VII 1.0 Introduction This publication is the twelfth in a series of annual reports which draws on the state of tertiary education enrolment of Mauritius, as at December, 2010. The Report follows the similar structure as the previous ones, focusing on three broad sources namely publicly-funded institutions, private and overseas.

2.0 Data Collection and Methodology The Report covers enrolment in the Publicly-Funded Institutions (PFIs), namely the University of Mauritius (UoM), the University of Technology, Mauritius (UTM), the Mauritius Institute of Education (MIE), the Mahatma Gandhi Institute (MGI), the Mauritius College of the Air (MCA), the Swami Dayanand Institute of Management (SDIM), the Institut Supérieur de Technologie (IST), the Mauritius Institute of Training and Development (MITD), the Mauritius Institute of Health (MIH), the Rabindranath Tagore Institute (RTI) and the Fashion and Design Institute (FDI).

With regard to private students, statistics are derived at the national level from examination centres. This is complemented by a survey of the post-secondary education providers, which numbered some 53 in December, 2010. An estimate of enrolment by private institutions is thus provided in this Report together with an estimate of private students studying directly with a university or awarding body overseas. It is worth pointing out that the Mauritius Examinations Syndicate (MES) is the most important of the local examination centres. In 2010, it conducted examinations on behalf of 41 awarding bodies from overseas. Some 21 additional centres conducted examinations on behalf of 25 overseas awarding bodies in 2010; the latter has been classified in this report as “Non-MES Sources”.

Foreign embassies and High Commissions based in Mauritius are the other providers of statistical data relating to Mauritian students studying overseas. These include the French Embassy through Campus France, the Australian Embassy, the British High Commission, the Chinese Embassy, the High Commission of India, the High Commission of Pakistan, the Russian Embassy, the South African High Commission and the US Embassy. Secondary sources of information on Mauritians studying overseas are also tapped from the British Council, the Page 1

Employees Welfare Fund and the Scholarship Section of the Ministry of Education & Human Resources as well as private recruiting agents. In parallel, references are made to publications and databases on international students overseas.

3.0 Overall Participation 2010 The tertiary student population stood at 44,334 in December 2010 compared to 41,484 in December 2009, representing a growth rate of 6.9% as opposed to 7.4% a year earlier. The net increase in enrolment in 2010, thus, amounted to 2,850. The Gross Tertiary Enrolment Rate1, on the other hand, maintained an upward trend (Figure 1), rising from 43.4% to 45.1%2 over the period.

Table 1 depicts the distribution of total tertiary education enrolment by source and field of study. Administration/Management remained the most popular discipline with an enrolment of 6,248 (14.1%), followed by Accounting with 5,465 (12.3%), Education with 5,296 (11.9%), Information Technology with 3,694 (8.3%), Engineering with 3,565 (8.0%), Business/Commerce/Marketing with 3,029 (6.8%), Medicine with 1,919 (4.3%), Law with 1,551 (3.5%), Travel/Hotel/Tourism with 1,474 (3.3%), Languages with 1,471 (3.3%), and Science with 950 (2.1 %) students.

Science & Technology (S&T) related subjects constituted 29% of the student population in 2010, registering a 1.0 percentage point increase in enrolment compared to 2009 (28%). In the previous years the percentages of students opting for S&T subjects were as follows: 2006- 32.9%; 2007- 32% and 2008- 30%. A number of S&T fields witnessed a decline over the year, amongst which Pharmacy (-3.4% from 174 to 168) and Dentistry (-13%; from 252 to 219), while an increase was noted in Architecture (40% from 196 to 276), Engineering ( 18.8%, from 3,000 to 3,565), Health Sciences ( +14% from 662 to 755), Medicine ( +12.2% from 1710 to 1919), Science (+0.6% from 994 to 950) and Textile ( +2.3% from 262 to 268).

4.0 Tertiary Enrolment Distribution in 2010 A total of 33,427 students (75.4%) were pursuing their higher studies locally: 21,766 (49.1%) attended the PFIs and 11,661 (26.3%) were enrolled in private institutions or directly through distance education mode (Table1). Some 10,907 students (24.6%), on the other hand, were studying overseas. The evolution of enrolment by source over the period 2000-2010 is depicted in Figure 1 while Figure 2 gives the distribution of the student population in 2010, by source.

