A BILL
for
1 AN ACT relating to state parks, recreation areas and
2 historic sites; providing for a free lifetime bucking horse
3 permit for certain residents over the age of seventy as
4 specified; providing conforming amendments; and providing
5 for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

9 Section 1. W.S. 36-4-121(a)(intro) and by creating a
10 new subsection (q) is amended to read:
11
12 36-4-121. Permits to use state parks, recreation
13 areas and historic sites.

15 (a) The department of state parks and cultural
16 resources shall offer for sale permits that allow use of

1 the state parks, recreation areas, archeological sites and
2 historic sites. Daily use permits shall be required at
3 Glendo, Guernsey, Curt Gowdy, Edness Kimball Wilkins,
4 Buffalo Bill, Boysen, Seminoe and Keyhole state parks and
5 Fort Bridger, South Pass City, Trail End, Fort Fetterman
6 and Fort Phil Kearney state historic sites, and Hawk
7 Springs state recreation area. The department may establish
8 voluntary pay stations at Bear River and Hot Springs state
9 parks to allow users of those parks to make voluntary
10 contributions for the use of the state parks. Persons who
11 enter or use Bear River or Hot Springs state park without
12 paying daily use fees shall not be subject to the penalties
13 provided for in subsection (j) of this section. Overnight
14 camping permits shall be required at Boysen, Buffalo Bill,
15 Curt Gowdy, Glendo, Guernsey, Keyhole, Seminoe and Sinks
16 Canyon state parks, Connor Battlefield state historic site,
17 Medicine Lodge state archeological site and Hawk Springs
18 state recreation area by the department during the entire
19 calendar year. Except for the lifetime permit issued
20 without cost pursuant to subsection (n) or the annual
21 bucking horse permit issued without cost pursuant to
22 subsection (q) of this section, the cost of the permits
23 authorized under this section shall be:

1 (q) Any resident who is at least seventy (70) years
2 of age prior to the issuance of a permit and has
3 continuously resided in Wyoming for at least forty (40)
4 years immediately preceding application for a permit may
5 apply to the department for an annual lifetime bucking
6 horse permit authorizing the use of state parks, recreation
7 areas, archeological sites and historic sites without
8 payment of any daily use, overnight or other fee authorized
9 to be charged pursuant to this section. Only one (1)
10 permit shall be issued to any qualified applicant under
11 this subsection. The permit shall be valid for the
12 applicant and for all occupants of the applicant's vehicle.
13 In addition to information and other application procedural
14 requirements prescribed by rule and regulation of the
15 department, application for the annual permit shall include
16 proof of residency and birth date. A permit under this
17 subsection shall be issued to an eligible applicant without
18 the imposition of a fee.

20 Section 2. This act is effective July 1, 2007.
