Duddon (continued)

There was one submission from Duddon Parish Council:
Duddon Parish Council would like to see the Wards abolished.
Their reasons for this is they feel at present there is an unfair representation in particular with the Angerton ward where there are a very small number of people on the register. This ward has been uncontested for many years. If the current councillor retired it would be most unlikely to be represented from an electorate from Angerton. This is also the case with Dunnerdale-with-Seathwaite, they should have two councillors from that ward. They usually have 1 and a second councillor representing them but lives in the Broughton West ward.
They also think that wards can confuse the electorate, in particular this year, as they have eleven people standing for seven seats on the Broughton West ward. As they have ten parish councillors, people may think that they are voting for the whole ten seats when they are in fact voting for seven on Broughton West. Dunnerdale-with-Seathwaite together with Angerton are uncontested.
Final recommendations
We recommend no change.
Although a comment was received, which may have had merit, we do not feel there has been sufficient local consultation to be able to recommend such a proposal. This is because the comment was raised at a late stage in stage 3 leaving little time for local engagement.
It is worth commenting that Duddon Parish Council is a grouped parish council, not a warded parish. This means that each element is still a separate parish. To become a single, warded, parish area, the group would have to be dissolved and each individual parish abolished and then a new parish created, with new warding arrangements. There are legal provisions for a grouped parish council to dissolve outside of a Community Governance Review, which could be explored by the Parish Council if it wishes.

There was one submission from Helsington Parish Council proposing a boundary change, as they feel large areas of the current Parish have little connection with Helsington and Brigsteer. The changes they proposed should accommodate:
Ensuring the Parish is wholly within the boundaries of the National Park. A new parish of minimum of 150 electorate concentrated around Brigsteer Village and Helsington (Whetstone Lane). Areas to the East of the A591 have more in common with Natland or Kendal and should be reallocated. Properties on the Moss (e.g. Low Plains Farm) and Barrowfield could be included in this Parish, currently part of Underbarrow. The suggested boundary would be Third Moss Lane. Low Sizergh being east of the A591 area being reallocated to Sedgwick or Levens Parish.
The Councillors did not believe there would be any gain in joining a group of parishes and feel a new Parish of 150 - 200 electors centred on the settlement of Brigsteer, represented by seven councillors would be the most appropriate model.

We did not recommend changes to Helsington Parish Council based on the comments received. We were not minded to make recommendations that would create a much smaller parish council. The comments suggested would create a complex set of proposals to the LGBCE and the benefits are not clear.

Though we did not recommend changes, we invited more submissions and stated that the following could be considered:
Creating a new parish council Changing the boundaries of the existing parish council and, possibly, rename Changing the boundaries and abolishing the parish council, moving to it being a parish meeting Warding Helsington Parish Council to ensure those on the fringes have adequate representation

There were four responses to the Helsington Parish Council’s proposal; two in support and two in opposition. There was one response in support from a local resident and a further proposal from Helsington Parish Council, which was a repeat of the first submission with further detail on how it would:
Ensure effective and convenient implementation of planning regulations Support closer alignment to local communities, thereby improving community cohesion Support greater integration and community cohesion
The issue for those opposed to the proposal lies with the area of land east of the Lake District National Park Boundary; Natland Parish Council do not support incorporating it within their parish, and a resident in this area is strenuously against the proposal. These changes would also fall foul of Local Government Boundary Commission regulations, as the proposed new Natland parish would then lie within two separate district wards.
Final recommendations
We recommend no change.
Whilst draft recommendations were not made, we did seek further views on proposals made in Stage 1. We considered these comments and took the view that there was no consensus of opinion to enable us to make the proposal offered by Helsington Parish Council. Further to this, it would require the warding of Natland Parish Council which would lie within two separate district wards or it would require the permission of the LGBCE to alter the district wards, which is unlikely to be granted as district ward boundaries remain protected in the 5 year period after the further electoral review.