The distribution of the total tertiary enrolment by source and mode of study, on the other hand, is shown in the Table above. Overall, an estimated 58.5% (25,963) of students were studying full- time, 23.1% (10,234) part-time and 18.4% (8,137) through the distance education mode.

Within the PFIs, 55.8% (12,150) of students were studying on a full-time basis, 27.3% (5,947) on a part-time basis and 16.9% (3,669) through distance education. The majority of students (55.7% or 12,114) were reading for a Degree (including diploma/degree), 24.5% (5,332) for a Diploma and 5.1% (1,116) for a Certificate while 9.2% (1,999) were doing a Masters degree, 3.8% a Postgraduate Diploma/Certificate, 0.9% either a PhD (66) or an MPhil (130) and 0.8% (185) a Foundation or equivalent programme (Table 4).

Tables 5 and 6 give the distribution of total enrolment in the PFIs by gender and level as well as by mode of study and gender respectively. On the whole, female outnumbered male students by some 2,950 constituting 56.8 % (12,358) of enrolment in 2010 compared to 54.9% (10,912) in 2009. Some 55.6% of female students were enrolled full-time, 26.3% part-time and 18.1% through the DE mode as opposed to 56.1%, 28.7% and 15.2% respectively for male students. Male students predominated in 6 institutions, namely the UTM, FDI, RTI, IST, MITD and the MIH.

New intake at the tertiary level reached 18,126 students, or 40.9% of total tertiary enrolment in 2010 (Table 2). Compared to 2009, this represented a growth of 3.7% over the year. Some

10,459 students joined the PFIs, 4,167 attended private providers/distance education and 3,500 went to study overseas. Within the PFIs, the FDI registered the highest growth rate, as new entrants increased by more than four-fold, from 26 in 2009 to 105 in 2010 followed by UTM with a growth of 64.4%, the MCA (31.4%), the MIE (14.3%) and IST (8.4%). A fall in new admissions, on the other hand, was observed for the SDIM from 347 to 279 (-19.6%), MITD from 246 to 221 (-10.2%), MGI from 267 to 233 (-12.7%) and UoM from 4,047 to 3,648 (-9.9%) over the same period.

Some 48.6% (5,079) of the new intake in the PFIs were enrolled full-time, 25.6% (2,680) part- time and 25.8% (2,700) on the DE mode (Table 7). Some 8.4% (876) of new entrants, on the other hand, were doing a Masters and 43% a Degree (including Diploma/Degree), amongst others.

4.1 The University of Mauritius Total enrolment at the UoM, excluding those on joint programmes with the MIE and the MGI, grew by 7.2%, from 9,663 in 2009 to 10,356 in 2010. All the faculties registered positive growth as follows: Law & Management: +12.7% (444), Engineering: +8.7 (240), and Social Studies & Humanities: +3.5% (65), except the Faculty of Agriculture and Science which witnessed slight declines of 1.6% and 4.2% respectively.

Some 74.1% of UoM students (7,676) were pursuing their studies full-time (Table 8). The Faculty of Law and Management remained the biggest Faculty with 3,930 students, followed by the Faculty of Engineering with 2,984 students, the Faculty of Social Studies & Humanities with 1,929 students, the Faculty of Science with 1,148 students and the Faculty of Agriculture with 365 students. During the year, two of these faculties increased their share of total enrolment, namely Law & Management (from 36.1% to 37.9%) and Engineering (from 28.4% to 28.8%). The faculties of Agriculture, Science and Social Studies & Humanities, on the other hand, witnessed a decline in their shares, from 3.8% to 3.5%, from 12.4% to 11.1% and from 19.3% to 18.6% respectively.

A majority of students were reading for a Degree (82.0%); the remaining was enrolled on Masters or higher-level programmes (10.6 %), Diploma/Degree (1.6%), Diploma (5.5%) and Certificate (0.2%) programmes. The distribution of enrolment by faculty, programme, level and gender is shown at Table 9, while Table 10 gives enrolment by faculty, level and mode of study. Tables 11 to 18, on the other hand, shows enrolment in respect of each of the faculties by programme of study and gender, distinguishing between full-time and part-time, including those ran in collaboration with the MIE and the MGI.

