Introduction 1.1. BHARAT SANCHAR NIGAM LIMITED (BSNL), a Public Sector Enterprise, 100% owned by Government of India, with the dominant market share in the Wire line Telephony, Wireless Telephony, Broadband & Internet services besides other data services like MPLS- VPN, Leased circuits etc. and is the largest Internet Service Provider (ISP) of India. As a leading telecom player, BSNL controls a wide range of telecom infrastructure such as Main Exchange Buildings, RSU Exchange Buildings, Transmission Centre Buildings, BTS sites, billing centres, customer care centres etc. For more details about BSNL, please log on to www.bsnl.in. 2. Purpose of the EOI 2.1. BSNL, from hereon BSNL means SSA Head or Competent Authority floating the EOI intends to invite Expression of Interest (EOI) from interested parties for supply of manpower for Sweeping and cleaning work at BSNL offices/units/ exchanges in Kannur SSA. After evaluation of EOIs, agreements will be entered with the successful bidder for a period of one year from the date of signing the agreement and which may be extended for 6 months under the same terms and conditions at the discretion of the General Manager Telecom District, Kannur. The contract can be further extended by another 6 months on mutual agreement. This is subject to the extension of the Performance Bank Guarantee of same amount or enhanced amount as per the discretion of BSNL, one month prior to the end of the agreement. 3. General requirement 3.1. BSNL intends to contract sweeping and cleaning work (Annexure- D) at selected telecom sites in the SSA. These may be required for different time frames at different stations as per requirement (Annexure E). 3.2. The successful bidder is liable to pay propotionate wages to the workers based on the minimum wages as applicable. Payment of monthly bill will be worked out propotionately on the basis of total working hours per day worked by each personnel multiplied by the wages in accordance with the rate schedule in the Financial Bid (Annexure F). The basic rates includes factor for payment of weekly off also. The contractor shall pay the wages to the personnel on or before the 7th of every succeeding month, irrespective of date of payment of Bill by BSNL. The payment should be made to workers through their bank account. 3.3. Period of validity of bid shall be 180 days from the date of opening of tender unless extended. 4. Eligibility Requirements: 4.1.Bidder must possess a minimum experience of similiar works carried out for a period of not less than one year in any Govt/Public Sector Organisation or any other Telecom service provider any time during the past five years immediately preceding the date of submission of bid. 4.2 Experience Certificate as required in eligibility criteria (para 4.1 above) must be issued by a competent authority equivalent to Class I officer of State/Central Govt officer of equivalent grde in Central/State PSUs.In respect of experience certificate of telecom service providers it must beissued by the Operational Head of Telecom Circle/license area.Experience certificate shall be self attested and original shall be submitted as and when called for,for verification. Signature of Contractor/ bidder 3 4.3 Work order issued by a competent authority shall NOT be treated as experience certificate. 4.4 Experience Certificate/Work Completion certificate should contain Tender/Contract No. & date/ Work order No. & Date and period of contract. 4.5 List of Documents for eligibility requirement as mentioned in Para 14 of this document. 5. Financial Requirement 5.1. Earnest Money Deposit (Refundable). 5.1.1 EMD as per Annexure - G is to be deposited by each bidder either by cash at the Cash Counter at the Office of GMT, BSNL Bhavan, South Bazar, Kannur 670002 up to 12.30 hrs on any working day before submission of tender or by crossed Demand Draft drawn in favour of the Accounts Officer (Cash), O/o GMT BSNL Bhavan, Kannur 670002 obtained from any Scheduled / Nationalized Bank, payable at Kannur. The cash receipt / DD should be attached along with the tender. Tenders without proper EMD shall be rejected outright. 5.1.2 The EMD will be forfeited in case, after submitting the tender, the tenderer withdraws his offer or fails to execute the agreement when called for to do so. 5.1.3 The EMD of the Tenderers whose tenders are not accepted will be refunded after finalization of the Tender. 5.1.4 The EMD of the successful Tenderer shall be adjusted against the Performance Security Deposit. 5.2 Performance Bank Guarantee (5% of the contract amount minus EMD paid) as per Annexure-G is to be deposited by contractor before signing of the agreement. 5.3 Contractor shall submit the aforesaid Performance Bank Guarantee of the said amount or the amount as may be decided by BSNL from time to time. Without prejudice to any other rights and remedies available to BSNL, BSNL reserves the right to forfeit/adjust the said Performance Bank Guarantee in full or part or against any sum due from the contractor to BSNL at any time. Contractor shall continue to be liable for balance if any due to BSNL. BSNL reserves the right to increase the amount of Performance Bank Guarantee at any time on its own discretion with respect to any/some/all such contractors. 6. Evaluation Criteria 6.1. BSNL will consider issue of ‘Letter of Intent (LOI)’ to the lowest bidder, if they meet all the eligibility requirements and agreeable to all terms and conditions. The bidder(s) shall within 10 days of issue of LOI give its acceptance in writing and furnish Performance Bank Guarantee as mentioned in clause 5.2 and sign the contract with BSNL. The signing of agreement shall constitute the award of the contract. 6.2. After award of contract to the approved bidder the officer designated by the SSA head / competent authority shall issue the work order for commencement of the work 7. Agreement period of this contract is valid for one year from the date of signing the agreement which can be extended for 6 months under the same terms and conditions at the discretion of the General Manager Telecom District, Kannur.
