If the bonds were to be sold and the loans processed today, the in- terest rate would be around 10 percent. Although this rate is higher than that of federal student loans, and could con- ceivable go much higher, students will not have to worry whether of not they can continue their college education every time a federal budget is being bandied about. UConn's proposed program is a fine example of what a state, writhing under the strains of "new federalism," can do to guarantee a college education to those caught in the middle-class bind. Connecticut, being the first to approve such a program, is indeed setting an example for states in a similiar situation. Arthur Gillis, UConn's director of budget and finance, proudly adds that "it's the only state in the country that's doing something for higher education."
