Rein ecent scholarship on the Civil War era emphasizes the connections between the sectional conflict and the larger Reconstruction that followed, especially in the Trans-Mississippi West.1 While the Trans-Mississippi theater had a minimal impact on the course and conduct of the Civil War, the war profoundly influenced events on the CentralR Plains. Historians have long acknowledged the central role played by questions about the expansion of slavery in both the Louisiana Purchase and the Mexican cession in fomenting the Civil War, not least in “Bleeding Kansas,” where sectional violence fla ed first. However, accounts after 1861 shift the focus to the narrow corridor between the Appalachian Mountains and the Atlantic Ocean, where Union and Confederate armies clashed in the largest and best- known battles of the war. Some historians have tried to refocus attention on the western theater between the Appalachians and the Mississippi River, but events west of the river have long escaped scholarly attention.2 More recently, historians of the Civil War have made limited forays onto the Plains, staking out territory that defines events in the Trans-Mississippi West, though studies of guerrilla violence in Missouri and the international and borderlands aspects of warfare in the American Southwest currently dominate the field 3 Since the publication in 1998 of Elliott West’s magisterial and award- winning The Contested Plains: Indians, Goldseekers and the Rush to Colorado, scholars have largely steered clear of the Central Plains during the Civil War, perhaps believing that West has already said everything that needs to be said.

(Douglas County was named for him.) Andrew Reeder was appointed as the first governor of the Kansas territory by President Franklin Pierce in 1854. The original Kansas territory, organized on May 30, 1854, spanned over 600 miles west of Missouri. Kansas' western border stretched as far as the summit of the Rocky Mountains. In fact, Colorado's capital city was named after Kansas Governor James W. Denver, since it was located within the boundaries of the Kansas territory. The eastern, northern and southern boundaries were the same as they are today. The Kansas territory was a moral testing ground in America. People living in the territory fought about the morality of chattel slavery and whether it should be allowed in the trans-Missouri West. Another conflict arose between white settlers and the Native Americans who had been living in the Kansas territory for countless years before the whites arrived. The result was a complex array of policies that enforced the transfer of Indian land rights to the white settlers, pushing the Indian tribes onto small reservations. Once Kansas became a territory in 1854, settlers began to discuss the creation of a state constitution. Four different state constitutions were proposed. The Topeka constitution (1855), the Lecompton constitution (1857), and the Leavenworth constitution (1858) were all similar in their objectives. However, the Wyandotte constitution (1859) was the only version calling for more restricted state boundaries that came to be known as "Little Kansas." The other three constitutions supported the inclusion of the land stretching to the Rockies in modern-day Colorado and the annexation of southern Nebraska as far as the Platte River.

    162 American City Flags ✪ JACKSON, MISSISSIPPI Population Rank: U.S... # 109 Mississippi...... # 1 Proportions: 2:3 (usage) Adopted: 12 January 1993 (official) DESIGN: Jackson’s flag has a dark green field with a narrow white cross in the center, running from hoist to fly and top to bottom, each arm one-ninth the width of the hoist. Superimposed over the center of the cross is a narrow yellow ring enclosing a disk, the overall diameter of which is half the width of the hoist. Within the ring on a light blue field four-ninths the width of the flag is a large yellow five-pointed star, one-third the width of the flag, one point upright in the center. The colors are “Dartmouth Green”, “French Blue”, and “Spanish Yellow”. SYMBOLISM: The star represents Jackson’s status as the capital of Mississippi. The blue field behind the star denotes the city’s position Jackson, Mississippi 163 on the Pearl River. The white cross symbolizes Jackson as the “Cross- roads of the South”. HOW SELECTED: A contest, apparently sponsored by the city, and open to all city residents, was held in 1992. DESIGNER: The flag is a combination of the similar themes of 25 entries among the 167 who submitted designs, blended by the six judges of the contest, and assisted by vexillologist Clay Moss. The only en- trant named in contemporary newspaper accounts is 11-year old Tif- fany Dennis. MORE ABOUT THE FLAG: The first flag cost $270, provided by Metro Jackson Convention and Visitor’s Bureau. FORMER FLAG: The former flag of Jackson was apparently unofficial, developed by city officials and rep- resentatives of the Metrocenter Mall when mall officials, who wanted to fly city flags at the mall, learned that Jackson had no city flag.