In the academic year 2010/11, the UoM (excluding joint programmes) recruited 2,686 (73.6%) new students on a full-time basis, 776 (21.3%) on a part-time and 186 (5.1%) on Distance Education/ Mixed-mode, with the total amounting to 3,648 compared to 4,047 in 2009 (Table 19). Female constituted 56.9% of the new intake which was distributed by level, as follows: Masters- 385 (10.5%); Degree- 2944 (80.7%); Diploma/Degree- 88 (2.4%) and Diploma- 211 (5.8%) (Table 20).

4.2 The University of Technology, Mauritius Student enrolment at the UTM went up from 3,018 in 2009 to 3,831 in 2010, representing a growth rate of 26.9% over the year. Tables 21 to 27 give total enrolment at the UTM by mode, gender and level as well as by programme of study in respect of each of the three schools, namely the School of Business Management & Finance (SBMF), the School of Innovative Technologies and Engineering (SITE) and the School of Sustainable Development and Tourism (SSDT), while Tables 28 and 29 give new admissions distributed by school, mode, gender and level.

Some 1,946 students (50.8%) were enrolled in the School of Business Management & Finance, 1,045 (27.3%) in the School of Innovative Technologies and Engineering and 840 (21.9%) in the School of Sustainable Development and Tourism (Table 23). A total of 1,813 new students were recruited in 2010, of which 792 (43.7%) were part-time and 820 (45.2%) female (Tables 28 and 29). Overall, part-time (1,970) exceeded full-time (1,861) students by 109. Similarly, male (2,204) surpassed female (1,627) students by some 577, constituting 57.5% of the student population.

Some 771 (20.1%) students were reading for a Masters, 2,762 (72.2%) for a Degree; 81 (2.1%) for a Diploma; 47 for a Certificate (1.2%); 35 (0.9%) for an MPhil/PhD and 135 (3.5%) for a Foundation Programme (Table 23).

4.3 The Mauritius Institute of Education Total enrolment at the MIE increased from 4,738 in 2009 to 5,032 in 2010, representing a growth rate of 6.2%. Some 1,012 (20.1%) students were enrolled on a full-time basis, 1,377 (27.4%) on a part-time basis and 2,643 (52.5%) were studying through the distance education mode. The proportion of female students studying at MIE stood at 67.2% (3,384).

Table 31 shows enrolment distribution at the MIE by programme, year of study and gender. Some 59 (1.2%) students were reading for a Masters, 800 (15.9%) for a Postgraduate Certificate/Diploma, 139 (2.8%) for a Degree, 2,987 (59.3%) for a Diploma and 1,047 (20.8%) for a Certificate.

The number of new admissions amounted to 3,762, including 2,516 (66.9%) female. Some 553 of the new intake were studying full-time, 925 part-time and 2,284 through the distance education mode; 822 students were, on the other hand, in their second year and 448 in their third year.

4.4 The Mahatma Gandhi Institute Tertiary enrolment at the MGI (excluding joint MGI/RTI enrolment) stood at 537 in 2010, representing a decrease of 14.2 % over 2009, while new intake declined by 12.7% (to 233) over the same period (Table 32). Some 270 (50.3%) students were enrolled on a full-time basis and 267 (49.7%) on a part-time basis. Female comprised 82.3% of total enrolment.

The students were studying Languages and Indian Philosophy (354 or 66%), Fine/Digital Arts (98 or 18.2%) and Performing Arts (85 or 15.8%) at various levels as follows: 50 (9.3%) were on a Masters, 303 (56.4%) on a Degree and 184 (34.3%) on a Diploma programme. The Masters and Degree programmes were run jointly with the UoM.

4.5 The Mauritius College of the Air A total of 243 new students were enrolled at the MCA in 2010, bringing its overall tertiary enrolment to 546, compared to 452 in 2009. Female enrolment constituted 59.9% (327) of the total. Some 19 tertiary programmes were offered, of which eleven were run in collaboration with Indira Gandhi National Open University (IGNOU) of India, one each with IGNOU/SADC, and the University of Madras, and two each with the UoM, the Chartered Institute of Logistic & Transport (CILT), (United Kingdom) UK and the UTM (Table 34).

