Ms Petra Chinyere Mulungushi University, Zambia [email protected] Doi:10.5901/mjss.2014.v5n25p73 Abstract This paper assesses the effectiveness of the Government of National Unity (GNU) in Zimbabwe in fostering peaceful co- existence among traditional rival political parties which were the parties to the agreement that established the unity government. It is mainly based on documentary research, referring to available information on the four year period that the GNU ruled the country, followed up by some views from fellow academics on the subject. The point of departure is the historical background to the formation of the GNU and the modalities surrounding its establishment, then the analysis of what really achieved. The paper argues that the GNU was an inevitable arrangement that was done as a transitional mechanism to rescue the country from total collapse after the 2008 electoral violence that the country had plunged into which could have degenerated into a civil war. The GNU managed to sustain the peace deal that they signed and to calm the political situation in the country to give a peaceful environment even after its lifespan among the parties that fought in 2008, but it brought to the fore the concealed, inherent divisions and intra-party fighting that the Movement for Democratic Change Tsvangirai faction (MDC-T) has been accused of previously. The paper concludes by arguing that the GNU deal was successful in achieving peaceful co-existence among warring factions along the political divide but it still failed to take into consideration the views of the masses since it was an elite contract. -

A report published by the International Crisis Group, in a section titled “The Shifting Political Landscape” (paragraph headed “Opposition Doldrums”), states: “The main opposition MDC-T remains fragmented. Its former secretary general, Tendai Biti, and treasurer general, Elton Mangoma, broke ranks with Tsvangirai to form MDC Renewal in August 2014. Mangoma split from that party in June 2015 to establish the Renewal Democrats of Zimbabwe. That September, MDC Renewal relaunched itself as the People’s Democratic Party.” (International Crisis Group (29 February 2016) Zimbabwe: Stranded in Stasis, p.10) An article from Africa Confidential, in a paragraph headed “'Mob-ocracy'”, states: “The PDP is led by Tendai Biti, former MDC Secretary General and respected Finance Minister in the coalition government with ZANU-PF before he broke away in 2014. Its Deputy Secretary General, Tongai Matutu, reacted angrily to the MDC-T's new attitude towards a coalition and called its protests a form of 'mob-ocracy'. The PDP has abandoned rallies after small turnouts but has been busy producing weekly policy briefs for journalists and the public via email. As such, it represents the vast majority of Zimbabwe citizens as well as the vast majority of opposition political parties, including leaders who put their lives on the line fighting for the ouster of the former tyrannical President Robert Mugabe. POLAD is committed to a national dialogue within the country, and active, positive re-engagement with the United States. That's why the delegation is so eager to meet with Congressman McCaul, a leading US policymaker, to share information on recent and important anti-corruption efforts in Zimbabwe, concerns about China's recent dominance of the African continent, and the impact of U.S. sanctions. Zlhr Lawyers Denied Access to Opposition Leaders and Civil Society Activists
12 MARCH 2007 INFORMATION ALERT ZLHR LAWYERS DENIED ACCESS TO OPPOSITION LEADERS AND CIVIL SOCIETY ACTIVISTS Zimbabwe Lawyers for Human Rights (ZLHR) outrightly condemns the flagrant disregard of fundamental rights, police brutality and other despicable conduct by law enforcement agents who have denied lawyers access to their clients since yesterday morning. The detainees include numerous leaders of opposition parties and civic society activists who were arrested on Sunday 11 March whilst attempting to attend the Save Zimbabwe Campaign prayer meeting which was to be held in Highfield at Zimbabwe Grounds. More than thirty people were arrested at around 1100hours on 11 March 2007 and taken to Harare Central police station. The detainees included Arthur Mutambara, St Mary’s MP Job Sikhala, Morgan Changamire, Frank Chamunorwa, Linos Mushonga, Godfrey Gumbo, and Clever Kafero (all office-bearers from the Mutambara-led MDC), together with Mike Davies (Chairperson of the Combined Harare Residents Association), Madock Chivasa (Spokesperson for the National Constitutional Assembly), and Gladys Hlatswayo (Information Officer for the Crisis Coalition). Morgan Tsvangirai was arrested together with other members of the Tsvangirai-led MDC, including MP Tendai Biti, MP Nelson Chamisa, Sekai Holland, and Grace Kwinjeh. ZLHR member, Harrison Nkomo attempted to gain access to Tsvangirai, but was denied entry into Machipisa police station where Tsvangirai was alleged to be held. Nkomo was beaten on the left shoulder with a baton stick before being forced to leave Machipisa police station and his client/s. Lawyers, including ZLHR Acting Director Irene Petras, Otto Saki, Andrew Makoni, Alec Muchadehama, Charles Kwaramba and Harrison Nkomo, who attempted to attend to clients at 1400hours at Harare Central police station, had initially been granted access to the detainees. -

By Leon Hartwell1 Synopsis This paper attempts to identify the key issues that made the Movement for Democratic Change led by the late Morgan Tsvangirai (MDC-T) a weak political party. Although the time period under discussion largely deals with the GNU years (2009-2013), the lessons are not only relevant to the MDC-T now led by Nelson Chamisa, but also to its countless splinter parties. Defending free expression and your right to know Media Monitoring Project Zimbabwe Monday June 27th – Sunday July 3rd 2011 Weekly Media Review 2011-26 State media steps up the propaganda war MMPZ has observed a sustained propaganda crusade, especially by the ZANU PF arm of government and the state media it controls, on various important developments in the country. In the week, this was evident in the public media’s coverage of the acquittal of MDC-T Energy Minister Elton Mangoma by High Court judge Chinembiri Bhunu on charges of illegally directing the purchase of fuel from a South African company; civil servants’ pay rises; and the ongoing debate on political violence and security sector reforms. These media presented these issues from an exclusively ZANU PF perspective, ignoring not only professional journalistic standards, but badly short-changing their audiences by failing to provide them with useful, impartial information they need to participate fully as citizens in a free society. And as this report was being compiled ZTV again provided a graphic illustration of its propagandist instincts with a gratuitous and unsubstantiated attack on the respected media interests organization, the Media Institute of Southern Africa (MISA). In its main evening news bulletin on Tuesday (5/7) its reporter described MISA’s elective annual general meeting as being “marred by serious vote buying and rigging…” without providing a shred of evidence to support this claim. MMPZ condemns this shamelessly unprofessional conduct. Mangoma acquitted, but police undermine justice THE government media rushed to exploit the acquittal of Energy Minister Elton Mangoma - whose prosecution raised fresh questions about the neutrality of the police and the Attorney-General’s Office – by claiming his acquittal illustrated the independence of Zimbabwe’s justice delivery system. -

Country Policy and Information Note Zimbabwe: Opposition to the government Version 3.0 April 2018 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the basis of claim section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis of COI; and (2) COI. These are explained in more detail below. Analysis Analysis involves an assessment of the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – describing these and their inter-relationships and providing an assessment on whether, in general: x A person is reasonably likely to face a real risk of persecution or serious harm; x A person is able to obtain protection from the state (or quasi state bodies); x A person is reasonably able to relocate within a country or territory; x Claims are likely to justify granting asylum, humanitarian protection or other form of leave; and x If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must, however, still consider all claims on an individual basis, taking into account each case’s specific facts. Country of origin information The country information in this note has been carefully selected in accordance with the general principles of COI research as set out in the Common EU [European Union] Guidelines for Processing Country of Origin Information (COI), dated April 2008, and the Austrian Centre for Country of Origin and Asylum Research and Documentation’s (ACCORD), Researching Country Origin Information – Training Manual, 2013.
