Tiyak na ang mga basura ay itinapon ng mga in- formal settlers o iskuwater na nakatira sa baybayin ng Manila Bay. Gating din ang mga ito sa mga nakatira sa gilid ng estero at Pasig River. Ang mga itinapon sa cstcro, sapa at ilog ay aanurin sa Manila Bay. Lahat nang basura, tatapon sa lawa. Kaya ang pinaka-epektibong solusyon para masiguro na walang aanurin na basura sa Manila Bay, i-relocate ang mga iskuwater.
