Beijing, Hanoi Agree to Establish Naval Hotline to Resolve Emergencies in South China Sea by Morgan Artvukhina While the two nations have a history of sometimes-violent border disputes, China and Vietnam have emphasized the increasing importance of political and economic cooperation since normalizing relations in 1991. Nonetheless, Washington has tried to pry Vietnam and other Southeast Asian nations away from working with China. Chinese and Vietnamese naval leaders have agreed to set up a naval hotline as part of a larger effort to defuse tensions in the South China Sea. This comes after their respective heads of state recently agreed to improve diplomatic and trade relations, too. Rear Admiral Tran Thanh Nghiem, Commander of the Vietnam People’s Navy, held an online talk with Admiral Shen Jinlong, Commander of the People's Liberation Army Navy last week to discuss military relations between the two socialist nations, which are sometimes fraught with dispute and confrontation over competing claims to parts of the South China Sea. According to the Vietnamese defense ministry’s official People’s Army Newspaper, “the two sides agreed to enhance the sharing of information related to situations at sea and issues of mutual concern, study the possibility of setting up a hotline to connect the two navies, and maintain the joint patrol mechanism in the Gulf of Tonkin.” The People’s Army Newspaper further notes that Nghiem hailed previous efforts at improving bilateral defense cooperation and the regular meetings between naval leaders, organization of patrols, and joint drills at sea. -

TIMELINE: Congressional Oversight in the Face of Executive Branch and Media Suppression: The Case Study of Crossfire Hurricane 2009 FBI opens a counterintelligence investigation of the individual who would become Christopher Steele’s primary sub-source because of his ties to Russian intelligence officers.1 June 2009: FBI New York Field Office (NYFO) interviews Carter Page, who “immediately advised [them] that due to his work and overseas experiences, he has been questioned by and provides information to representatives of [another U.S. government agency] on an ongoing basis.”2 2011 February 2011: CBS News investigative journalist Sharyl Attkisson begins reporting on “Operation Fast and Furious.” Later in the year, Attkisson notices “anomalies” with several of her work and personal electronic devices that persist into 2012.3 2012 September 11, 2012: Attack on U.S. installations in Benghazi, Libya.4 2013 March 2013: The existence of former Secretary of State Hillary Clinton’s private email server becomes publicly known.5 May 2013: o News reports reveal Obama’s Justice Department investigating leaks of classified information and targeting reporters, including secretly seizing “two months of phone records for reporters and editors of The Associated Press,”6 labeling Fox News reporter James Rosen as a “co-conspirator,” and obtaining a search warrant for Rosen’s personal emails.7 May 10, 2013: Reports reveal that the Internal Revenue Service (IRS) targeted and unfairly scrutinized conservative organizations seeking tax-exempt status.8 -

6/5/17 JEH CHARLES JOHNSON Jeh Johnson’s career has been a mixture of public service and private corporate law practice; he has served in three presidentially appointed Senate-confirmed positions. Johnson was Secretary of Homeland Security from December 2013 to January 2017. Johnson is now a partner with the law firm of Paul, Weiss, Rifkind, Wharton & Garrison, LLP, resident in the firm's New York and Washington, DC offices. He has been affiliated with Paul, Weiss on and off since 1984, and first became a partner in the firm in 1994. Johnson is also currently on the board of directors of Pacific Gas & Electric Corporation. As Secretary of Homeland Security, Johnson was the head of the third largest cabinet department of the U.S. government, consisting of 230,000 personnel and 22 components, including TSA, Customs and Border Protection, Immigration and Customs Services, U.S Citizenship and Immigration Services, the Coast Guard, the Secret Service, and FEMA. Johnson's responsibilities as Secretary included counterterrorism, cybersecurity, aviation security, border security, port security, maritime security, protection of our national leaders, the detection of chemical, biological and nuclear threats to the homeland, and response to natural disasters. In three years as Secretary of DHS, Johnson is credited with management reform of the Department which brought about a more centralized approach to decision-making in the areas of budgets, acquisition and overall policy. Johnson also raised employee morale across the Department. Prior to becoming Secretary of Homeland Security, Johnson was General Counsel of the Department of Defense (2009-2012).
