The Brooklyn Navy Yard: A Mission-Oriented Model of Industrial Heritage Reuse Abstract This thesis examines how the mission-oriented corporation, an emerging type of public-private partnership, delivers historic preservation outcomes in coordination with other urban management goals. It presents a study of four redeveloped sites within the Brooklyn Navy Yard in New York: Building 92, the Naval Cemetery Landscape, the Building 128 Complex (also called the “Green Manufacturing Center”), and Admirals Row Plaza. The redevelopment strategies implemented at the Brooklyn Navy Yard form a model for exploring the synergies between the conservation of heritage assets and broad urban planning, management, and regeneration policies. Though its projects have achieved varying degrees of success, the Brooklyn Navy Yard has found a relative equilibrium between retaining its integrity as a 300+ acre historic district listed on the National Register of Historic Places and its organizational commitment to job creation, industrial growth, and community engagement. INTRODUCTION The Brooklyn Navy Yard (Maps 1.1 and 1.2) was operated as the New York Naval Shipyard by the Department of Defense from 1801 until its formal closure in 1966. In 1969, after several long years of complicated negotiations, its transfer to the City of New York was finalized.1 The naval shipbuilding facility had served as an economic anchor for both local residents and the city at-large; during the years of World War II, for example, it is estimated that approximately 70,000 people were employed there. In preparation for the closure of the Yard, federal and local agencies alike worked under pressure to plan a smooth transition to municipal ownership that would buffer against detrimental impact on neighboring communities, as predicted

No one can deny that New York City has experienced an extraordinary rebirth over the last seven years. The economy is booming. Crime has been drastically reduced. Tourists from around the country and the world are enjoying the best that New York has to offer. The most important aspect of this metamorphosis, however, is that people want to live in New York City once again, as evidenced by 2000 Census data showing that the population has increased by more than 600,000 since 1996. The private market has aimed to meet the resulting increased demand for housing by constructing and rehabilitating market-rate units in Manhattan. But this increase in supply has not offset increased demand significantly enough to provide low- and middle-income New Yorkers with adequate quantities of viable housing. Furthermore, the private-market-driven housing renaissance has been most apparent in Manhattan and has extended only slowly to communities in Upper Manhattan and the other boroughs. These neighborhoods have for some time contained not only large volumes of vacant, often grand buildings, but also a majority of the population that most desperately needs quality affordable housing.

Beyer – Association Historian September 2007 Introduction The USS FISKE was a Gearing Class destroyer, the last of the World War II design destroyers. She served in the US Navy from 1945 until 1980 and was subsequently transferred to the Turkish Navy where she served as the TCG Piyale Pasa (D350). The former FISKE was heavily damaged in 1996 when she ran aground and was scrapped in early 1999. Altogether the FISKE served two navies for over 54 years. I am titling this report as an „Incomplete History of the USS Fiske DD/DDR 842‟ for the simple reason that it not complete. I am continuing to try and fill the gaps and inconsistencies to the best of my ability. Any help in this effort will be appreciated.     Color profile: Disabled Composite Default screen Appendix I A Chronological List of Cases Involving the Landing of United States Forces to Protect the Lives and Property of Nationals Abroad Prior to World War II* This Appendix contains a chronological list of pre-World War II cases in which the United States landed troops in foreign countries to pro- tect the lives and property of its nationals.1 Inclusion of a case does not nec- essarily imply that the exercise of forcible self-help was motivated solely, or even primarily, out of concern for US nationals.2 In many instances there is room for disagreement as to what motive predominated, but in all cases in- cluded herein the US forces involved afforded some measure of protection to US nationals or their property. The cases are listed according to the date of the first use of US forces. A case is included only where there was an actual physical landing to protect nationals who were the subject of, or were threatened by, immediate or po- tential danger. Thus, for example, cases involving the landing of troops to punish past transgressions, or for the ostensible purpose of protecting na- tionals at some remote time in the future, have been omitted. While an ef- fort to isolate individual fact situations has been made, there are a good number of situations involving multiple landings closely related in time or context which, for the sake of convenience, have been treated herein as sin- gle episodes. The list of cases is based primarily upon the sources cited following this paragraph.
