The country leverages its small market where it can – such as by adopting or harmonising with EU directives and policies. To counter its relative isolation, Finland strengthened its position by becoming part of the larger Nordic electricity market and enhancing energy linkages. At the core, however, the country ensures energy security by relying on transparency and sound market signals to investors and customers, as well as by making good use of domestic sources of biomass and nuclear. As Finland continues to refine and enhance its energy policy, there are some FINLAND areas that warrant special attention. As nearly all fossil fuels are imported and all natural gas comes through a single interconnection, the government should continue to explore ways to diversify import sources and routes. The new nuclear power plant currently being built – the first in a liberalised market – will help safeguard energy security, though the construction delays necessitate continued monitoring. Subsidies for peat, a fuel in abundance in Finland, should be reconsidered, as they are unlikely to enhance energy security. On the other hand, the government should continue to explore ways to expand new renewables, building on the current stock of biomass and hydro. 2007 Review This book takes an in-depth look at Finland’s energy policy today and, through comparisons with good examples in other IEA countries, provides critiques and recommendations for improvements to guide the country towards a sustainable energy future. It carries out a comprehensive programme of energy co-operation among twenty-seven of the OECD thirty member countries. The basic aims of the IEA are: n To maintain and improve systems for coping with oil supply disruptions. n To promote rational energy policies in a global context through co-operative relations with non-member countries, industry and inter national organisations. n To operate a permanent information system on the international oil market. n To improve the world’s energy supply and demand structure by developing alternative energy sources and increasing the efficiency of energy use. n To promote international collaboration on energy technology. n To assist in the integration of environmental and energy policies. The IEA member countries are: Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Japan, Republic of Korea, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Slovak Republic, Spain, Sweden, Switzerland, Turkey, United Kingdom and United States. Poland is expected to become a member in 2008. The European Commission also participates in the work of the IEA. ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT The OECD is a unique forum where the governments of thirty democracies work together to address the economic, social and environmental challenges of globalisation. In 1998 EEA published Guidelines for the implementation of the EUROWATERNET monitoring network for inland waters. In every Member Country a monitoring network should be designed according to these Guidelines and put into operation. Together these national networks will form the EUROWATERNET monitoring network that will provide information on the quantity and quality of European inland waters. In the future they will be developed to meet the requirements of the EU Water Framework Directive. This publication presents the Finnish EUROWATERNET monitoring network put into operation from the first of January, 2000. It includes a total of 195 river sites, 253 lake sites and 74 hydrological baseline sites. Groundwater monitoring network will be developed later. In addition, information about Finnish water resources and current monitoring strategies is given.     FINLAND 242 FINLAND FINLAND 1. GENERAL INFORMATION 1.1. General Overview Finland (in Finnish Suomi) is a republic in northern Europe, bounded on the north by Norway, on the east by Russia, on the south by the Gulf of Finland and Estonia, on the south-west by the Baltic Sea and on the west by the Gulf of Bothnia and Sweden. Nearly one third of the country lies north of 2 2 the Arctic Circle. The area of Finland, including 31 557 km of inland water, totals 338 000 km . The terrain is generally level, hilly areas are more prominent in the north and mountains are found only in the extreme north-west. The average July temperature in the capital Helsinki on the southern coast is 17 °C. The February average in Helsinki is about -5.7 °C. The corresponding figures at Sodankylä (Lapland) in the northern Finland are 14.1 °C and -13.6 °C. Precipitation (snow and rain) averages about 460 mm in the north and 710 mm in the south. Snow covers the ground for four to five months a year in the south, and about seven months in the north. Finland has a population of 5.16 million (1998) and average population density of 17 per km2 of land. Historical population data is shown in Table 1. The predicted annual population growth rate between the years 1998 and 2010 is 0.21 %. More than two thirds of the population reside in the southern third of the country. In Finland the total primary energy consumption1 per capita was about 60 % higher than the European Union average (according to 1996 statistics) and about 35 % higher than the OECD average.

The load factors of nuclear power plants have been high, radioactive emissions low and the price of nuclear electricity competitive. In addition, detailed plans exist for the final disposal of nuclear waste as well as for the financing of final disposal, and the implementation of final disposal has already been started with the authorities regulating nuclear waste management arrangements at all levels. Deregulation of the electricity market has meant increasing trade and co-operation, with both the other Nordic countries and the other EU Member States. In May 2002, the Finnish Parliament approved the application for a decision in principle on the construction of the fifth nuclear power plant unit in Finland. In December 2003, Teollisuuden Voima Oy concluded an agreement for the supply of the new nuclear power plant unit with a consortium formed by the French- German Framatome ANP and the German Siemens. The new unit, which will be built at Olkiluoto, is a pressurised water reactor having a net electrical output of about 1600 MW. The total value of the project is ca. 3 billion Euros, including investments connected with the development of infrastructure and waste management. The objective is to connect the new unit to the national grid in 2009. When in operation, the unit will increase the share of nuclear energy of Finnish electricity consumption, currently some 26%, to a little more than one third, and decrease Finnish carbon dioxide emissions by more than 10%.

Dawson, Connecticut College Abstract This article focuses on the growing prospects for a nuclear power renaissance in Europe. While accepting the conventional wisdom that the incipient renaissance is being driven by climate change and energy security concerns, we argue that it would not be possible without the pioneering work of Sweden and Finland in providing a technological and sociopolitical solution to the industry’s longstanding “Achilles’ heel”: the safe, permanent, and locally acceptable disposal of high-level radioactive waste. In this article, we track the long decline and sudden resurgence of nuclear power in Europe, examining the correlation between the fortunes of the industry and the emergence of the Swedish model for addressing the nuclear waste problem. Through an in-depth exploration of the evolution of the siting model initiated in Sweden and adopted and successfully implemented in Finland, we emphasize the importance of transparency, trust, volunteerism, and “nuclear oases”: locations already host to substantial nuclear facilities. Climate change and concerns about energy independence and security have all opened the door for a revival of nuclear power in Europe and elsewhere, but we argue that without the solution to the nuclear waste quandary pioneered by Sweden and Finland, the industry would still be waiting for the nuclear renaissance.     16.1.2019 Suomen hallintorakenteeseen ja maakuntauudistukseen liittyviä termejä sekä maakuntien ja kuntien nimet fi-sv-en-(ru) Tiedosto sisältää ensin Suomen hallintorakenteeseen ja hallinnon tasoihin liittyviä termejä suomeksi, ruotsiksi ja englanniksi. Myöhemmin tiedostossa on termejä (fi-sv-en), jotka koskevat suunniteltua maakuntauudistusta. Lopuksi luetellaan maakuntien nimet neljällä kielellä (fi-sv-en-ru) ja kuntien nimet suomen-, ruotsin- ja englanninkielisiä tekstejä varten. Vastineet on pohdittu valtioneuvoston kanslian käännös- ja kielitoimialan ruotsin ja englannin kielityöryhmissä ja niitä suositetaan käytettäväksi kaikissa valtionhallinnon teksteissä. Termisuosituksiin voidaan tarvittaessa tehdä muutoksia tai täydennyksiä. Termivalintoja koskeva palaute on tervetullutta osoitteeseen termineuvonta(a)vnk.fi.
