On the 3rd July tenders were opened as follows:.,.....

1. For the whole distance from Epsom to Echuca-say 49 miles 7. chains and 84 links, Six tenders were received, varying from £325,075 13s. 6d. to £410,020 lOs. IOd.

2. For the portion of the line between Epsom and Nolan, a distance of 13 miles 74 chains and 48 links, Six tenders were received, varying from £81,872 to £110,506 9s. 7d.

3. For the portion between Nolan and Rochester, being 20 miles 78 chains and 36 links, Five tenders we~e received, varying from ee] 16,362 to £169,614 lOs. 7d.

4. ]!"'or the portion between Rochester and Echuca, being 14 miles 15. chains and °links, Four 1;enders were received, varying from £96~360 to £] 22,577 9s. 9d.

Messrs. Barry, Frazer, and Oo.'s tenders for the whole line, in sections, amounting together to £294,594, being the lowest, were :,tccepted by the Board, on the 13th JUly.

On- the 24th July the full cash deposit of 5 per cent. on that sum, amounting to £14,730, was lodged with the Board as security for due fulfilment of the contract, and a deed executed between "the Board and the following persons as forming the firm of Barry, Frazer, and Co., namely, Jenkin Collier, David }fackenzie Barry, William Owen, George Simmie, Simon Fraz~r, Jonathan Chappel, and Henry Rourke.

The following "statements and returns are appended to show the financial position of the undertaking, on 31st December, 1863-Nos. 2 and 3 as regards construction, and Nos. 4 to 8 as regards working expenses and revenue:

The statements relative to the loan show construction expenditure as recorded in the books of this department, the statements of interest being derived from the books of the Treasury.

With reference to the revenue accounts, I may be permitted to direct the attention of your Excellency to the' following points, which I doom important, and which may be regarded as satisfactory.

F~r the first time since thQse lines were opened it is shown that the revenue from goods is equal to that from passengers.

Though the train mileage of the year is more than double that of 1861, yet the accession of traffic caused by the extension of the lines has increased the revenue per train mile 25 per cent., or from 8a. 3·28d. in 1861 to lOs. 4·67d .. in 1863.

The cost of working expenses per train mile during these years having' remained with little variation at an average of 5s. 4·70d., the pt>r centage of working expenses to . revenue has d~creased fr~m 65iper cent. in 1861 to 50! per cent. in 1863. · The passenger revenue for 1863 on each 9£ the lines is double that of 1861, while on the Murray and Lines the goods reveI}ue of 1863 is five times that of 1861.

The increase of revenue on the Sandhurst and Ballarat Lines may be attributed to their completion to the respective terminals; l;mt the increase of the Williamstown passenger revenue must represent an accession of traffic independent of these causes.

The loss upon the Williamstown traffic, which in 1861 was £7,919 19s. 5d., is reduced in 1863 to £309 13s., and the difference, £7,610 6s. 5d., is accounted for as follows:-

On 1863, as compared with 1861, the increase of passenger traffic is £4,780 12s. 8d., and ~n goods £1,999 18s, 9d.; the decrease of train miles run is 8,940, and of expenses £829 15s., making in all £7,610 6s. 5d.

In connection with the 'Williamstown revenue account, it appears from return No.7, that the per centageof expenses to revepue at each of the stations is very high, and highest where the revenue is greatest, namely, at the pier. Under ordinary circum­ stances the per centage of expenses to revenue should be the reverse of'this; and that such is not the case at the pier, is o~ing to the short length of the line.

Though increased traffic will raise the income per train mile, it cannot affect the earnings per ton, which will depend upon the distance carried ; and as this distance on the Williamst~)wn line cannot exceed nine miles, at five shillings per ton, the cost of labor at the pier must bear a high proportion to the revenue as compared with stations to and from which goods are c!:trried for longer distances.

Return No.5, showing thl'learnings of stations, is based upon the principle that the sending and receiving stations each earn one moiety of every sum charged for the carriage of passengers or goods respectively.

This information, though attainable from the traffic auditor at all times since the openin'g of the lines, has not been tabulated l.mtil the year 1863, when tbe opening of the extensions rendered such a return valuable, and it is now, therefore, kept in a readily available form. This' return will show the proportion in which the total revenue of £463,666 Os. 7d. is earned by the thirty-nine stations now open for traffic, but the fol­ lowing abstract of that return may be usefully given here :-

Thus the whole earnings of 30 intermediate stations are little more than one-tenth of the total revenue, while they absorb nearly one-fourth of the'station expenses.

REPORT OF THE ENGINEER-IN~CHIEF TO THE HONORABLE J. M.GRANT, COMMISSIONER OF RAILWAYS AND ROADS:

SIR,

I have the honor to report to you on the state of the works on the Government lines of railway open for'traffic, and the progress that has been made with the contracts for the extension of the Melbourne and Sandhurst railway to Echuca, and with other contracts undtr my supervision.

The whole of the works of the Melbourne and Sandhurst, and the Geelong and Ballarat lines are now in the hands of the Government; the periods during which the contractors for these lines were bound under their contracts to maintain them having expired. The permanent way and works of both these lines have been maintained by the Govern­ ment since they were taken off the hands of the contractors, and are, throughout, in the best condition. All labor and materials employed in repairs have been charged to the votes for" maintenance of lines," since the works were taken off the contractors' hands.

Since my report,dated the 31st October,1862, a large number of ,culverts have been built on the Geelong and Melbourne railway, providing an additional waterway for the escape of floods; the bridge over Skeleton Creek, which was built by the Geelong and Melbourne Railway Company, and had been swept away by a flood, has been rebuilt with stone and iron and a large addition to the waterway, which the old bridge provided, has been made. The line from Geelong to West Geelong junction has been doubled, and the old railway' pier, which both from its position and constrnction was useless, has been replaced by a new 'pier, carried into deep water, and of substantial constrnction.

, The contract for the first portion of the extension of the Melbourne and Sandhurst railway to Echuca was let to Mr. John Higgins in May, 1863; and the three remaining • contracts for the line were let in the following August to ~lessrs. Collier, Barry, and Company The length of line from Sandhurst to·Echuca is 56 miles, and of this, 37 miles of permanent way are laid. The l~lle will be single throughout, and, with, the exception of that portion between Sandhnrst af!d Epsom, the works have been constructed for a single line only; it will be carried over the river Campaspe, at Rochester, by a temporary bddge; but with this exception, the whole of the works will be of the most substantial and durable character. By the use of this temporary bridge a great saving of time in opening the railway, and of expense in building the permanent bridge will be effected.

A contract for the excavation of Batman's Bill, and the formation of an embankment in'the swamp adjoining, was let to Messrs. Overend, Robb, and Oompany in November, 1863. The works have proceeded satisfactorily, and nearly one half the excavation is No. 46, a. 10

completed. On the site thus obtained it is proposed to place the goods station and sidings; and the plans provide for a branch line to the wharves on the banks of the river and to the 1l0bson's Bay railway.

I attach a list showing the number and a~ount of the contracts that have been entered .into in·the colojiyin cop.neCtion .with the Eilgineer-iri'-0hief's Department from May, 1860, to 31st December, 1863. Thfl contracts of Messrs Cornish and Bruce, and of Messrs. . Williams and Littl~ are noty~t clo~ed ; 'in th:~ case of the latter ~ontr~t 'all the measure­ ments have been ascertained, but legal difficulties among those interestedl iidhe contract have prevented any final settl.ement being arrived at. In the case of tl;1e contract of Messrs, Cormsli and Bruce, the whole of the 'final :bie~ri~e~ents have not yet been made; I have reason to hope, however, that they. will soon be completed.
