Thurrock, which have the potential to impact on Castle Point’s Air Quality. Other pollution sources, including various commercial, industrial and domestic sources, also make a contribution to the background pollution concentrations. 1.2 Purpose of Progress Report

This report fulfils the requirements of the Local Air Quality Management (LAQM) process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives.

Progress Reports are required in the intervening years between the three-yearly Updating and Screening Assessment reports. Their purpose is to maintain continuity in the LAQM process.

They are not intended to be as detailed as Updating and Screening Assessment Reports, or to require as much effort. However, if the Progress Report identifies the risk of exceedence of an Air Quality Objective, then the Local Authority (LA) should undertake a Detailed Assessment immediately, and not wait until the next round of Review and Assessment.

1.3 Air Quality Objectives

The air quality objectives applicable to LAQM in England are set out in the Air Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment) Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the objectives in units of microgrammes per cubic metre µg/m 3 (milligrammes per cubic metre, mg/m 3 for carbon monoxide) with the number of exceedences in each year that are permitted (where applicable). USA concluded that Air Quality Objectives would be met for all pollutants. 2003 Recommended CPBC undertook a monitoring programme for Nitrogen Dioxide at the nearest receptors to busy roads, namely the A127 and A13. 2 Progress Reports demonstrated that CPBC met all Air Quality Objectives. 2004-2005 No AQMAs declared. USA concluded a Detailed Assessment was required for benzene because of 2006 emissions from a landfill site at Watlington Road, Benfleet. In addition, there was a risk of the 2010 PM 10 Air Quality Objectives being exceeded. 3 Progress Report concluded Air Quality Objectives for benzene would be met, at Watlington Road, Benfleet as principle source (former landfill site) was 2008 discontinued in 2007, and thus no Detailed Assessment was required. No AQMAs declared.

USA concluded that Air Quality Objectives were to be met. Increases in traffic flows identified on the B1014 Benfleet Road, B1014 Canvey High Street and 2009 Somnes Avenue. Recommended that CPBC install diffusion tubes at nearest residential receptor.

Progress Report recommended monitoring Nitrogen Dioxide for another year 2010 due to poor data capture at the newly installed diffusion tube monitoring sites. 4 Diffusion tube data in the Progress Report showed exceedances of the Nitrogen Dioxide Air Quality Objectives at three locations: Bottom Bread and Cheese Hill, Tarpots on London Road and Link Road/Somnes Avenue Roundabout. 2011 However, when projected to nearest receptor, concentrations were below Air Quality Objectives. No AQMAs declared.

5 USA 2012 concluded that a detailed assessment was not required. However, monitoring and a detailed assessment conducted by the neighbouring Rochford 2012 District Council in 2011 has showed that there were potential exceedances of the annual mean Nitrogen Dioxide Air Quality objective at the junction of the High Street in Rayleigh and the A127, which is actually located within the Borough of Castle Point. Castle Point has therefore increased the monitoring at this location in 2012.

Progress Report showed exceedances of the Nitrogen Dioxide annual mean 2013 objective at two locations. When the measured values were projected to the respective nearest receptors the results fell below the objective and hence no further action was taken.

2 New Monitoring Data 2.1 Summary of Monitoring Undertaken

2.1.1 Automatic Monitoring Sites

Castle Point Borough Council has an automatic monitoring station to measure Nitrogen Dioxide and Sulphur Dioxide at one location in the Borough: Old Fire Station, London Road, Hadleigh, Essex.

Kings College, London manages the site as part of the London Air Quality Network. QA/QC is LAQN standard.

2.1.2 Non Automatic Monitoring Sites

Castle Point Borough Council undertook monitoring at 29 nitrogen dioxide diffusion tubes sites in 2013.

Details are presented in table 2.2. Raw monthly mean data for 2013 can be found in Appendix 2. The diffusion tubes for 2013 were supplied and analysed by Gradko International (UKAS Testing Laboratory number 2187) with a preparation method of 20% triethanolamine (TEA) in water. A local bias adjustment factor of 0.93 is used. The calculation and justification for use can be found in Appendix 1. 2.2 Comparison of Monitoring Results with Air Quality Objectives

2.2.1 Automatic Monitoring Data

The 2012 data shows no exceedance of the annual mean or hourly mean Nitrogen Dioxide objective at the automatic monitoring site located at Old Fire Station, London Road, Hadleigh.

