CORONATION CELEBRATIONS 1524 That a Resolution in the Following Terms Be Passed by the Council CORONATION CELEBRATIONS 1524 CORONATION CELEBRATIONS 1st April, 1953. COMMITTEE: Present: Councillors Jordan, J.P. (in the Chair), Brown, Cowen, O.B.E.. Collins, Gange, J.P., Kingett, Lovell, MacRae, Mason and Mrs. Potts. PART I.—RECOMMENDATIONS. RECOMMENDATION I: Coronation Film Performances for School Children. Your Committee has considered invitations from the Managers of local cinemas that arrangements might be made for local school children to see films of Her Majesty's Coronation during mornings of the week commencing 8th June, 1953, at a special concessionary rate of sixpence per school child. Two different releases will be shown in the District during the week following Her Majesty's Coronation, namely, that to be distributed by the Circuits Management Association, Ltd.. entitled " A Queen is Crowned "; and that to be distributed by Associated British Cinemas, Ltd., entitled " Elizabeth is Queen ". Both films will depict scenes of the Coronation of Her Majesty in Westminster Abbey, and will run for approximately an hour. Other suitable short films will accompany the Coronation film to make up a programme of approximately two-and-a-quarter hours. Eight cinemas are desirous of partici­ pating in the scheme, five of which will show the former film and three, the latter. The total seating capacity of these cinemas, at one performance, is sufficient to accommodate the number of school children involved. Your Committee recommends that arrangements should be made for all local children attending secondary schools, including those attending inde­ pendent schools, to attend these performances at the proposed price of 6d. per head. The approximate total number of such school children is 12,900, but it is not possible to ascertain how many of this number will attend until head teachers are in a position to supply further details. Your Committee recommends that a sum of not exceeding £273 (which will form part of the " overall" expenditure on Coronation Celebrations, as approved by Council resolution 6126: 12th December, 1952) shall be allocated for this purpose. Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: That the Council hereby approves the expenditure of a sum not exceeding £273, in respect of proposed visits of all school children in County and independent schools of secondary school age only, at the cost of sixpence per school child, to local cinemas to see morning films of the Coronation of Her Majesty Queen Elizabeth II, during the week commencing 8th June, 1953. RECOMMENDATION II: Old People's Entertainments. Your Committee has invited, and considered, applications from various local voluntary organisations for financial aid, in connection with the arrangements to be made for the entertainment of old people in the District on the occasion of Her Majesty's Coronation. In view of the excellent voluntary work carried out in the District by local bodies devoted to the interests of old people in Harrow, your Committee recommends that some financial assistance should be extended by the Council to local organisations arranging tea parties, television parties and other enter­ tainments, for old people on this joyous occasion. 1525 CORONATION CELEBRATIONS In particular, your Committee is gratified to note that no financial assistance has been requested of the Council, in respect of Coronation parties to be arranged by the W.V.S. (Harrow Central Branch) and the W.V.S. (South Harrow Branch) for their respective Darby and Joan Clubs. Your Committee is of the opinion, however, that some token recognition of the unselfish service of these organisations should be made by the Council, in the form of a small financial grant to each. The Headstone Women's Conservative Association has asked for the free use of the North Harrow Assembly Hall for an afternoon's entertainment of elderly folk in the Headstone Ward, on 9th or llth June, 1953, and your Committee recommends that the hiring charge should be met by the Com­ mittee out of the total sum approved by the Council. Your Committee also recommends that a request by the Harrow Old People's Welfare Committee for arrangements to be made for a party of old people to attend a Coronation film show (on the lines of those to be arranged for school children in the District) at the Council's expense, should be granted. It is not yet possible to estimate the number of old people desirous of attending such a show, but your Committee recommends that a sum of up to £25 should be allocated for that purpose. Your Committee also recommends that posters and leaflets should be dis­ tributed by the Committee throughout the Urban District, urging residents to invite one or two old persons to their homes to view television performances of the Crowning of Her Majesty. The expenditure envisaged by this recommendation, amounting to £125, can be met out of the balance as yet unallocated of the financial provision approved by Council resolution 6126 (12th December, 1952). Minutes: RESOLVED : That the minutes of the meeting of the Committee held on 13th February, 1953, having been circulated, be taken as read and signed as a correct record. CORONATION CELEBRATIONS 1526 38. Lord Mayor's National Flood and Tempest Distress Fund: On 20th February, 1953, the Council referred a motion in the following terms by Councillor Gange, J.P., to the Coronation Celebrations Committee for consideration: — That, notwithstanding Council resolution 6126 (12th December, 1952), whereby the sum of £10,000 was allocated for Coronation Celebrations expenditure, the Council approves the setting aside of a sum of £1,000 of this amount to be sent as a grant from the Urban District to the Lord Mayor's National Flood and Tempest Distress Fund. Your Committee has considered Councillor Gange's motion and has come to the conclusion that the subject matter thereof is not one within the terms of reference of the Committee, which may broadly be defined as the initiation and co-ordination of local Coronation Celebrations. RESOLVED: That the Coronation Celebrations Committee regrets that it can take no action in the matter. 