EXECUTIVE SUMMARY

The section below details the salient points presented in the twenty-first edition of the report “Participation in Tertiary Education” which contains statistics on enrolment at the tertiary level as at December 2019.

Institutions: According to the report, 38 Tertiary Education Institutions (TEIs) were operational and delivering tertiary-level programmes in 2019- 10 publicly-funded (PFIs) and 28 (out of a total of 43 HEC- registered institutions) private post-secondary education institutions (PSEIs). Tertiary education was, in parallel, accessed by many students directly with an awarding body overseas through the distance education/e-learning mode (Self- study). Additionally, many students were pursuing higher studies in universities overseas.

Total Enrolment: Total enrolment grew by 4.8% to 49,653 in 2019 compared to 47,398 in 2018. Some 41,574 (83.7 %) students were undertaking their studies locally and 8,079 (16.3 %) overseas. Of those based locally, 23,859 were enrolled in a PFI (57.4 %), 12,249 in a PSEI (29.5 %); and 5,466 (13.1 %) were undertaking Self-study. The increase in total enrolment may be attributed to the growing number of students studying locally which went up from 39,198 in 2018 to 41,574 in 2019 (+6.1 %) as opposed to total enrolment overseas, which contracted by 1.5 %, from 8,200 to 8,079 over the same period.

GTER: The Gross Tertiary Enrolment Rate (GTER), an indicator of the participation level of Mauritians in tertiary education, gained 2.5 percentage points in 2019 to stand at 48.9% in 2019, up from 46.4 % in 2018.

New Admissions/ Intake: The number of new entrants into tertiary education in 2019 amounted to 18,372 compared to 14,051 in 2018, representing an increase of over 30% during the year. It is important to note that this significant growth in new admissions coincided with implementation of the government policy to provide free higher education to all those attending the PFIs, whether full-time or part-time, that would lead to either a certificate, a diploma or a degree.

Enrolment by Field: Accounting remained the most popular field of study in 2019 with a student cohort of 10,796 (21.7 %), followed by Administration/Management– 6,510 (13.1%), Information Technology– 4,289 (8.6%), Education– 4,139 (8.3%), Engineering– 3,098 (6.2%), Business/Commerce/Marketing– 2,740 (5.5%), Medicine– 2,093 (4.2%), Law– 1,834 (3.7%), Banking/Finance– 1,766 (3.6%), Travel/Hotel/Tourism – 1,651 (3.3%) and Languages– 1,332 (2.7%).

Enrolment by Mode: Some 22,711 (55.8 %) were studying full time, 8,980 (18.1%) part time and 12,962 (26.1%) through the distance education/ online mode. The corresponding figures for 2018 were 59.5% (28,208), 16.8 % (7,981) and 23.7% (11,209) respectively. It is interesting to note that for the year under review, a decline was noted in the number of students studying on a full-time basis (- 1.8%) while a concurrent rise was registered in the number of students pursuing studies part-time (+12.5%) and through the distance/online mode (+ 15.6 %).

Enrolment by Gender: There were more female enrolled locally- PFIs (60.5 %) and private stream (53.5 %)- than male students. In contrast, overseas enrolment registered more male students (54 %). Overall, out of a student population of 36,108 in the HEIs (PFIs and PSEIs), 58.5 % were female. The corresponding figure for 2018 was 58.2%.

Enrolment by Level: The distribution of enrolment by level tends to vary between public and private institutions. In the public HEIs, 15.9 % of students were enrolled at sub-degree level (Diploma and Certificate), 68.5% at undergraduate level and 15.6% at postgraduate level (PG Certificate/Diploma, Masters and MPhil/PhD/Doctorate). For the Private stream (PSEIs and Self Study), enrolment was concentrated in Professional courses (52.4 %). In the PSEIs, undergraduate made up for 41.6 % of the student population, Professional programmes- 38.4 % and higher degree programmes- 8.3%.

Enrolment in PFIs: Enrolment in the PFIs stood at 23,859 in 2019 compared with 22,155 in 2018, representing 48.1% and 46.7 % of total tertiary enrolment. Four of the 10 public institutions, namely the UoM (35.2 %), OU (27.8 %), UTM (11.6 %) and the MIE (13.9 %) together made up for 90% of enrolment in this sub-sector. There was contraction in enrolment at the UTM (- 5.5 %) and the UoM (-2.1%) in 2019. The UdM (+44.8 %, 395 students), the MIE (+17.6%, 497) and the OU (+18.2 %, 1,020 students), on the other hand, witnessed significant positive growth.