2.2.2 Diffusion tube monitoring data

The data shown in Table 2.2 below shows the monitoring results for 2013 with the bias adjustment factor applied. The choice of adjustment factor is discussed in Appendix 1. All monitoring results were within the 40 µg/m 3 Air Quality Objective for Nitrogen Dioxide with the exception of CP012 diffusion tube located at Link Road / Somnes Avenue, Canvey. When scaled to the receptor, the estimated concentration is 35.6 µg/m 3. This adjustment is detailed in Appendix 1. 2.2.7 Summary of Compliance with AQS Objectives

Castle Point Borough Council has examined the results from monitoring in the Borough.

The automatic monitoring data shows a slight increase in nitrogen dioxide concentrations however the levels do not exceed the AQS Objectives.

There has been one exceedance of the AQS Objectives at CP012 (Link Road / Somnes Ave Roundabout on Canvey Island). When the measured concentration of 3 41.3 µg/m is scaled to the nearest receptor, the predicted annual mean NO 2 concentration is 35.6 µg/m 3 which is lower than the objective and is not considered borderline (between 36-40 µg/m 3). It has been noted that CP027 (outside Hadleigh Library) has measured at a borderline concentration.

As concentrations at relevant locations are below the objectives, there is no need to proceed to a Detailed Assessment.

3 New Local Developments

Castle Point Borough Council identifies that the recently completed improvements at the Sadlers Farm junction should have a positive effect on Air Quality. This is primarily within the neighbouring district. Details of these improvements are contained within Section 7 Local Transport Plans and Strategies.

The Council confirms that there are no other new or newly identified local developments which may have impact on Air Quality within the Local Authority area.

Castle Point Borough Council confirms that all the following have been considered: • Road traffic sources • Other transport sources • Industrial sources • Commercial and domestic sources • New developments with fugitive or uncontrolled sources.

4 Local / Regional Air Quality Strategy

In 1995, as a result of the Government publication "Meeting the Challenge" and the aspirations of local government to undertake more local air quality work in Essex, the Essex Air Quality Consortium was formed. Consisting of all Local Authorities in Essex, Essex County Council, the Environment Agency, London Stansted Airport and the University of Essex, the purpose of the Essex Air Quality Consortium is to promote improvements in air quality related issues. Members of the Essex Air Quality Consortium meet on a quarterly basis to discuss common air quality issues, share experiences and best practice in carrying out their duties locally. The partnership provides assistance to all members regarding their obligations under current UK Air Quality legislation. Air pollution does not respect Council boundaries and in Essex the Local Authorities are varied in size and population. Effective options for individual Councils can be limited so the Essex Authorities have agreed to work in partnership with each other to seek joint solutions to air pollution problems. The Essex Air Quality Consortium has been able to represent the people of Essex at a regional and national level through Air Quality Events and Meetings. The group have been able to offer its views and comments on current air quality requirements and any future consultations being considered. The profile of Air Quality in Essex is changing and is becoming more challenging. Due to the declaration of an increasing number of Air Quality Management Areas (AQMAs) and as a result of increased traffic growth and congestion, the Consortium is working much more closely with the Local Transport Authority in Essex County Council to seek improvements to Air Quality where possible

5 Planning Applications

Castle Point Borough Council considered the planning application CPT/697/11/FUL to redevelop land off Kiln Road, Benfleet for residential purposes with the proposed construction of 150 dwellings.

6 Air Quality Planning Policies

Castle Point Borough Council Adopted Local Plan (1998) sets out policy concerned with the protection of local environmental quality:

• Policy EC4 relating to pollution states that: “ Development which would have a significant adverse effect on health, the natural environment, or general amenity by reason of releases of pollutants to water, land or air, or by reason of noise, dust, vibration, light or heat, will be refused. “

7 Local Transport Plans and Strategies

Castle Point is covered by the Essex County Council Local Transport Plan (LTP). Within the long term strategy there is a countywide approach with specific local priorities addressed at a more local level. Castle Point is within Thames Gateway planning area along with neighbouring Basildon and Rochford.