The distribution of the student population by level was as follows: 158- Masters, 24- Postgraduate Diploma, 234- Degree, 130- Diploma. The fields of study included Business Administration (62), Commerce (14), Computer Applications (3), Distance Education (16), English (257), Human Resource Management (16), Management (22), Risk Management (21), Transport (68), Journalism and Mass Communication (5), Library and Information Science (41) and Youth and Development Work (21).

4.6 The Swami Dayanand Institute of Management and the Institut Supérieur de Technologie The total student population of the two polytechnics, namely the SDIM and the IST stood at 818 in 2010, with a slight decrease noted over 2009 (835). Some 731 (89.4%) students were full- time students while 434 (53.1%) were new entrants.

Enrolment at the SDIM stood at 602 in 2010 compared to 572 in 2009, equivalent to an increase of 5.2%; the corresponding figures for the IST were 216 and 263 respectively, equivalent to a decrease of 17.9%. The distribution of enrolment by programme and year of study in respect of both the polytechnics are shown at Tables 35 and 36 respectively. As can be noted, the SDIM was running a total of 12 diploma-level programmes as opposed to four to the IST.

4.7 The Mauritius Institute of Training and Development The MITD had a total tertiary enrolment of 465 in 2010 compared to 466 in 2009, of which 221 constituted new admissions. Some eight programmes were offered on a full-time basis. As shown in Table 37 which gives enrolment by mode, gender, programme and year of study, 204 students were studying for a Higher National Diploma (HND) and 261 for a Diploma. The student distribution by field was as follows: Tourism/Hospitality Management (235), Information Technology (54) and Engineering (100) and Culinary Arts (50) and Business Administration (26).

4.8 The Fashion & Design Institute The FDI ran a total of seven programmes in 2010 as compared to two in 2009 (Table 30). These included two Degree programmes, namely a BA Fashion & Textile (Top up) and a BA Graphic Design & Animation, two HND programmes in full-time and part-time modes and a Foundation programme in Art and Design. A total of 151 students, including 75 female, were enrolled on these programmes. The student distribution by field was as follows: Fashion and Textile (37), Information Technology (64) and Arts (50).

4.9 The Rabindranath Tagore Institute The RTI ran only one programme in 2010, namely Diploma in Arts & Crafts, where 8 students, on which were enrolled five male and three female students, all on a part-time basis (Table 33).

4.10 The Mauritius Institute of Health The MIH ran three programmes in 2010. The three programmes related to postgraduate specialisations in Anaesthesia, Internal Medicine and Opthalmology respectively. A total of 22 students, including 14 male and 8 female, were enrolled on these programmes on a full-time basis (Table 38).

4.11 Private The number of students pursuing tertiary education in the Private Post-Secondary Educational Institutions (PSEIs) or directly with an institution overseas through the distance mode amounted to 11,661 in 2010 compared to 10,663 in 2009, representing an increase of 9.4%.

Tables 39 and 40 give examinations statistics from both MES (8,242) and Non-MES sources (3,419) respectively, which are used as proxy indicators for calculating enrolment in private institutions as well as directly through the distance mode. Some 66 overseas institutions and examination bodies were operating locally, based in the UK (36), France/ Reunion (8), India (8), Australia (5), South Africa (4), Malaysia (2), USA (2) and Sudan (1). Some 5,483 (47.0%) students were following a Professional programme, 773 (6.6%) a Masters, 39 (0.3%) a Postgraduate Diploma, 3,826 (32.8%) a Degree (including a Diploma/ Degree), 1,220 (10.5%) a Diploma, 251 (2.2%) a Certificate, 34 a PhD (0.3%) and 35 (0.3%) a Foundation course. The enrolment distribution by field is at Table 41.

