ABSTRACT AFRICAN AND AFRICAN AMERICAN STUDIES HILL, ERNESS A. B.A. SPELMAN COLLEGE, 1998 REFLECTIONS OF THE PAST: THE CASE OF MOZAMBICAN ART. THE MACONDE AND THE SHETANI Advisor: Dr. Mustafah Dhada Thesis dated December, 2000 This thesis examines to what extent the shetani icon in Maconde Art has been elevated to the status of deity; and what powers it has been endowed with to transform the lives of its "worshippers." The investigation was based on the observation that, although not a recognized 'god' in the traditional Maconde form of worship, nor that of Mozambique, the shetani’s appearance in Mozambican art was consistent and abundant. The investigative approach used was a comparative analysis of three internationally known Mozambican artists, two of which are Maconde. The researcher found that with all three artists, the shetani was an obvious element in their artistic renderings and in each instance, their individual lives, though not unique, were charged with suffering and unhappiness. The conclusion drawn from this investigation suggests that, although created by a Maconde for the purpose of patronage, the shetani icon has become a 'deity' not only for the Maconde, but for Mozambicans, as well. While not 'worshipped' in the sense that Westerners worship, it has been endowed with powers that transform the lives of those who identify with it. At the very least, it has been endowed with the power to promote their artistic abilities with a view to catalyzing greater creativity. Annual Performance Plan 2021/22 Department of Community Safety EXECUTIVE AUTHORITY STATEMENT In the short time, since June 2019, that I have been the Executive Authority of the Department of Community Safety, I have aimed to provide strategic leadership for it to become an increasingly service delivery-oriented department. As a department, we have had to adapt our strategies considering the socio-economic challenges presented by the COVID-19 epidemic. I am proud of the role played by my department in responding to the pandemic. Our responses to the governance and delivery challenges posed by the epidemic have been marked by innovation that, in many cases, surpassed even our own expectations. Under my guidance, the Department has embarked upon an exciting repurposing process. This process will ensure that the Department adapts its oversight functions to enhance service delivery, particularly to those communities ravaged by high rates of crime, gangsterism and other challenges. This is in line with our role as one of the lead departments in implementing the Western Cape Safety Plan (Safety Plan) and the safety component of the Western Cape Government’s COVID-19 Recovery Plan (Recovery Plan). This collaborative repurposing process has been ably facilitated by the senior departmental officials under the leadership of the Head of Department (HoD), Adv. Yashina Pillay, and is a first in that it explicitly encourages dynamic and open reflection of the Department’s mandate and involves participation from all levels of the Department. The Recovery Plan requires that all departments ensure that their programmes, strategies and deliverables are aligned to the interrelated objectives of jobs, safety and wellbeing. -

Looking back Insider views on the Judicial Inspectorate for Correctional Services Chloë McGrath and Elrena van der Spuy* [email protected] [email protected] http://dx.doi.org/10.4314/sacq.v48i1.4 The establishment of a constitutional democracy in South Africa necessitated widespread institutional reforms across state sectors. A key feature of such reforms was the emphasis on oversight and accountability as illustrated in reform endeavours pursued in the South African Police Service, courts and prisons. One such oversight mechanism – the Judicial Inspectorate for Correctional Services (JICS) – is the subject of this article. Drawing on qualitative interviews with people closely involved with the JICS since 1998, this article presents ‘insider views’ regarding the JICS. Recent literature has given attention to highlighting the structural barriers to treatment as experienced from the perspective of pregnant Coloured women; however, little, if any, research has been conducted on these barriers from the healthcare providers’ perspective. The present study thus aimed to identify the structural treatment barriers experienced by healthcare providers who treat pregnant Coloured women who abuse TIK. An exploratory qualitative design was utilised whereby 20 healthcare providers were identified through purposive sampling and subsequently interviewed. -

The conviction of Boniface Mathew Malyango, known as “Shetani Hana Huruma” (“the Devil has no mercy” in Kiswahili), was hailed by conservation organisations as a victory in 2017, with one of East Africa’s most notorious illegal ivory traders. However, his conviction was quietly overturned in mid-2020 — a development that was largely unreported in the press. Likewise, Mateso “Chupi” Kasian was extradited from Mozambique to Tanzania in 2017 to face prosecution in what was, at the time, seen as a major victory for regional co-operation against wildlife trafcking. However, his prosecution only led to a ne of $215 — a small sum compared to the enormity of the trafcking operation he supposedly controlled. Boniface Mathew Malyango, known as “Shetani Hana Huruma” Both cases highlight the signicant challenges that major wildlife trafcking investigations often face, including corruption, delays in prosecution and poor evidence handling. Support and political pressure from international partners and NGOs have primarily focused on arrests and initial prosecutions, rather than on the follow-up to legal cases. -
Urban Violence in Colonial Africa: a Case for South African Exceptionalism
Journal of Southern African Studies, Volume 34, Number 3, September 2008 Urban Violence in Colonial Africa: A Case for South African Exceptionalism Gary Kynoch (Dalhousie University) In an attempt to move beyond the parochial character of the otherwise rich historiography of urban South Africa, this article compares the level of violent crime, gang conflict and vigilantism in the segregated townships and mining compounds surrounding South African cities, particularly Johannesburg, in the period to 1960, with that of African neighbourhoods in colonial cities elsewhere on the continent. The evidence suggests that concepts of South African exceptionalism need to take account of the extraordinary degree of urban violence that distinguished South Africa from its colonial contemporaries. A brutalising mining environment, combined with racial ordinances that criminalised Africans and coloureds and exposed vast numbers of men to prison and prison gangs, produced a culture of urban violence unique in colonial Africa. Wives and young girls were raped in the streets and on their way home from work. Some were even raped in their own homes in front of their families who were too terrified to report to the police for fear of victimisation. The gangsters ruled the townships at the point of knife or pistol. They robbed the people in the trains to and from work, in the bus queues, and in their homes. They assaulted innocent victims in the street and terrorised one area after another. (Non-European Affairs Committee Report to the Johannesburg City Council, 1954)1 Colonial ‘pacification’ campaigns in late-nineteenth and early-twentieth century Africa clearly demonstrated European military superiority, and for several decades thereafter colonial states maintained an effective monopoly on armed force. -
