At the same time Don Gaspar de Portola, leader of Mexico’s military expedition, claimed Alta California (the present State of California), for Spain. The mission, ultimately a part of a chain of twenty-one historic California Spanish missions stretching from San Diego to Sonoma, assumed primary importance. Spain decreed Monterey as the capital of California and established a presidio, or military outpost, for protection against encroachment from other national powers. San Carlos Borromeo Mission, like the other missions, was a religious center established for the conversion and education of Native Americans. Friction between the mission and the presidio, generated by Serra’s dispute over military treatment of the indigenous people, resulted in Father Serra’s relocation of the mission to a site near Carmel Bay on August 24, 1771. There the Mission of San Carlos de Carmelo became the headquarters for the rest of his California missionary work. Pope John Paul II beatified Father Serra in 1988. He is buried in the floor of the sanctuary of Carmel Mission Basilica. The Holy See erected the Diocese of Both Californias on April 27, 1840, and named Francisco Garcia Diego y Moreno as bishop. In 1849 the Diocese of Both Californias was renamed the Diocese of Monterey and Joseph Alemany was named bishop. Later Baja California was separated from Monterey and the original Diocese of Monterey was divided with a new province established in San Francisco. More changes followed as California grew. The Diocese of Monterey-Los Angeles was divided with the creation of the Diocese of Monterey-Fresno in 1924. Finally the current Diocese of Monterey was created in 1967 and encompasses four Central Coast counties of Monterey, Santa Cruz, San Benito, and San Luis Obispo. Bishop Richard Garcia, the fourth bishop of the Diocese of Monterey, leads the Mission San Carlos Borromeo circa 1870. It is a season for reflection and taking stock. Lent originated in the very earliest days of the Church as a preparatory time for Easter, when the faithful rededicated themselves and when converts were instructed in the faith and prepared for baptism. By observing the forty days of Lent, the individual Christian imitates Jesus’ withdrawal into the wilderness for forty days. All churches that have a continuous history extending before AD 1500 observe Lent. The ancient church that wrote, collected, canonized, and propagated the New Testament also observed Lent, believing it to be a commandment from the apostles. “Remember that you are dust, and Christians throughout history have found prayer, fasting, and almsgiving to be to dust you shall the building blocks of Lenten spiritual growth. Vann of Fort Worth, Texas, 61, to be bishop of Orange, California, and accepted the resignation of Bishop Tod D. Brown, 75, from the pastoral government of the diocese. The pope also accepted the resignation of Bishop Matthew H. Clark of Rochester, New York, 75, from the pastoral governance of the Rochester diocese and named Bishop Robert J. Cunningham of Syracuse, New York, 69, as apostolic administrator of the Rochester diocese until the appointment and installation of a new bishop there. The appointments were publicized in Washington September 21, by Archbishop Carlo Maria Viganò, apostolic nuncio to the United States. Kevin Vann was born May 10, 1951, in Springfield, Illinois and was ordained a priest for the diocese of Springfield in 1981. He earned a doctorate in canon law in 1985 from the Pontifical University of St. Thomas (Angelicum) in Rome. In the Springfield Diocese he served as associate pastor, pastor, and on the staff of the diocesan tribunal. In 2005, he was named coadjutor bishop of Fort Worth, Texas, to succeed Bishop Joseph Delaney, who died one day before Bishop-designate Vann was ordained bishop. Bishop Brown, a native of San Francisco, was ordained priest of the Diocese of Monterey-Fresno, California, in 1962. He was named bishop of Boise, Idaho in 1988, and Bishop of Orange in 1998. Bishop Clark, a native of Troy, New York, was ordained a priest of the Diocese of Albany, New York, in 1962.

He studied and received a master's degree in chemistry at the University of Buenos Aires, but later decided to become a Jesuit priest and studied at the Jesuit seminary of Villa Devoto. He studied liberal arts in Santiago, Chile, and in 1960 earned a degree in philosophy from the Catholic University of Buenos Aires. Between 1964 and 1965 he was a teacher of literature and psychology at Inmaculada High School in the province of Santa Fe, and in 1966 he taught the same courses at the prestigious Colegio del Salvador in Buenos Aires. In 1967, he returned to his theological studies and was ordained a priest on December 13, 1969. After his perpetual profession as a Jesuit in 1973, he became master of novices at the Seminary of Villa Barilari in San Miguel. Later that same year, he was elected superior of the Jesuit province of Argentina and Uruguay. In 1980, he returned to San Miguel as a teacher at the Jesuit school, a job rarely taken by a former provincial superior.