Some 53 PSEIs were registered with the TEC as at December 2010. According to the survey conducted by TEC in which only 41 institutions participated, total enrolment in these institutions stood at 7,689 with student population ranging from 12 to 1,841 students (Table 42); the remaining institutions were either not operational or failed to submit the requested information. Table 43 gives enrolment of the PSEIs concerned by level, mode of study and gender. Some 2,906 (37.8%) students were enrolled full-time, 4,287 (55.8%) part-time and 496 (6.4%) through the distance education mode. Amongst the most popular fields of study were Accountancy with 2,582 (33.9%) students, followed by Administration/Management with 1,438 (18.9%) students, Business/Commerce/Marketing with 1,072 (14.1%) students, Information Technology with 634 (8.3%) students, Medicine with 623 (8.2%) students, Engineering with 259 (3.4%) students Languages with 165 (2.2%) students and Travel/Hotel/Tourism with 131 (1.7%) students (Table 45).

A total of 3,972 private students were following distance education programmes directly with an institution overseas in 2010, without going through an intermediary locally. From Table 45, it can be noted that these students were enrolled in the fields of Accounting (48.9%), Arts (9.5%), Business/Commerce/Marketing (8.4%), Information Technology (7.5%) and Law (7.5%).

The overall number of students pursuing tertiary education through distance education in the country is shown at Table 46, by source and broad field of study. In addition to the 3,972

students above, some 3,669 students were studying through the PFIs and 496 through private PSEIs, giving a total of 8,137 distance education students. Education was the most popular discipline for distance education with 2,772 (34.1%) students, followed by Accounting - 1,944 (23.9%), Administration/Management - 900 (11.1%), Business/Commerce/Marketing - 409 (5%), Arts - 379 (4.7%), Languages - 343 (4.2%), Information Technology - 311 (3.8%) and Law - 296 (3.6%).

Table 47 gives enrolment through the distance education mode in the PFIs. As can be noted, three PFIs were concerned involving a total of 28 programmes as follows: UoM- 8; MCA- 17; and MIE- 3, with student cohorts of 506, 520 and 2,643 respectively or a total of 3,669. Some 157 (4.3%) students were reading for a Masters, 24 (0.7%) for a Postgraduate Diploma, 601 (16.4%) for a Degree, 2,045 (55.7%) for a Diploma and 842 (22.9%) for a Certificate.

4.12 Foreign Students Studying in Mauritius Some 596 foreign students, including 337 male and 259 female, were studying in Mauritius in 2010, a majority of which, or some 577 (96.8%) were enrolled on full-time programmes. The students were concentrated in 18 institutions: 3 PFIs (85 students), 15 private PSEIs (450 students) and a regional institution namely the IFE (61). The distribution of the foreign students by institution, mode and gender is shown at Table 48 while Table 49 provides details of enrolment of foreign students by programme of study. The distribution of the foreign students by country of origin, on the other hand, is given at Table 50. As can be noted, the students emanated from 54 different nationalities, including India (219), Madagascar (81), South Africa (62), Seychelles (31) and France (25), Comoros (16), Reunion (14), Nigeria (13), Zambia (13), Kenya (9) and Zimbabwe (7).

4.13 Mauritian Students Studying Abroad In 2010, a total of 3,500 Mauritians student opted for higher studies overseas compared to some 4,119 in 2009. Table 51 gives the distribution of the students by country of destination and field of study in 2010. The decline concerned mainly two destinations, namely Australia (from 1,665 in 2009 to 1,555 in 2010) and the UK (from 1,430 to 850). The number of newly admitted Mauritian students studying in other countries such as the USA, China, India has, on the other hand, increased from 50 to 210, 64 to 94, 197 to 262 respectively over the same period.

Overall, total number of Mauritian students studying overseas registered a slight decrease from 10,939 in 2009 to 10,907 in 2010. Australia remained, nonetheless, the most popular destination for higher studies overseas. In 2010, a total of 4,149 Mauritian students were studying in Australian universities representing 38.0% of the student population overseas. The UK came second with total enrolment of 3,058 (28%), followed by France (1,648 or 15.1%) and India (663 or 6.1%). The figure below gives further details concerning the distribution of overseas enrolment by destination.