39. Sweets for School Children: With reference to Council resolution 6203 (16th January, 1953), the Clerk reported that the District Education Officer had duly obtained a number of quotations for suitably packed two-ounce packets of boiled sweets. The Sweets for School Children: Use of School Premises Sub-Committee had examined the confectionery samples, and had decided that those supplied by Diamints, Ltd., were the most suitable product. This firm had offered 892 dozen packets of sweets to the Council at a cost of £155. As the question of ordering the supplies of sweets was a matter of urgency and so that the order might be placed to ensure delivery before the beginning of June, the Clerk had on the instruction of the Sub- Committee, asked the District Education Officer to accept the tender and order the sweets from Diamints, Ltd. RESOLVED: That the Clerk's report be received; and that the action above reported be hereby approved. 40. Coronation Ball: With reference to resolution 28(2) (13th February, 1953), the Clerk reported upon the preliminary arrangements which had been made in connection with the holding of a Coronation Ball. RESOLVED: That the Clerk's report be received: that his preliminary arrangements for a Coronation Ball to be held at Kodak Hall on a self- supporting basis, be hereby approved; and that the terms of the offer of Messrs. Wright Cooper, Ltd. (Harrow), to act as caterers at the Ball, be hereby accepted. 41. Assembly Halls: Hire Concessions: The Clerk reported applications by a few organisations, asking whether the Assembly Hall at Rayners Lane might be made available to them, free of charge, in a similar manner to that which school halls will be made available to local organisations for Corona­ tion activities during the month of June, 1953. RESOLVI.D: That the Clerk's report be received; and that he be instructed to inform the local organisations concerned that the Council does not propose to make arrangements for the free use of its assembly halls by local organ­ isations on this occasion. 1527 CORONATION CELEBRATIONS 42. Coronation Concert at Kodak Hall: With reference to resolution 28(2) (13th February, 1953), the Clerk submitted a letter (7th March, 1953) from Mr. Charles Hambourg, conductor of the Harrow Symphony Orchestral Society, giving details of his proposed arrangements in connection with the Coronation Concert to be given by the Society at Kodak Hall on 20th June, 1953. RESOLVED: That the letter be received; that Mr. Hambourg's proposals be hereby approved and that Mr. Hambourg be congratulated thereon. 43. Coronation Ode Competition: The Clerk submitted a letter (15th Febru­ ary, 1953) from the Harrow Writer Circle as to a proposed Coronation Ode Competition to be held under the auspices of the Harrow Arts Council. The Writer Circle gave details of the Competition prizes to be awarded, the membership of the panel of judges, and invited the District Council to nominate a Councillor to act as one of the judges.

I estimate that there were more than 3000 people gathered on the main street overlooking George Town harbour to welcome the Royal couple when they landed by barge from the Royal Yacht Britannia which had sailed into view shortly after 8 a m on Saturday 26 February escorted by the frigate HMS Lancaster. After the usual formalities and presentations the motorcade proceeded to the Legislative Assembly, The Queen and The Duke riding in the Rolls Royce which was purchased by the Cayman Islands Government for this occasion subsequently to become the Governor's official car. After inspecting a Guard of Honour drawn up by the Royal Cayman Islands Police, the Royal Party entered the Assembly where Her Majesty read the Speech from the Throne All members of the Legislative Assembly and their spouses were presented in the Speaker's Room and we then proceeded to what I consider to be the highlight of the visit: a public investiture on the steps of the Assembly when Cayman's first knight, Sir Vassel Johnson, Kt„ CBE, was formally dubbed in front of a large crowd.

Colonial officials and administrators sought to encourage loyalty and obedience on part of Queen Victoria’s subjects around the world through imperial spectacle and personal interaction with the queen’s children and grandchildren. The royal tour, I argue, created cultural spaces that both settlers of European descent and colonial people of color used to claim the rights and responsibilities of imperial citizenship. Prince Philip, Duke of Edinburgh racing one of his best-loved sailing boats at the Maritime Art sale on 12 June. The oil painting by Montague Dawson shows Prince Philip sailing Coweslip, a two-person boat known as a Flying Fifteen, with the Royal Yacht Britannia anchored in the distance. Estimated to fetch between £100,000 and £150,000, it evokes the thrill of racing on a fine, blustery day at Cowes. The painting is among 146 lots estimated to realise a total of around £1.5 million. Jane Turner, Specialist in Maritime Paintings and Watercolors said: “Prince Philip was a keen sailor and this painting shows his skilled manoeuvring of the boat. It is extremely rare to find a work of this kind featuring a Royal and it is a great pleasure to offer such a fine example as the top lot in the upcoming Maritime Art sale. Montague Dawson was one of the greatest marine artists of the 20th Century, counting two American Presidents and the British Royal family among his patrons.
