Southern District Council Progress Report of the South Island Line (East) Project (as of December 2015)
Introduction
This paper provides the latest update of the project as of December 2015.
Highlights
2. As at the end of December 2015, the overall works for SIL(E) are 93% completed, in line with the programme for the revised target opening of the project at end 2016. The civil construction works for the Nam Fung Tunnel, Ap Lei Chau Tunnel and the viaduct/ noise barrier have been completed. At Admiralty Station, the excavation for the Island Line underpinning works has been completed, while the excavation works for the Admiralty Station cut-and-cover extension are substantially completed.
3. With the exception of Lei Tung Station Entrance B at Lei Tung Estate, the construction of the four new stations and their entrances in the Southern District is generally in line with the original programme. As mentioned in the report of the progress update on SIL(E) for the Southern District Council meeting on 19 March 2015 (please refer to SDC Paper No. 31/2015), unforeseen adverse ground conditions encountered earlier at the Lei Tung Station Entrance B shaft formation level has caused delay to the commencement of its structural works. The completion of the entrance fitting-out works as well as the installation of passenger lifts will continue until the first half of 2016. Meanwhile, although challenges remain for the extension works of Admiralty Station, SIL(E) is still targeted to open at the end of 2016.
Project Progress
Admiralty Section
4. The most complex and challenging part of the Admiralty Station extension works is the underpinning excavation works beneath the tunnel structure of the existing Island Line. The construction team has overcome many challenges and improved the production
rate, through changing the works design and extending the working hours to 24 hours a day. Since end 2014, the underpinning excavation works have achieved their monthly target production rate and the excavation works have been completed at the end of 2015.
Nam Fung Tunnel Portal Site
5. The tunnel lining works for Nam Fung Tunnel, the superstructure of the elevated tunnel box and the structural works of Nam Fung Ventilation Building are completed, with E&M works underway.
Ocean Park Section
6. Fitting-out and E&M works of Ocean Park Station are completed. Track-laying and overhead line works between Ocean Park Station and Admiralty Station have been substantially completed while the trackside auxiliaries installation works are in progress.
Wong Chuk Hang Section
7. Fitting-out and E&M works for Wong Chuk Hang Station and Wong Chuk Hang Depot are completed. Installation works of noise barriers at the viaduct section, overhead line and trackside auxiliaries between South Horizons Station and Ocean Park Station are completed.
8. As the existing underground utilities are found to be more complex than anticipated, the construction of the public transport facilities under Wong Chuk Hang Station, the widening of Heung Yip Road and the construction of the pedestrian link to Aberdeen Channel Promenade are behind the original programme. The above works are expected to be substantially completed in the first quarter of 2016.
9. On-track testing of the 10 new SIL(E) trains between Wong Chuk Hang and South Horizons stations have begun in April 2015. The section of track between Ocean Park Station and Admiralty Station will be ready for the testing of trains in the first quarter of 2016.
Lei Tung Section
10. The shaft structural works of Lei Tung Station Entrance B are substantially completed while the above-ground structural works are in progress. The entrance fitting-out works as well as the installation of passenger lifts are expected to continue until the first half of 2016. It is anticipated that Lei Tung Station would be ready for the opening of SIL(E).
11. Following the completion of the structural works of Lei Tung Station, fitting-out and E&M works are being carried out.
South Horizons Section
12. Structural works of South Horizons Station, the end plant building at Yuk Kwai Shan and the ventilation building at Lee Wing Street have been completed. Fitting-out and E&M works are in progress. Structural works for station entrances are substantially completed. Utilities and road reinstatement works above the station structure are in progress.
Temporary Barging Points
13. Reinstatement works for Lee Nam Road Temporary Barging Point and Telegraph Bay Temporary Barging Point are completed with the sites handed over to the relevant government department in June 2015 and at the end of 2015 respectively.
District Facilities Reinstatement Works
14. The reinstatement works of district facilities are in progress. Nam Long Shan Road Rest Garden, part of the storage area for LCSD Community Garden at Aberdeen Sports Ground, and Lee Nam Road Sitting-out Areas No.1 and No.2 next to Hong Kong School of Motoring have been handed over to relevant government department. Nam Long Shan Road Sitting-out Area, Nam Long Shan Road Children's Playground, and Kwun Hoi Path Sitting-out Area are expected to be handed over to relevant government department in Q1 2016. Part of the Wong Chuk Hang Road Garden in San Wai is expected to be handed over to relevant government department in the first half of 2016.
