DEPUTY SPEAKER, ARUNACHAL LEGISLATIVE ASSEMBLY Written by Shruti Shekhar 3rd Year, BBA LLB (Hons.), Symbiosis Law School, Pune The judgment given on the 13th July,2016 by the five judge constitution bench comprising of Justices J.S. Khehar, Dipak Misra, Madan B. Lokur, P.C. Ghose and N.V. Ramana. This is said to be one of the landmark judgments in the history of democratic India. It was one of the biggest blows to the BJP government when Supreme Court gave the judgment of restoring back Congress-led Nabam Tuki government in the state of Arunachal Pradesh. The five-judge constitution bench was passing orders after examination of constitutional schemes on the scope of discretionary powers of the Governor. The bench was essentially looking into constitutionality of State Governor J.P. Rajkhowa’s move to advance the Arunachal Assembly session, which eventually triggered a political crisis leading to the Congress-led Nabam Tuki government and proclamation of President’s rule in the State on January 26, 2016. Nabam Rebia is a politician from the Indian National Congress (INC) and a former member of the parliament representing Arunachal Pradesh in the Upper House of the Indian Parliament. Bamang Felix is an Indian politician from the state of Arunachal Pradesh. Felix was elected unopposed from the Nyapin seat in the 2014 Arunachal Pradesh Legislative Assembly election, standing as a People's Party of Arunachal candidate.     Vol. XVI No.1, 2019 Social Change and Development BJP and Coalition Politics: Strategic Alliances in the States of Northeast Shubhrajeet Konwer* Abstract The BJP has dramatically increased its footprint across the states of Northeast India and has emerged as the ‘fulcrum party’ in Northeast India. Despite numerous contradictions in goals and values between the BJP and regional parties in Northeast India, it has formed ‘strategic alliances’ in order to achieve its goal of a ‘Congress mukt Bharat’ (CMB). The regional parties too have flocked to the BJP because of the ‘linear relationship model’ that determines centre-state relations, i.e. regional parties tend to align with that party which controls the purse at the centre. Anti-incumbency factor, the emergence of NEDA, assembly floor management, ‘paratroopers’ to the BJP, the growth of the RSS, the role of party strategists, and the co-option of regional leaders to the BJP have strengthened BJPs presence in Northeast India. This paper highlights the reasons for the growth of the BJP and its relations with regional parties in Northeast India and points out the contradiction and challenges that will shape this complex relationship. 1. Introduction The electoral success of the BJP in the sixteenth Lok Sabha elections (2014) can be attributed to a number of factors. While the ‘Modi factor’ may have been a trump card, the victory of the BJP ‘could be attributed to its ability to appeal to voters who had not been well mobilised previously, and in places where the party had been weaker in earlier elections’.1 In states like Assam, it witnessed unprecedented electoral success.

All my life I have faced adversity and endured wrenching sorrow; on many an occasion I have triumphed over my tribulations, too. My destiny had harsh misfortunes written in it from birth itself. For most people, the love and care of parents is a given as is the learning and wisdom imbibed from them. But the death of my mother, when I was 13-months-old, deprived me of her sheltering love. I came into this world alone and I will leave this world alone. I believe that every individual comes out of his mother’s womb without anything, and departs the same way. If every individual could truly understand that, there would never be any strife in the name of religion, caste, distinctions of high and low, rich and poor, nor any battles over wealth, land, property, power and prestige. 3. When a human is born, he does not bring with him a name, caste, religion, community, language, region, wealth, property. But today’s human is increasingly losing sight of this reality. He is ever prepared to kill or be killed for these things. In the process he forgets the eternal truth that he is merely a soul. I have always looked at life as a mirror reflecting truth. 4.
