PP 2020/0094(2) STANDING COMMITTEE OF TYNWALD ON PUBLIC ACCOUNTS EMERGENCY SCRUTINY FIRST REPORT FOR THE SESSION 2019-20 RETURNING RESIDENTS Volume 2 of 2 STANDING COMMITTEE OF TYNWALD ON PUBLIC ACCOUNTS EMERGENCY SCRUTINY FIRST REPORT FOR THE SESSION 2019-20 RETURNING RESIDENTS 3.1 There shall be a Standing Committee of the Court on Public Accounts. 3.2 Subject to paragraph 3.6, the Committee shall have – (a) a Chairman elected by Tynwald, (b) a Vice-Chairman elected by Tynwald, (c) four other Members, who shall be Chairman of each of the Policy Review Committees (ex officio) and the Chairman of the Committee on Constitutional and Legal Affairs and Justice; and a quorum of three. 3.3 Members of Tynwald shall not be eligible for membership of the Committee, if, for the time being, they hold any of the following offices: President of Tynwald, member of the Council of Ministers, member of the Treasury Department referred to in section 1(2)(b) of the Government Departments Act 1987. 3.4 The Committee shall – (a) (i) consider any papers on public expenditure and estimates presented to Tynwald as may seem fit to the Committee; (ii) examine the form of any papers on public expenditure and estimates presented to Tynwald as may seem fit to the Committee; (iii) consider any financial matter relating to a Government Department or statutory body as may seem fit to the Committee; (iv) consider such matters as the Committee may think fit in order to scrutinise the efficiency and effectiveness of the implementation of Government policy; and (v) lay an Annual Report before Tynwald at each October sitting and any other reports as the Committee may think fit. -

It was agreed that the Board would respond in the following terms, that it was unbalanced in that the Government had too many get out from disclosure clauses whereas the Local Authorities did not; that the Chief Minister could issue a Certificate authorising the withholding of information, which completely defeats the purposes of this proposal given that no Chief Minister is going to allow information to be released that could be of embarrassment to him or the Government.; that the fee scales have not been determined, which could be central to the ability of an individual to apply for information and for Local Authorities to budget for. GD 2020/0058 2020/21 1 Programme for Government October 2020 – July 2021 Introduction The Council of Ministers is pleased to bring its revised Programme for Government to Tynwald. The Programme for Government was agreed in Tynwald in January 2017, stating our strategic objectives for the term of our administration and the outcomes we hoped to achieve through it. As we enter the final year of this parliament, the world finds itself in the grip of the COVID-19 pandemic. This and other external factors, such as the prospect of a trade agreement between the UK and the EU, will undoubtedly continue to influence the work of Government in the coming months and years. What the Isle of Man has achieved over the past six months, in the face of COVID-19, has been truly remarkable, especially when compared to our nearest neighbours. The collective response of the people of our Island speaks volumes of the strength of our community and has served to remind us of the qualities that make our Island so special. At the beginning of the pandemic the Council of Ministers suspended the Programme for Government, and any work within it, to bring to bear the complete resources of the public service in the fight against coronavirus as we worked to keep our island and its people safe. Through the pandemic we have seen behaviour changes in society and in Government, and unprecedented times seem to have brought unprecedented ways of working. It is important for the future that we learn from the experiences of COVID and carry forward the positive elements of both what was achieved, and how Government worked together to achieve it. -

We both gave a commitment during the election to stay in touch, part of that commitment revolved around hard copy newsletters as we are aware that not everyone has access to websites, Facebook and Twitter. Programme for Government One of the most important tasks for any new administration is to put together a Programme for Government for the next five years. In the past this has been a lengthy process, sometimes taking up to 18 months. After the election in September and our appointments to the Council of Ministers, the Chief Minister was determined we echo his sentiments by putting together a programme as quickly as possible but as inclusively as possible. Consultation with all MHKs started almost immediately and there were invitations for participation in the preparation for the programme to interested external parties including businesses. As a result a 100 days after the election the Programme for Government 2016 – 2021 was approved unanimously by Tynwald. The programme is available on this link www.gov.im/media/1354840/ programme-for-government.pdf and it is not our intention to go into great detail in this newsletter but there are three strategic objectives which are overarching aims of the Council of Ministers in the long term and approved by all members. -