Enrolment in PSEIs: A total of 12,249 students were enrolled in PSEIs in 2019 compared with 12,150 in 2018, including 54.7% female, 61.8 % full-time, 34.2 % (4,190) part-time and 4% (485) studying on the distance education mode.

Distance Education: Overall, 12,962 students were studying through the distance education mode in 2019 representing 26.1 % of the tertiary student population, compared with 3.6% in 2018. They include 5,466 students on Self-study, 7,011 students based in PFIs and 485 registered in the PSEIs. Some 4,625 (35.7%) DE students were studying Accounting, 2,296 (17.7%) Administration/Management, 1,401 (10.8%) Business/Communication/Marketing and 845 (6.5%) Information & Technology.

International Students Studying in : The number of international students in Mauritius maintained its slow upward trend, increasing by 8.4% to 2579 in 2019, up from 2,380 in 2018. Of this total, 1,235 (47.9%) were female and 1,344 (52.1%) male. The majority of the international students were enrolled in the PSEIs (2,189; 84.9 %); 2,146 (83.2 %) were studying at undergraduate level, 267 (10.4 %) at Masters levels, and 12 (0.5 %) at PhD or MPhil level. In 2019, the number of international students admitted in local institutions stood at an estimated 930.

Mauritian Students Studying Abroad: The number of Mauritians studying overseas fell for the fourth year running to reach 8,079 in 2019. France/La Reunion emerged as the most preferred destination with 1,802 students (22.3%) followed by Australia- 1,550 (19.2%), Canada- 1,050 (13.0%), United Kingdom- 1,020 (12.6%), and India- 700 (8.7%). The most popular fields of study chosen by Mauritians studying abroad included inter-alia Engineering- 1,079 (13.4%), Medicine- 940 (11.6%), Administration/ Management- 680 (8.4%), and Business/Commerce/ Marketing - 669 (8.3%). With regard to new admissions of Mauritian students overseas, it can be noted that the number went up by 6.4 % to 2,695 in 2019 as compared to 2,532 in 2018.

1. Introduction This twenty-first edition of Participation in Tertiary Education, an annual publication of the Higher Education Commission (HEC, ex-TEC), reports on the state of tertiary as at December 2019.

2. Overall Participation in Tertiary Education in 2019 Enrolment in higher education has been grouped in three broad categories, namely, Public, Private and Overseas. Students can join either a Publicly-Funded Institution (PFI), or choose the private stream by either registering with a private Post-Secondary Educational Institution (PSEI) or engage in self-study with an awarding body overseas through distance education and open learning locally. Alternatively, students can opt to pursue their studies overseas.

In 2019, total enrolment registered a 4.8% growth to reach 49,653 students compared to 47,398 in 2018. Some 41,574 (83.7 %) students were undertaking their studies locally and 8,079 (16.3 %) overseas (Table 1). Of those based locally, 23,859 were enrolled in a PFI (57.4 %) 12,249 in a PSEI (29.5 %); and 5,466 (13.1 %) were undertaking Self-study.

Figure 1 gives the distribution of tertiary enrolment by source in 2019. As can be observed, the PFIs, made up for nearly 1 in 2 of the tertiary student population, with the UoM and the OU being the largest providers, accounting for 35.2% and 27.8 % of the total for the sub-sector respectively.

The increase in total enrolment may be attributed to the increase in the number of students studying locally which went up from 39,198 in 2018 to 41,574 in 2019 (+6.1 %); while total enrolment overseas contracted by 1.5 %, from 8,200 to 8,079 over the same period.

2.1 Trends in Enrolment by Source Enrolment in the PFIs attained new heights in 2019 surpassing its previous peak of 23,627 (year 2013) to reach 23,859 compared with 22,155 in 2018, or a net increase of +1704. With regard to private enrolment (PSEIs and Self Study), it has been fluctuating between the 16,000 and 18,000 mark since 2013. In 2019, a growth of +3.9% was recorded, with enrolment increasing from 17,043 to 17,715 (+672). Overseas enrolment, on the other hand, has since 2015 maintained a declining trend. The total number of students who were studying overseas in 2019 fell from 8,200 in 2018 to 8,079 in 2019.

Figure 2 shows the evolution of enrolment by source over the period 2010-2019. As can be noted, after attaining a peak of 50,608 in 2014, total enrolment had taken a somewhat declining trend since 2015, registering an average annual decrease of around -1.6% over the period 2014

to 2018. In 2019, however, total enrolment reversed steam with a net increase of 2,255 students, equivalent to a growth of 4.8 %.

