The severity of these threats suggests that British Columbia's food system is unprepared for the adverse effects of climate change. The province currently produces 48% of its food requirements, much of which is allocated to export markets, and expansion of this system will be difficult as only 1% of provincial land is considered “prime” farmland. One way to prepare a food system for climate threats is to enhance the system’s resilience. A resilient system can quickly adapt to new external problems while maintaining its structure and productivity. A resilient food system is built on three important attributes: internal strength, diversity and flexibility. While there are numerous policy options to enhance resilience, this thesis focuses on role of small-scale agriculture and local food systems. This thesis will argue that provincial and local governments in British Columbia should pursue policies designed to expand small-scale food production and strengthen local food economies, as these scales of agriculture offer a practical and politically feasible way to create a more resilient food system. To gather policy options that can achieve this goal, this thesis relies on ideas and insights gathered from sixteen interviews with a diverse group of small-scale farmers throughout B.C. These on-farm perspectives are then evaluated within the complex policy environment that impacts agriculture policy. Agriculture policy in B.C. is influenced by multiple variables, including established policies and financial investments that support large-scale and international agriculture, limited government budgets, challenging relations between provincial and local governments, and bureaucratic challenges with implementing and operating agriculture programs. Despite these challenges, there are numerous policy opportunities and partners that can help policies to support small-scale production succeed. This thesis analyses these obstacles and opportunities, and puts forward a comprehensive list of policy options organized by their political practicality. iv Table of Contents Supervisory (NASA Goddard Space Flight Center) 2016 Annual Report THE WORLD A WATERSHED IN THE WORLD Watersheds are defined by natural geographic boundaries, the height of land from where water flows together into a central basin. Watersheds are also defined by how they sit in the larger region. The images on the first few pages of this report allow us to look at the Okanagan watershed in this larger context. Water from the Okanagan valley flows into the Columbia River that carries our water to the Pacific Ocean. We are linked through the movement of people and animals and weather patterns to all the valleys and watersheds around us. The governments of B.C. and Canada provide a framework of laws that bind us with communities from Prince Rupert to Halifax. We have global commercial ties supporting our local economy. We are connected to other local governments and other watershed organizations that inform our perspectives and extend our efforts. The Okanagan is a small watershed, surrounded by mountains, but we are strongly affected by what goes on outside our boundaries. While you look at these spectacular satellite images, we invite you to focus on the blues and yellows that are visible from space. While we’re on the ground, we see blue water in abundance, but the larger perspective shows vast amounts of dry yellow landscape, even after the blue lakes and rivers have faded from view.

We hope 06/07 you enjoy this showcase of BC-based engineering and geoscience achievements around the world over the past year. 26 JULY/AUGUST 2007 INNOVATION NK’MIP DESERT CULTURAL CENTRE The Nk’Mip Desert Cultural Centre is a celebration by the Osoyoos Indian Band of its historic culture. The Centre resides in the Okanagan desert—one of the most fragile environments in Canada—and features North America’s largest rammed earth wall at 80 m long and 5.5 m high. The wall is formed of 150 – 200 mm high lifts inside 600 mm wide forms. At the top of the wall and above the entry and windows, puddled earth coloured concrete was used as a bond beam. Local soils were employed with the addition of concrete colourants. The wall is not sealed and is left to form the outer crust as it cures. Other key design features include the building siting and orientation. Embed- ding the east building face in the hillside helps to moderate the interior temperature, while the heavy mass of the building’s concrete and earth walls remove heat during the day and return it at night. To regulate the temperature more specifi cally, a radiant heating and cooling system was installed in the ceiling slabs. Combined design features reduce energy consumption by up to 50% compared to a typical building in this arid climate. Owner: Osoyoos Indian Band.
