According to a statement from Marikina City’s Public Information Office (PIO) on Wednesday, the Department of Environment and Natural Resources (DENR) found out that there were 25 lot parcels that are either partially or completely encroaching on the Marikina River. The dredging activity is one of the initiatives launched by the local government, DENR, and the Metropolitan Manila Development Authority (MMDA) in an effort to restore the old glory of Marikina River, and allow floodwaters to flow freely again along its stretch before waters go down to the Manggahan floodway. “Based on existing land records, the DENR found out that 25 lot parcels with a total area of 27 hectares (271,625 square meters) were reclaimed without necessary permits, either partially or completely encroaching into the Marikina River,” the Marikina PIO said.

The orientation is in accordance with the Memorandum of Agreement (MOA) which was signed by the DOJ and the FPI during the anti- smuggling summit. To beef up the government’s anti-smuggling campaign, FPI Chairman Jesus Lim Arranza shared that orientation was conducted to present the industry profile of the various Industry Associations of selected local manufactures to DOJ & NBI particularly on the: a) nature of the industry, b) collateral industry linkages and c) vital economic statistics relative to employment, imports, exports, and contribution to tax revenues. He added that the current problems of the various industries were likewise discussed covering the a) nature and scope of smuggling problem, b) modus operandi of the smugglers, c) damage effect of smuggling to the Industry, and d) remedies/recommendations. Chairman Arranza revealed that this is an important strategic Public Private Partnership (PPP) since the legal expertise of the DOJ prosecutors will be further complemented by the support of the local manufacturers who are hardest hit by smuggling. The various experiences of the different manufacturing sectors on the ground as well as data gathering will be shared by the latter particularly on the modus operandi of the unscrupulous importers. Moreover, the FPI will be assisting the DOJ & NBI in the building, prosecution, and monitoring of these cases under the direct control and supervision of the DOJ, Chairman Arranza added.

    CongressWatch Report No. 177 Report No. 177 31 July 2013 Leaders in the 16th Congress Prior to President Benigno Aquino III’s fourth State-of-the-Nation Address (SONA), both the House of Representatives and the Senate elected their respective leaders. Rep. Feliciano Belmonte Jr. (Quezon City, 4th district) was given a fresh mandate as speaker of the 292-member House of Representatives, while Senator Franklin Drilon took over as president of the Senate. Besides the recently-closed 15th Congress, Speaker Belmonte also led the House, although briefly, during the remainder of the 11th Congress, following the assumption of office of then President Gloria Arroyo in January 2001. Senate President Drilon, likewise, had his first shot at the Senate leadership in the 11th Congress due to a term-sharing agreement with Sen. Blas Ople, following the death of then Senate Pres- ident Marcelo Fernan. Drilon was supposed to serve for the last part of the 11th Congress, if not for his withdrawal from the administration coalition of then President Joseph Estrada, leading to his removal from the position in November 2000. The following month, the Senate, acting as an Impeachment Court, began the trial of President Estrada, with Belmonte as the lead prosecutor. Senate President Drilon and Speaker Belmonte are vice-chairmen of the ruling Liberal Party, where President Benigno Aquino III sits as its chairman. Under Belmonte’s leadership, the House man- aged to consistently pass the annual national budget on time. Drilon, on the other hand, being the chairman of the finance committee, complemented the budget deliberations in the House and defended it in the Senate.