2.2 Gross Tertiary Enrolment Rate The Gross Tertiary Enrolment Rate (GTER) which is an indicator of the participation level of Mauritians in tertiary education gained 2.5 percentage points to stand at 48.9% in 2019, up from 46.4 % in 2018. It is to be noted that the GTER is computed by taking the total number of Mauritian students pursuing higher studies, locally and overseas as a percentage of the population in the age group 20 to 24 years. In 2019, the figures works out at 47,044.

The evolution of GTER as from the year 2010 to 2019 is shown at Figure 3.

2.3 New Admissions/Intake Student intake, that is the number of new entrants into tertiary education stood at 18,372 in 2019 compared to 14,051 in 2018, or a net addition of 4,321 which is equivalent to a growth of over 30% in a single year. It is important to note that this surge in new admissions in 2019 coincides with implementation of the government policy to provide free higher education to all those attending the PFIs in whether full-time or part-time, leading to a certificate, diploma or degree.

From figure 4 below, it is noted that new intakes hovered around the 14,000 mark between the years 2015 and 2018. But the year 2019 constitutes a break from this trend with a record

increase in the number of students who opted for higher education. The number of new entrants was distributed as follows: 10,581 to the PFIs, 5,096 to the PSEIs/Self-study and 2,695 in institutions overseas. Overall, new admissions constituted 37.0 % of the total tertiary enrolment in 2019.

It is worth noting that Science & Technology-related subjects which comprised 26.3 % of total enrolment in 2019 has seen its share consistently declining in the last 5 years (2014 – 29.3 %; 2015 – 29.3 %; 2016 – 28.5 %: 2017- 27.3 %; 2018- 26.2 %).

The distribution of total enrolment by mode of study over the period 2010 to 2019 is shown at Figure 5 above. It is worth noting that all students on self-study were counted as studying through the DE/ online mode. Likewise, all those studying overseas were counted as full-time.

The gender distribution of enrolment by source is shown at figure 6 above. In line with earlier trends, there were more female students enrolled in PFIs (60.5 %) and in the private stream (53.5 %) in 2019, compared to male students. On the other hand, it is interesting to note that for overseas enrolment, male students tended to predominate (54 %).

Overall, in 2019 out of a student population of 36,108 in the HEIs (PFIs and PSEIs), 58.5 % were female. The corresponding figure for 2018 was 58.2 %.

2.7 Enrolment by Level The distribution of total enrolment by level tends to vary between public and private institutions, as show in the table below:

In the public HEIs, 15.9 % of students were enrolled at sub-degree level (Diploma and Certificate), 68.5% at bachelor level, 2.6 % at PG Certificate/Diploma level, 10.9 % at Masters Level and 2.1 % at MPhil/PhD/Doctoral level.

For the Private stream (PSEIs + Self Study), on the other hand, the vast majority of enrolment was concentrated in Professional courses (52.4 %). In PSEIs, undergraduate students made up 41.6 % of the student population, and 38.4 % were enrolled in Professional programmes, (38.4 %), while 8.3 % were registered on higher degree programmes. (Table 5 and 45).

3 Enrolment in PFIs Enrolment in the PFIs stood at 23,859 in 2019 compared with 22,155 in 2018, representing 48.1% and 46.7 % of total tertiary enrolment respectively. The student population was concentrated in 4 of the 10 public institutions, namely the UoM (35.2 %), OU (27.8 %), UTM (11.6 %) and the MIE (13.9 %), which together constituted 90.0% of enrolment in this sub- sector.

Figure 7 depicts the enrolment trend in the 4 public universities as well as the MIE for the period 2010-2019. There was a considerable contraction in enrolment at the UTM (- 5.5 %) in 2019, while the UoM also enrolled 2.1% less students than a year earlier. The UdM (+44.8 %, 395 students), the MIE (+17.6%, 497) OU (+18.2 %, 1,020 students), on the other hand, witnessed significant positive growth.

It is worth noting that the Open University has been consistently increasing its student intake since 2014. It is now the second most important provider of higher education in the country behind the University of Mauritius.

4 Enrolment in Private Post-Secondary Educational Institutions (PSEIs) A total of 12,249 students were studying in PSEIs in 2019 compared with 12,150 in 2018, of which 54.7% (6,705) were female, 61.8 % (7,574) full-time, 34.2 % (4,190) part-time and 4% (485) studying on the distance education mode. Some 41.6% students were reading for a Bachelor Degree, 38.4% for a Professional Degree, 8.3% for a Higher Degree (Postgraduate

Certificate/ Diploma, Masters) and 11.7% for a Sub-Degree (Diploma/Certificate) (Table 45). Enrolment by programme in the PSEIs in 2019 is shown at Table 47.