Part of the long term strategy for the Thames Gateway has been improvements to the Sadlers Farm Junction on the A130. The junction forms part of the strategic highway network serving the Thames Gateway in South Essex. The junction previously comprised a series of five small roundabouts within a gyratory system and has historically been subject to severe congestion and delays.

The scheme provides: • Creation of a dual carriageway link road between the A130 and the A13 • Widening of approach roads • Improvements to the Tarpots junction.

Deliverance of the scheme has allowed for an easing of the congestion queuing for access to Benfleet and Canvey Island. It is noted that the Diffusion Tube CP016 (historically showed borderline NO 2 concentrations) which is located close to the Sadlers Farm junction has seen a significant reduction in levels.

The Council is working in partnership with the Environment, Sustainability and Highways department at Essex County Council to ensure that new traffic management schemes consider the potential impact on Air Quality.

8 Climate Change Strategies

Castle Point Borough Council, together with its partners, has set a vision for the Borough through the Castle Point Borough Council Environmental Sustainability and Climate Change Strategy 2008-2011.

“We want to live within environmental limits and secure a sustainable environment for ourselves and our children. We will do so by effective community leadership, reducing our use of resources, increasing recycling and by protecting and nurturing our diverse environment.”

The Councils strategy for the Commissioning and Procurement of goods and services supports this vision by following, where possible, sustainable procurement practices by choosing products, contractors and suppliers that have high environmental performance.

9 Conclusions and Proposed Actions 9.1 Conclusions from New Monitoring Data

The Progress Report shows that Castle Point Borough Council is meeting the Air Quality objectives currently and is not at risk of exceeding the objectives for Nitrogen Dioxide.

A recent audit of the diffusion tubes has identified a number of locations where the monitoring points can be moved from the roadside location to building facades to ensure measurements will be more representative.

The Council is working in partnership with key stakeholders to ensure that the Air Quality in Castle Point remains below objective limits and continues to improve.

Based on the findings of this Progress Report there is no need for Castle Point Borough Council to carry out any Detailed Assessment of any Air Quality issues.

9.2 Proposed Actions

Proposed actions arising from the 2014 Progress Report are as follows:

• Where possible, relocate diffusion tubes closer to receptors • Progress to the Updating and Screening Assessment in 2015

QA/QC of diffusion tube monitoring

The Workplace Analysis Scheme for Proficiency (WASP) is an independent analytical proficiency-testing (PT) scheme, operated by the Health and Safety Laboratory (HSL). WASP offers a number of test samples designed to test the proficiency of laboratories undertaking analysis of chemical pollutants in workplace and ambient air. One such sample is the WASP NO 2 test sample type that is distributed to participants in a quarterly basis.

The following table summarises laboratory performance in WASP NO 2 Proficiency Testing Scheme for Rounds 120-123 which took place in 2013.

Diffusion tube bias adjustment factor

Castle Point Borough Council undertook monitoring at 29 NO 2 diffusion tubes sites in 2013.

• The diffusion tubes were supplied and analysed by Gradko International (UKAS Testing Laboratory number 2187) with a preparation method of 20% triethanolamine (TEA) in water.

Discussion of Choice of Bias Adjustment Factor

A local bias adjustment factor was calculated as 0.93.Due to missing automatic monitoring data for the period of between June and September the valid data capture for the monitor was 76.34% giving concern for the validity of this factor.

The Local Factor was compared with the National Bias adjustment factor of 0.95 which was obtained from the Defra national bias adjustment spreadsheet (03/14 v2) based on the results of 24 studies in 2013.

The automatic monitoring station had missing data from a period between June and September. Study of automatic data from other Local Authorities in the Essex Air Consortium showed that between June and September concentrations were lower than other periods. If these patterns were applied to Castle Point, the local factor would have been lower than the calculated 0.93. It has been considered that even with the missing automatic data, the calculated local bias adjustment factor is more representative that the National bias adjustment factor. The bias adjustment factor of 0.93 was applied to the raw data.

Nitrogen Dioxide fall off with distance calculations