Overall, some 42.1% of overseas enrolment was in a Science & Technology related field: 420 (3.8%) students opted for Pure Sciences; 641 (5.9%) for Information Technology; 1,175 (10.8%) for Medicine; 1,503 (13.8%) for Engineering; 183 (1.7%) for Mathematics; 140 (1.3%) for Health & Safety; 107 (1.0%) for Pharmacy; 236 (2.2%) for Architecture; 99 (0.9%) for Dentistry, 49 (0.4%) for Design & Fashion and 37 (0.3%) for Agriculture. Some 1,459 (13.4%) students, in parallel, were doing Business/Commerce/ Marketing; 538 (4.9%) Hotel/Tourism; 575 (5.3%) Administration/ Management; 187 (1.7%) Languages; 538 (4.9%) Law; 501 (4.6%) Accountancy; 256 (2.3%) Humanities; 122 (1.1%) Arts; 335 (3.1%) Economics; 248 (2.3%)

5. Students Profile Survey, 2010-11

The Commission undertakes a Student Profile Survey every two years in respect of full-time degree new entrants at the UoM, the objective of which is to study their characteristics and socio-economic background as well as evolution over time. The main findings of the last survey carried out in 2010, are presented below.

Age: According to the Survey, a majority of full-time degree new entrants in 2010 or some 77.5% were less than 20 years. As shown in the Table 5.1, the trend points to the share of new entrants aged 18 or less increasing over the past years, rising from 23.8% in 2002 to constitute 34.7% in 2010.

Gender: In 1999, the composition of new admissions by gender was more or less balanced, with female making up to 51.4% of FT degree new entrants. An increased predominance of female students has been registered since, with female enrolment climbing up to 53.4% of FT new entrants in 2002, 56.5% in 2004 and 59.6% in 2008. The corresponding data for 2010 stood at 60.8%, indicating the existence of 1.55 female per male student (see figure below).

Secondary Schools Attended: The new entrants came from some 102 secondary schools out of total of 119 having Higher School Certificate (HSC) classes, of which 54 State, 12 Confessional and 36 Private schools. Some 60.8% of the new entrants pursued their secondary education in State schools, 15.6% in Confessional schools and 23.6% in Private schools, as opposed to 58.4%, 27.2% and 14% respectively in 1999 (Table 53).

The secondary schools have been grouped into 3 broad categories, namely High, Medium and Low Performers to represent those registering HSC pass rates of 70% or more, between 50% and 69.9% and 49% or less respectively. In 2010, over 93% of new entrants were from the High Performing schools (82), 5.5% (13) from the Medium Performing and 1.2% (7) from the Low Performing schools, as opposed to 50%, 39% and 10% respectively in 1999. It is worth noting that the number of schools falling into the high performing category had increased from 31.6% to 80.4% over the period.

Access to UoM: In spite of the limited number of seats available, access at the UoM had improved in recent years. In this context, the university which admitted 42.8% of qualified applicants in 2002 increased its intake to 45.2% in 2004, 55.7% in 2006 and 68.5% in 2008. In 2010, however, intake of new entrants stood at 61.4%.

Geographical Distribution: Figure 5 gives the distribution of new entrants by geographical district in 2010. The district of Plaine Wilhems accounted for the biggest number of new entrants followed by that of Flacq, Pamplemousses and Port-Louis. Black River (1.3%) and Rodrigues (2%), on the other hand, had the lowest representation (Table 54).

It is noted that over time the proportion of new entrants emanating from rural areas had increased, representing 55% of new admissions in 2010 as opposed to 47% in 1999. Equally worth noting is that Plaine Wilhems, one of the two urban districts, which continued to account for the biggest share of full-time new entrants registered a drop of 10 percentage points between 1999 and 2010.

Socio-Economic Background: The survey also gauged the socio-economic background of new entrants through an analysis of their family size, parents’ educational level and occupations, the

number of income earners as well as the total monthly income in the household, including their material well-being.

Family Size: Overall, 52.4% of new entrants at the UoM in 2010 came from a small family (1-2 children), 43.9% from a medium-size family (3-4 children) and 3.7% from a large family (5 and more children). In 1999, the corresponding figures stood at 38%, 50.6% and 11.4% respectively, indicating a tendency for a higher proportion of new entrants to come from small families as opposed to large ones, in recent years (Table 59).

Parents’ Educational Level: On the whole, 15.7% of fathers and 7.6% of mothers of new entrants in 2010 had post-secondary education as opposed to 13% and 5% respectively in 1999. Some 54.3% of fathers and 63.5% of mothers, on the other hand, had secondary education, and 27.6% of fathers and 26.3% of mothers had primary education while 2.4% of fathers and 2.6% of mothers had no education in 2010 (table 58).