Significant variation exists in the size of PSEIs as reflected in the student population which ranges from 12 to 3,623. An analysis of the PSEIs who responded to the survey shows that 5 institutions had 'less than 50 students', 3 had 'between 50 and less than 100 students', 13 had 'between 100 and less than 500 students', 4 'between 500 and less than1000 students' and 3 have more than 1000 students.

Figure 8 above depicts enrolment in the Private stream, comprising both enrolment in PSEIs and in Self-Study. Over the period 2010 to 2019, enrolment in PSEIs registered an average annual growth of 5.3%, compared to 3.6% in self-study.

5 Enrolment through Distance Education Mode

Overall, 12,962 students were pursuing their studies through Distance Education in 2019 locally, representing 26.1 % of the tertiary student population, compared to 23.6% for 2018. These include 5,466 students on Self-study, that is, students who are enrolled directly with an awarding body overseas, 7,011 DE students based in PFIs and 485 registered with the PSEIs. Some 4,625 DE students (35.7 %) were studying Accounting, 2,296 (17.7 %) Administration/

Management, 1,401 Business/Communication/Marketing (10.8%) and 845 Information & Technology (6.5%). Tables 48 to 50 show the DE enrolment by source and field of study.

6 International Students Studying in Mauritius The number of international students in Mauritius has been following an upward rising trend over the last decade. In 2019, this trend was maintained as enrolment increased by 8.4% to 2579, up from 2,380 in 2018 (Figure 9). Of the 2,579 international students, 1,235 (47.9%) were female and 1,344 (52.1%) were male. The majority were enrolled in the PSEIs (2,189; 84.9 %). The estimated number of international students in Year 1 in the academic year 2019/2020 was around 930.

Some 2,146 (83.2 %) international students were studying at undergraduate level, 267 (10.4 %) at Masters levels, and 12 (0.5 %) at PhD or MPhil level. Tables 51-55 show the enrolment of international students by institution, programme of study, mode of study, gender and country of origin.

The international students emanated from 69 different destinations (Table 54) with the main source countries being India- 849 (32.9%), Madagascar- 321 (12.4%), Nigeria- 237 (9.2 %), South Africa- 155 (6.0 %), Kenya- 131 (5.1 %), United Republic of Tanzania- 130 (5.0%), , Zimbabwe- 101 (3.9 %) and France- 87 (3.4 %).

7 Mauritian Students Studying Overseas The total number of Mauritian students overseas fell for the fourth year running to reach 8,079 in 2019. France/La Reunion emerged as the most preferred destination overall with 1,802 students (22.3 %) followed by Australia- 1,550 (19.2 %), Canada- 1,050 (13.0 %), United Kingdom- 1,020 (12.6 %), and India- 700 (8.7 %). The most popular fields of study for Mauritians studying abroad included inter-alia Engineering- 1,079 (13.4 %), Medicine- 9,40 (11.6 %), Administration/Management- 680 (8.4 %), and Business/Commerce/ Marketing - 669 (8.3 %) (Table 58).

Figure 10 depicts the total enrolment of Mauritian students studying overseas. With regards to Mauritian students studying overseas, it can be noted that the number of new admissions went up by 6.4 % to 2,695 in 2019 as compared to 2,532 in 2018 (Table 57).

Note on Methodology

Enrolment data is acquired through a return that all PFIs submit to the Commission annually, as well as a survey directed at PSEIs registered with the TEC. Out of the 43 private institutions that were targeted in 2019, 30 participated in the survey.

Enrolment through Self-study is, on the other hand, determined from the examination statistics collected from the examination centers across the country. These centers, including the Mauritius Examinations Syndicate (MES) and the British Council, the two most important ones in the country, organised examinations for local and overseas awarding bodies in 2019. In order to derive a best estimate of the number of students on Self-study i.e. those enrolled directly with an awarding body overseas, the enrolment data from the PSEIs was reconciled with the statistics collected from the examination centers.

Data relating to Mauritians pursuing higher studies overseas is derived from different sources including foreign embassies and High Commissions based in Mauritius. For the present report, statistics were obtained through the Ministry of Foreign Affairs, Regional Integration and International Trade who was liaison point between the Embassies and Mauritian missions overseas. The Statistics were therefore received from the High Commission for the People’s Republic of Bangladesh, the mission in Canberra pertaining the number Mauritian students in Australia, the Embassy of the United States of America, the High Commission of Pakistan; the Head of Mission, Mauritius High Commission, London ; the Embassy of China, the Mission in Washington for the number of Mauritians studying in Canada, the Russian Embassy, the Department of International Relations and Cooperation of the Republic of South Africa, the Embassy of Egypt and directly from Campus France and the High Commission of India. Secondary data sources were also tapped namely the Employees Welfare Fund, the Scholarships Section of the Ministry of Education & Tertiary Education, Science and Technology and also from private recruiting agents.

