SALEEM PROGRAM ON EXPORTS TO SAUDI ARABIA

Dear Sirs,

We are pleased to share with you our proposal for facilitating the certification for SALEEM for your shipments exported to Kingdom of Saudi Arabia on the SABER system

The proposal details on the synopsis of the program, process flow, documentary requirements and tariff applicable thereof.

SYNOPSIS

SGS is the world’s leading inspection, verification, testing and certification company. We are recognized as the global benchmark for quality and integrity. With more than 95,000 employees, we operate a network of more than 2,400 offices and laboratories around the world.

In line with implementation of Saudi Product Safety Program (SALEEM) by Ministry of Investment, through the Saudi Standards, Metrology and Quality Organization (SASO); SGS is appointed as a certifying body for the widest geographic scope globally for certification of cargo destined to Saudi Arabia under the SALEEM program.

SGS has the widest approved product scope for SALEEM program across all the Region.

The program is designed on an integral system of product technical regulations, rules & criteria for ensuring safety of products in Saudi market.

Saleem program shall be executed on an integrated online platform "SABER" to facilitate the certification & validation process through SGS (CB).

All exports to Saudi Arabia will be subjected to the SALEEM Certification Program implemented by SASO. Importers are required to be registered on the SABER system and Certificate of Conformity for all regulated products need to be issued. A Certificate of Conformity & Shipment certificate as per the new SALEEM program for each invoiced consignment is mandatory for clearance at KSA ports & borders.

PROCESS FLOW

IMPORTER REGISTRATION ON SABER SYSTEM 1 Adding of Name & Credentials.

ONE-TIME PROCESS

PRODUCTS POPULATION IN SABER

Applicant needs to register every product intended to be imported in KSA.

2 Registration is to be itemized by product model. Prerequisite information per model to be recorded: HS code, product name, model, Trademark, Country of Origin & manufacturer details etc.

Products population / data entry in SABER can be outsourced to SGS.

ONE -TIME PROCESS

CoC REQUEST & ISSUANCE

Regulated products (ie, products covered by a Saudi Technical Regulation) will be subjected to Certificate of Conformity, which is valid for 12 months. 3 Applicant to select SGS, as Certification Body for CoC on Regulated Products.

SGS (CB) to facilitate Conformity Assessment & Certificate issuance. Depending on the Certification Scheme defined in the Technical Regulation, a Factory Audit and/or additional testing might need to be required.

Payment of SASO & SGS fee.

ANNUAL PROCESS

SHIPMENT CERTIFICATE

Shipment Certificate is required for both Regulated & Non-regulated products.

4 Applicant to submit shipment invoice & request for certificate in SABER. Shipment Certificate can be facilitated by SGS on SABER system.

Payment of SASO & SGS Fees.

For Non-regulated products SGS can facilitate “Technical Study” to demonstrate product compliance with Saudi Standards and facilitate entrance in local market.

Applicant will add under his profile in SABER an SGS contact, (supplied by SGS upon agreement) iii. SGS will proceed to product population in SABER iv. When finalized, applicant will be able to cancel SGS contact within its profile

3. ISSUANCE OF CERTIFICATE OF CONFORMITY 1. Product model test reports & quality documents for regulated products 2. If the products are registered on IECEE or G Mark or Saudi Quality Mark (SQM), corresponding certificate copies are required

SGS FACILITATION SERVICE FOR OBTAINING NATIONAL CONFORMITY CERTIFICATE (CoPC) UNDER THE SASO TECHNICAL REGULATION ON IECEE CB-SCHEME

Understanding the rules and procedures for the SASO technical regulation for the use of the IECEE CB Scheme can be a daunting task to entities wanting to distribute their electrotechnical goods in Saudi Arabia. SGS is ready to assist any supplier of electrotechnical products for the compliance/requirements of their goods into the Saudi Arabian market. SGS offers facilitation services to exporters, starting from defining the requirements for your products, compilation of the documentations to be required in the submission to any CB Scheme member and lab (not only to SGS but to other CB Scheme members too!) and the monitoring and tracking of tests, until the issuance of the CBTR and CBTC. SGS also may assist in the coordination of activities, including but not limited to: (1) acting as liaison/intermediary between applicant and the CB member regarding the tests/re-tests, requirements for information, etc., and/or (2) assisting the applicant in filing the formal application to SASO through the SASO- established IECEE portal. NOTE: SGS shall not involve itself in any corrective action/s to be taken by the applicant, in case failures are noted in the product testing and evaluation.

