CongressWatch Report No. 176 Report No. 176 17 June 2013 The 16th Congress In the Senate The 16th Congress will open on 22 July, the same day that President Benigno Aquino III delivers his fourth State-of-the-Nation Address (SONA). The Senate will likely have a complete roster for the first time since the 12th Congress. It may be recalled that during the 2001 elections, 13 senators were elected, with the last placer serving the unfinished term of Sen. Teofisto Guingona who was then appointed as vice president. The chamber had a full roll of 24 senators for only a year, due to the appointment of Sen. Blas Ople as Foreign Affairs Secretary on 23 July 2002, and due to the passing of Sen. Renato Cayetano on 25 June 2003. The 11th, 13th, 14th, and 15th Congresses did not have full membership, primarily because a senator did not complete the six-year term due to being elected to another post.1 In the 2013 midterm elections last May, all of the six senators seeking re-election made it to the top 12, while two were members of the House of Representatives in the 15th Congress. The twelve senators-elect are: SENATOR PARTY PREVIOUS POSITION 1. ANGARA, Juan Edgardo M. LDP Representative (Aurora, lone) 2. “Our wildlife enforcers deserve a salute for their efforts to recover a national treasure – the blue-naped parrot that is endemic to Luzon and classified as ‘near threatened’ or may be considered threatened with extinction in the near future,” sabi ni Cimatu.

According to a statement from Marikina City’s Public Information Office (PIO) on Wednesday, the Department of Environment and Natural Resources (DENR) found out that there were 25 lot parcels that are either partially or completely encroaching on the Marikina River. The dredging activity is one of the initiatives launched by the local government, DENR, and the Metropolitan Manila Development Authority (MMDA) in an effort to restore the old glory of Marikina River, and allow floodwaters to flow freely again along its stretch before waters go down to the Manggahan floodway. “Based on existing land records, the DENR found out that 25 lot parcels with a total area of 27 hectares (271,625 square meters) were reclaimed without necessary permits, either partially or completely encroaching into the Marikina River,” the Marikina PIO said.

TAMBULI Weekly Newsletter The Official e-Newsletter of the Federation of Philippine Industries Volume 17 Issue No. 35 04 October 2013 _____________________________________________________________________________ FPI CONDUCTED INDUSTRY ORIENTATION TO DOJ & NBI The Federation of Philippine Industries (FPI) conducted an Industry Orientation to the Department of Justice (DOJ) and the National Bureau of Investigation (NBI) on September 27, 2013 at the Constellation, Diamond Hotel, Manila. The orientation is in accordance with the Memorandum of Agreement (MOA) which was signed by the DOJ and the FPI during the anti- smuggling summit. To beef up the government’s anti-smuggling campaign, FPI Chairman Jesus Lim Arranza shared that orientation was conducted to present the industry profile of the various Industry Associations of selected local manufactures to DOJ & NBI particularly on the: a) nature of the industry, b) collateral industry linkages and c) vital economic statistics relative to employment, imports, exports, and contribution to tax revenues. He added that the current problems of the various industries were likewise discussed covering the a) nature and scope of smuggling problem, b) modus operandi of the smugglers, c) damage effect of smuggling to the Industry, and d) remedies/recommendations. Chairman Arranza revealed that this is an important strategic Public Private Partnership (PPP) since the legal expertise of the DOJ prosecutors will be further complemented by the support of the local manufacturers who are hardest hit by smuggling. The various experiences of the different manufacturing sectors on the ground as well as data gathering will be shared by the latter particularly on the modus operandi of the unscrupulous importers. Moreover, the FPI will be assisting the DOJ & NBI in the building, prosecution, and monitoring of these cases under the direct control and supervision of the DOJ, Chairman Arranza added.