Note on Types of Tertiary Educations Institutions in Mauritius

a) Publicly-Funded Institutions As at December 2019, there were ten publicly-funded institutions operating in Mauritius. These include four public universities, namely, the University of Mauritius (UoM), University of Technology, Mauritius (UTM), Open University of Mauritius (OU) and Université des Mascareignes (UdM), as well as the Mauritius Institute of Education (MIE), Mahatma Gandhi Institute (MGI), Rabindranath Tagore Institute (RTI), Fashion and Design Institute (FDI), Mauritius Institute of Training and Development (MITD) and Mauritius Institute of Health (MIH).

b) Private Post-Secondary Educational Institutions (PSEIs) In line with the Regulatory Framework for Post-Secondary Education, all PSEIs are required to register themselves with the Tertiary Education Commission and have their programmes accredited. In 2019, a total of 43 private institutions were registered and out of the 30 institutions which provided Statistics to the Commission, 28 were fully operational and delivering tertiary education programmes. Moreover, two institutions had not enrolled students. The PSEIs were offering courses in diverse fields and at levels ranging from Certificate to Master Degree, with the awarding bodies mostly based overseas.

Two PSEIs had the status of International Branch Campuses ( UK) and Greenwich Albany Ltd trading as Greenwich University, Pakistan (Mauritius Branch Campus). 3 PSEIs had Awarding Power- 1 Sub-Degree (Rushmore Ltd); 1 Degree (Charles Telfair Institute) and 1 from Sub-Degree to Postgraduate (Amity Institute of Higher Education). The remaining institutions were franchising programmes of awarding bodies based either locally or overseas or both. Table 43 shows a list of PSEIs registered with the HEC as at December 2019.

A total of 83 overseas awarding bodies were present locally in 2019. These awarding bodies were from the following countries: United Kingdom (47), France (8), Mauritius (7), South Africa (5), Australia (2), Malaysia (5), Scotland (3), Reunion (1), Europe (1), Ireland (1), and Spain (1), Switzerland (1) and USA (1). It is worth noting that many PSEIs with awarding powers also ran programmes of one or more other awarding bodies concurrently.

ANNEX: COMPUTATION OF TERTIATY EDUCATION ENROLMENT RATE

According to UNESCO, the Gross Enrolment Rate at the tertiary level (GTER) is defined as the number of students enrolled in tertiary education (ISCED level 5 to 8), regardless of age, expressed as a percentage of the population in the theoretical age group for that level of education, that is the five-year age group following official secondary school graduation age (taken in our case as 20 to 24 years)

i.e, GTER= (Enrolment in Tertiary Education/population aged 20-24 years) * 100

UNESCO defines tertiary education to include universities, teachers’ colleges, and higher professional schools, requiring as a minimum condition of admission the successful completion of education at the secondary level, or evidence of the attainment of an equivalent level of knowledge.

HEC’s definition of tertiary education aligns itself with that of UNESCO and encompasses all post- HSC/ A Level or equivalent programmes leading, upon completion to the award of either a Certificate- 1 full academic year; or a Diploma- 2 full academic year; or a Degree– 3 full academic year; or Postgraduate Degree or any other qualification recognised by the HEC.

However, the computation of GTER by UNESCO and HEC differs, as follows:

 For UNESCO, the number of students enrolled in tertiary education includes all students, local and international, enrolled and based locally and excludes all local students studying overseas

i.e GTER = Total Local Enrolment including international students divided by Population aged 20-24 yr multiply by 100

= (41,574/ 96,121) * 100

= 43.3%

 For HEC, on the other hand, the number of students enrolled in tertiary education refers to Mauritian students only, irrespective of whether they are studying locally or overseas.

As a result, our GTER reflects the participation rate of the local population in tertiary education as opposed to that of UNESCO which gauges the local supply capacity with regard to tertiary education.

Our GTER for 2019, accordingly, works out at 48.9%, as follows:

GTER= (Total Enrolment minus International students divided by

(Population aged 20-24 yr) multiply by 100

= ((49,623-2,579) /96,121)*100 = 47,044 / 96,121 * 100 = 48.9%

The attention of users is drawn to the fact that the GTER and not the Net Tertiary enrolment Rate (NTER) is the most widely adopted indicator internationally, for obvious practical reasons. The GTER refers to the number of students enrolled at the tertiary level, whether or not they belong to the relevant age group for that level. The NTER, on the other hand, is the number of students enrolled at the tertiary level who belong in the relevant age group as a percentage of the population in that age group.
