Zoe squads, such as Florida-based Zoe Pound, have proliferated in many states mostly along the East Coast in recent years expanding their criminal activity. Zoe squads are present in Connecticut, Florida, Georgia, Indiana, Maryland, Massachusetts, New Jersey, New York, North Carolina, South Carolina, Texas and many others. Zoes most recently expanded in the Midwest and are found in Midwest cities such as Chicago, Illinois, Detroit, Michigan, Indianapolis, Indiana and many others. Members were also found in western cities such as Oakland, California and Portland, Oregon. Zoes were also found in most islands such as Haiti, Jamaica, Bahamas, Cuba, D.R., Trinidad and Barbados. Because of the 2010 earthquake, many Haitians moved to south/central American nations such as Brazil and Belize, and started new Zoe squads in the area. Zoes are also active in the country of Canada, mostly in the Montreal area, which owns thousands of Haitian immigrants. Zoe Pound is a Haitian drug cartel that started in the 1990s in the L.A. Haiti precinct in Miami. The gang started making easy money for Haitians by committing criminal acts. Many members say Zoe Pound is a Haiti movement group that helps young people terrorized by African-Americans, Latinos and Whites. The gang began to grow into members who soon were more than a number who were there rivals. More than 25,000 Zoes where found in South Florida is one of the largest gangs in Florida, and with 50,000 nationwide. Zoe Pound has alliances with some of the United States' most notorious gangs such as Cripps, Blood, Gangster Disciples and the Downpours Lords. Zoe Pound controlled kilograms of drugs through the Port of Miami, the gang even spread through parts of the East Coast and Midwest. Many members will now be proud of their membership in Zoe earlier, without showing the gang's affiliation, due to the hostility of the African-American gang. The gang also used the black magic called voodoo against many of their rivals, but this was rejected by newer members. The gang also got into a lot of local street gangs like Cripps and Blood, and other local gangs. The gang has grown into members since the earthquake struck Haiti, with more than 100,000 members around the world, that's because of Haitian refugees who fled to America were taken by the gang. The gangsters in secrecy track them down for law enforcement. The gang is a predominantly black Haiti gang, but it has recruited blacks of different backgrounds. This includes recruiting Africans, Yahya Jamaicans, Trinidadians and Bahamians. The gang is home to many Afro-Caribbean immigrants. Zoe Pound is one of the largest, most dangerous and most often organized criminal organizations. Zoe Funk has ties to Jamaica, the limitless soldiers of Curacao and Marilitos of Cuba, to expand their criminal endeavors. Zoe Pound had a war with Yardy Ace because of cultural differences. Zoe would be dressed in red and blue, and the Yards would wear green and yellow. The two gangs would attack on the spot and start using weapons to resolve their disputes. The conflict between the two gangs has sparked ethnic tensions between Haitians and Jamaicans, nor does it want to connect with the other. Zoe and The Yards, however, have a common enemy, the Yankees, an African-American gang that attacked the Black men of the Caribbean, mostly Haitians and Jamaicans. The Yankees attacked Haiti on Haitian and Jamaican Day at 420, that's it The hatred of the Yankees unites Zoe and Yarde gangs to fight the Yankees. Overtime Zoe and Yardy settled down and both gangs ended their war. At the moment Zoe and Yardy are allies, the Yards will give Zoe advice on the boats that come to the ports where Zoe will kidnap and give some of The Yardes' products. Zoe Fung also teamed up with the no-limit soldiers, the alliance was formed so that the no-limit soldiers could help Zoe Fun expand their drug trade in South America and Europe in an exchange that Zoe Pound helped the borderless soldiers expand into the United States and Canada. In the 1980s, thousands of Haitians and Cubans migrated to the United States to escape the corruption that played out in their countries. Unlike most ethnic groups, Cubans show no hostility towards Haitians, with some sympathetic to them, because Cubans left their country for the same reason haitians were attacked by Mexican gangs. The Cubans formed a drug cartel known as Marilitos, marilitos needed street soldiers to protect and secure the delivery, so they decided to hire Zoe Fun, who is already known for her deadly reputation. The Top-6 Gang started out as a small Haitian rap group in Lake Worth and thrived as it became one of south Florida's most criminally successful and brutal gangs. The Top-6 has grown to include about 350 members in Lake Worth, which control at least 10 predominantly Haitian or Haitian-American neighborhood gangs in Lake Worth, Riviera Beach, West Palm Beach, Lantana and Boynton Beach. The gang has also spread to Miami, Orlando and Tallahassee. The top- 6 has more than 3,000 members in South Florida, with members moving to other cities such as Atlanta, Ga., Memphis, TN, New Orleans, L.A. and other areas. Top 6 usually go to war with gangs in their area, mostly Sureno gangs and local white gangs. T6 is known for its brutal fenders and for the remorseless of the deaths of innocent civilians. But regardless of what they did, the gang was still very active on the streets. The top-6 has many clicks such as: San Castle, G-Block, 14th Zoe Boys, C-Terrace, 2nd Avenue Zoes, Fade Squad, One Stop, and many more. The T6 are aligned with other big local bands such as Jack Boyce, Muk City and Ice Click. The gang controls the Palm Beach County drug trade without another gang trying to challenge them, knowing the outcome. The T6 is backed by Zoe Pound and ZMF, making their reputations even higher, with almost every band in Florida knowing about Zoe Pound. T6 consists of mostly Haitians, but have allowed a few not Haitians, black, if they can take advantage of the gang. According to law enforcement, Top 6 is the most dangerous gang in Palm Beach County because of their wild behavior and possessing a goofy fully automatic pistol. T6 usually sells drugs, but also known for breaking into houses and shops and robbing everyone in it. The top six have links to both Cripps and blood, this is mainly due to their hoodies being right next to them. T6 also has links to several folk nation gangs most significantly gangster students. The reason for the close ties between Top-6 and some gangs of nations is that people thought the Top-6 was a gang of nations because they used number 6. The 6s is one of the main symbols of the folk nation, it was later explained that Top-6 is not a folk band, but the links between DG and T6 have already been made. People weren't the only ones who thought the Top Six were The People, the people who were the sworn enemy of the nations, thought the Zoes turned to folk. That would give People an advantage over The People, which is mostly due to the fact that Zoe is one of the biggest gangs in Florida. People nation bands like vices and Latin kings are assured by their allies Zoe that Top-6 should, as all Zoe puts neutral and not allowed to choose a country, because either the war with Folks or the peoples will harm their income and control of the grass.

(U//FOUO) Intelligence in this assessment is based on data from 125 local, state, tribal, and federal law enforcement agencies through statewide intelligence meetings, adjudicated cases, and open source information. Specific gang data was collected from 71 law enforcement agencies through questionnaires disseminated at the statewide intelligence meetings and the 2017 Mississippi Association of Gang Investigators (MAGI) Conference.