Parents’ Occupation: 92% of new entrants’ fathers were economically active compared with 47.8% of mothers. Table 56 gives the distribution of new entrants’ fathers and mothers by economic activity. More than 1 in 2 fathers (53%) were blue collar workers, working in the Trade/Service (21.3%), Process/Plant/Machine Operatives (15.2%) and Elementary (16.7%) occupations, as opposed to 3.4%, 5.9% and 9.5% respectively of mothers. Some 32.4% of fathers and 20.7% of mothers, on the other hand, held white collar jobs as follows: 5.4% of fathers and 1.7% of mothers occupied managerial and administrative positions, 7.6% and 3.8% respectively were in the professional cadre; and 4.6% of fathers and 5.9% of mothers were in the teaching profession. Equally worth noting is the fact that some 7% of fathers had retired.

Number of Income Earners: 59.8% of the new entrants came from a household with a single income earner, 33.8% from households with 2 income earners and 4.1% from households with 3 income earners. Some 1.2% of new entrants, on the other hand, did not have any income earners in their households (Table 55).

Household’s Monthly Income: Full-time new entrants have been classified into 3 broad income groups, namely Low, Middle and High to denote students with household monthly income of less than Rs 15,000, between Rs 15,000 and less than Rs 30,000 and Rs 30,000 and above respectively. In 2010, a high proportion of new entrants (54.2%) came from the low income groups, 28.2% from middle income and 17.6% from the high income brackets. The income distribution of UoM new entrants is given by faculty. As can be noted, a majority of students came from a household where the monthly income was less than Rs15,000, with their distribution by faculty as follows: Agriculture (59.3%), Engineering (52.7%), Law & Management (51.5%), Social Studies & Humanities (57.3%) and Science (52.1%).

Students’ Material Comfort: The material well-being of new entrants was gauged by looking at some of the facilities that they enjoyed. Table 57 summarizes their responses in this regard. Over 80% of students attending the PFIs had a specific place for study as well as a room of their own in 2010. Nearly 3 in 4 had a personal computer with access to internet compared to only 18% in 1999. Equally worth mentioning is that 50.8% of new entrants possessed a motor vehicle in 2010; the corresponding figure in 1999 was 41.7%.

DEFINITION OF TERTIARY EDUCATION AND TERTIARY EDUCATION ENROLMENT RATE

According to the definition adopted by the World Bank, education at the tertiary level (International Standard Classification of Education, ISCED, levels five and six) includes universities, teachers’ colleges, and higher professional schools, requiring as a minimum condition of admission the successful completion of education at the secondary level, or evidence of the attainment of an equivalent level of knowledge. Our definition of tertiary education, accordingly, encompasses all post-HSC/ A Level or equivalent programmes leading, upon completion, to the award of either a Certificate- 1 full academic year; or a Diploma- 2 full academic years; or a Degree– 3 full academic years; or Postgraduate Degree or any other qualification recognized by the TEC.

The Tertiary Education Enrolment Rate in Mauritius is calculated by dividing the number of Mauritian students enrolled in all post-secondary schools and universities by the population in the 20 to 24 age group. Students following distance education programmes, including correspondence courses, are included. In our case, the calculation comprises Mauritian students pursuing their studies in overseas universities as well, given that this constitutes an important component of tertiary education enrolment.

The youth population, aged between 20 and 24 years, has been adopted by UNESCO as the denominator because it represents an average tertiary education level cohort, although people above and below this age group may be registered in tertiary education institutions. Accordingly, the Tertiary Education Enrolment Rate worked out at 45.1% in 2010 (tertiary education student population divided by population aged 20 to 24, that is, 43,759/ 97031).

The attention of users is drawn to the fact that the definition adopted by the TEC relates to the Gross Tertiary Education Enrolment Rate (GTER) and not the Net Tertiary Education Enrolment Rate (NTER). The GTER refers to the number of students enrolled at the tertiary level, whether or not they belong in the relevant age group for that level. The NTER, on the other hand, is the number of students enrolled at the tertiary level who belong in the relevant age group as a percentage of the population in that age group.