• Laboratory testing • Documentary verification Exporter submits to SGS the following documents: • Request for Certification and Declaration of Conformity • Commercial Invoice • Documents : Ingredient list with concentrations, Certificate of Analysis {batch-wise}, product labels/artworks ,Certificate of Origin ,Health Certificate, Hygiene certificate • SFDA Registration Certificate DOCUMENTATION • Test reports for SFDA approved parameters should be from ISO 17025 accredited labs only • Company’s Quality Management System documents (ISO 9001,ISO 22000, GMP, HACCP, any FSMS certification or likewise). • Halal Certificate from SFDA approved bodies (if applicable). • Slaughter Certificate from SFDA approved bodies (if applicable). • It involves pre-shipment inspection ,sampling and testing of products. Physical inspection is carried out to verify the labelling/marking, storage,shelf life,physical condition of the CERTIFICATION PROCESS product and container ,etc • Testing to be as per SFDA/SASO requirements from ISO 17025 accredited lab

• Container loading and sealing will be applicable on mandatory basis on all consignments . • A CoC is required for customs clearance for each shipment. Based on the documents, SGS will: • Verify the conformity of the goods to the updated SFDA/SASO standards/technical regulations and requirements. • Perform physical inspection on the products. • Perform physical inspection of the Container/transportation medium of the goods in terms of physical condition and hygiene. • Along with physical inspection sample collection is carried out from each container/transportation medium of shipment. The sampling process will follow specific product standards/SFDA requirements . Samples are marked with SGS reference/sample sticker (the sticker serial number will be considered as the ‘reference number’) and transferred to sterile single-use bags. • Sampling for testing will be done based on the risk of the product category.For high risk products batch wise testing will be mandatory for all the consignments. • Seal the carton from which samples are removed using SGS Tape. • Fill in the ‘sampling receipt’ form which includes full details of VERIFICATION PROCESS sample collected, seal number etc. • Every batch details included in the consignment is to be captured along with the production expiry and updated in IR • Attaching copy of sampling receipt to Inspection report. • Attaching copy of the sample-receipt with the collected sample which serves as reference document for the testing laboratory. • Handover samples to client for testing. Testing is to be carried out at a 17025-accredited laboratory • On availability of passing test results, SGS inspector supervises container loading and ensure only batches examined and captured during initial inspection is loaded and seals the container. • Issuance of CoC (Certificate of Conformity). CoC shall include • Full reference and traceability to samples drawn (sample reference number) for testing • Seal numbers (each container). • Issue NNR (Non-Negotiable Report) if the test reports are found failing. • Provide SFDA with Daily reports A Certificate of Conformity (CoC) is issued to evidence the CERTIFICATE compliance of the shipment. All food products should have marking/labelling requirements as per updated requirements of GSO 9. LABELLING REQUIREMENTS Detailed marking requirements as per product category should be available on specific food products.

Applicable standards:  GSO approved standards.  Selection of the correct standards according to each product’s design and features is an essential step of the conformity assessment procedure to be followed by manufacturers and subject to a Notified Body’s review and approval.  Technical Regulations on Toys and LVE mostly GSO Standards are adopted by endorsement of international or STANDARDS national standards such as ISO, IEC, EN, BS etc.  In case of absence of GSO standards, IEC Standards will be applied for LVD as per Article 15 of the LVD regulations.  Gulf Standards are adopted by endorsement for the latest version of the international/national standard. Issuance of a Technical Inspection report (TIR)

The TIR is issued by an approved Certification/Inspection Body (CIB) like SGS on the basis of valid TER or successful type testing or test report evaluation.

- TIR is a mandatory document to obtain the “Certificate of Conformity” or the “Clearance approval” any of which is a pre-condition for final customs clearance. Purpose of Attestation - Provides the Kuwaiti authorities with a basis for conducting post-entry & market Surveillance to ensure product conformity to applicable standards and technical regulations

Regulated products In the attached list Certification and Inspection Bodies approved by PAI Authorized companies SGS is approved by PAI One methods are proposed to the exporters to demonstrate the compliance of their products and obtain a Certificate of Conformity (CoC) If the reports from the verification activities such as testing or Assessment methods inspection show discrepancies versus the verification criteria, exporters will be informed accordingly and given sufficient time to make the necessary corrections; if those are not or cannot be made a “Non Conformity Report” (NCR) will be issued. Certificate of Conformity (CoC) is the document issued to evidence the compliance of the shipment to the relevant Forms of attestation approved standards.This document is required for Customs clearance. Selection of certification body Exporter’s Choice Minimum order value None Fees are payable by the exporter and they are net of any tax that may be applicable and are payable upon reception of the Request of Certification (RFC). Fees are due regardless of whether after assessment of the Fees goods of the exporter or importer does not provide the information or document necessary for the final issuance of the CoC, or for any other reasons does proceed to the shipment of the goods. 2. 3.2.2 Energy Efficiency To clear air conditioners shipments to Qatar, importer shall lodge the below documents to QGOSM the following documents ten days at least before the shipment: ➢ Application from for each model. ➢ IECEE CB certificate from IECEE CB scheme CBTL. ➢ Manufacturer declaration of conformity to QS SASO 2663 and correctness of the information. ➢ Copy of Commercial Registry and entity record. ➢ Test report from ISO 17025 accredited laboratory according to QS SASO 2663 standard. At the port, the agent or the clearance agent shall provide: ➢ Declaration of conformity according to QS 2663. ➢ Certificate of Origin. ➢ Invoice ➢ Packing list ➢ Clearance permission issued by QGOSM after their review.

In addition to Air Conditioners, QGOSM has notified WTO about regulating the following produicts under Energy Efficiency Standards: ➢ Washing Machines ➢ Refrigerators and freezers ➢ Water Heaters. The above 3 products are not yet finally regulated under the EER. However, you may contact SGS for further details.
