USA TRACK & FIELD, INC. BOARD OF DIRECTORS MEETING

An emergency meeting of the Board of Directors of USA Track & Field, Inc. was held on Monday, February 5, 2018 at 4:00 pm (EST) via conference call.

Board Officers and Directors: Present: Steve Miller (Chairman of the Board), (President and Vice Chair), Stephanie Hightower, Mickey Carter (Treasurer), Becky Oakes (Secretary), Len Krsak, , Jackie Joyner-Kersee, Fred Finke, Ryan Wilson, Michael Conley, Jeff Mlynski, Eve Wright, , Michelle Carter and Max Siegel (CEO).

Absent: William Shelton, Lauren Fleshman, Sam , and Dr. Evie Dennis.

Quorum Present? Yes.

Others Present - Staff: Renee Washington, Norm Wain, Jill Geer, Duffy Mahoney, Lloyd Crowe, , Kimberly Sims, and Sarah Austin.

The Meeting was called to order at 4:00 pm (EST) by Chairman of the Board, Steve Miller. Mr. Miller called the meeting to discuss whether or not USATF should continue with plans to send a team to the upcoming NACAC Cross Country Championships to be held in La Libertad, El Salvador on February 17, 2018. USATF has received recent travel advisories which indicate American citizens should reconsider travel to this area due to violent crime. The board was provided with the relevant materials for review prior to this meeting.

It was noted that this team has already been selected and comprises both a senior and junior team of 24 athletes and two team coaches (national office staff will not accompany this team). The team must be declared by tomorrow at close of business. USATF is not in a position to provide additional security for this team and will be reliant on the security provided by the local organizing committee for this event. Lloyd Crowe, Chief Security Officer, has been in contact with the American embassy in El Salvador – they will note that we have a team traveling in the country, but can provide no additional security. Duffy Mahoney, Chief of Sport Performance, recently visited the area and provided a description of his experiences, along with a recommendation that USATF not send a team to this event.

Both Fred Finke and Jeff Porter noted that the athletes have been made aware of the concerns and are still determined to compete at this event, despite the risks.

After vigorous discussion, the board reached a consensus to move forward with sending a team to the NACAC Cross Country Championships in El Salvador with the following understanding: Mr. Porter will discuss the concerns with the AAC and will advise the board should the athletes no longer wish to compete at this event; USATF national office will contact the local organizing committee to obtain further details on the security to be provided and will report back to the board; notice of the travel advisories will again be sent to the athletes with a requirement that they acknowledge receipt of the advisory; and the athletes will be advised that they should not wear any USA branded gear outside of the competition and they are not to venture off on their own.

With no further business to conduct, Mr. Miller adjourned the meeting at 4:45 pm (EST).
