URBI: 85% PROGRESS IN INFRASTRUCTURE OF SUSTAINABLE CITY IN

• The Government of unveils an 85% progress in infrastructure work that will support Tijuana´s growth, for the first sustainable community in the Valle las Palmas area.

• New prototype of long-term urban planning allows them to channel public investment by building public services before residents arrive, under Urbi´s sustainable development model for .

Tijuana B.C., September, 2008.- The Government of the State of Baja California unveiled the progress made in infrastructure work that will serve the first sustainable community in Mexico created by Urbi in the Valle las Palmas area, which will allow the structured growth of Tijuana and is expected to house 1 million residents by 2030.

Urbi’s management took part in an event organized by the state government, where they unveiled the progress made in key infrastructure for the long-term urban development model the company created in conjunction with municipal authorities and experienced national and international consultants.

During the event, Governor Jose Guadalupe Osuna Millan noted: “Our state's growth dynamic, particularly in Tijuana, gives us the opportunity to change the growth prototype of our cities, where we will first urbanize, then bring in roadway systems and services, and then the population", and he added: “Valle las Palmas goes beyond giving a home to numerous working class families, aiming at and making a commitment to improve their living conditions under a vision of balance, efficiency and productivity.”

The unveiled infrastructure works consist of a water supply and treatment system, access roadway systems and laying the first brick for the Valle las Palmas University Campus.

To this regard, Netzahualcoyotl Perez Roman, Urbi’s Executive Director, noted “In agreement with the government call to promote development, we invested in

urban planning so with each of the public and private entities we are to turn into cities, we can understand how, where and when to participate.”

And he added: “Under this new sustainable growth model, we will be able to use resources more efficiently. This first community in the Valle las Palmas area will offer decent affordable housing, mainly to lower income families, commercial services, and well-planned roadway systems, consolidating the privileged industrial vocation in this new development area, with Toyota and the Southwest of Tijuana and Tecate as the anchor work-creation sources.”

Public investment in infrastructure in Valle las Palmas is part of a mega-project investing dynamic announced in the last few months in Baja California, in projects like and Sempra Energy in Ensenada, and Q-Cells in , consolidating Baja California’s leading position in competitiveness, jobs, and investment.