Education Pack Women’s Suffrage in the Isle of Man Contact Details: [email protected] 01624 685520 1 Introduction from the President of Tynwald It is still not widely known that the Isle of Man was the first place in the world where women could vote in a national election. In 2018 the United Kingdom is celebrating the 100th anniversary of women’s suffrage, when women householders, leaseholders, and graduates over the age of 30 were given the right to vote in elections to the House of Commons. By 1918, women householders in the Isle of Man had been able to vote in elections to the House of Keys for 37 years, and women leaseholders had been able to for 26 years. A year later, in 1919, all women resident in the Isle of Man would be given both the vote and the right to stand for election, regardless of their property status. Unlike in the United Kingdom, there was no mass campaigning of the sort organised by the suffragettes. Instead, it appears to have been largely the work and initiative of individuals such as Richard Sherwood MHK, who worked to secure votes for women in the 19th century, and William Crennell MHK, whose efforts achieved universal adult suffrage in the early 20th century. These men were, however, undoubtedly supported in their mission by women and other allies, The Hon Steve Rodan BSc (Hons) whose names and deeds have sadly not been recorded. Cronk Keeill Abban (Old Tynwald Site)
Access Guide to Cronk Keeill Abban (Old Tynwald Site) Manx National Heritage has the guardianship of many ancient monuments in the landscape. A number of these sites are publicly accessible. Please note in most circumstances the land is not in the ownership of Manx National Heritage and visits are made at your own risk. We recognise that visiting the Island’s ancient monuments in the countryside can present difficulties for people with disabilities. We have prepared an access guide for visiting Cronk Keeill Abban (Old Tynwald Site) to help you plan your visit. This access guide does not contain personal opinions as to suitability for those with access needs, but aims to accurately describe the environment at the site. Introduction Cronk Keeill Abban in Braddan is the site of an Early Christian Keeill and was a former Viking assembly site. It is one of four historically recorded assembly sites in the Isle of Man – the others being Tynwald Hill, Castle Rushen and another in Kirk Michael. The earliest written reference to this being a Tynwald site dates from 1429. At this Tynwald sitting the record states that ‘trial by combat’ was abolished. The word Tynwald comes from the Norse thingvollr, meaning place of the parliament or assembly field. The annual meeting held at Tynwald Hill in St John’s would have been the “all-Island” meeting – smaller local groups would have met elsewhere throughout the year. The exact location of the assembly site is not clear, and the present circular dry stone enclosure was constructed in 1929 to commemorate its existence. -

The Cabinet Office Consultation Summary & Department Responses Reform of the Planning System - Proposed Amendments to Increased Permitted Development Date: June 2020 1 We Asked - The Town & Country Planning Act (1999) sets out a definition of ‘development’. Things that fall within this definition must have planning approval before they can be carried out. Planning approval can be via individual planning applications or can be a ‘blanket’ approval by secondary legislation (aka Permitted Development or PD). The mechanism for the latter is a Development Order produced by the Cabinet Office and approved by Tynwald. The determination of a planning application must take into account all relevant material considerations and must not take into account anything which is not a material consideration. Development Orders may be appropriate where proposals are unlikely to be contentious or where relevant the material considerations are unlikely to benefit from case-by-case consideration. Where a proposal is contentious due to non-material issues, there is unlikely to be any benefit of case-by-case consideration by way of a planning application as the process cannot legally take into account the non-material issues which make it controversial. Amendments were proposed to the existing Permitted Development and the principles were the subject of a public consultation as part of the ongoing joint project between the Cabinet Office and the Department of Environment, Food and Agriculture to reform the planning system. However, for the avoidance of doubt, references within this document to the Department refer to the Cabinet Office. The consultation asked for views about a number of proposed amendments to existing Permitted Development rights. -
