THE Minister of Local Government and Public Works, in terms of section 83 of the Rural District Councils Act [Chapter 29:13} as read with section 224 of the Urban Councils Act [Chapter 29:15], hereby makes the following notice: — Title 1. This notice may be cited as the Manyame-Chitungwiza (Declaration of Joint Committee) (Braemar, Longlands, Cawdor, Edinburg, Tantallon and Dunnottar) Notice, 2021. Establishment of the Committee 2. (1) The Manyame-Chitungwiza Joint Committee is hereby established. (2) The committee shall be a body corporate, capable of suing and being sued in its corporate name. (3) The Agreement set out in the Schedule shall regulate the joint committee.

Schedule Preamble Whereas by virtue of Resolutions number F.C179/2019 dated 31 st January, 2019, by Chitungwiza Municipality and Manyame Rural District Council and number 454th ordinary council minutes dated 5th April, 2020, the parties have resolved to participate in the joint management of the following farms namely: Braemar, Longlands, Cawdor, Edinburg, Tantallon and Dunnottar, it is now agreed as follows: Areas of joint interest 1. The area to be jointly managedis Braemar, Longlands, Cawdor, Edinburg, Tantallon and Dunnottar farms situated in Ward 9 in the district of Seke in between the area administered by Chitungwiza Municipality and that administered by Manyame Rural District Council. Interpretation 2. In this notice —

“the agreement” means this agreement; “business day” means any day other than Saturday or Sunday or public holiday in Zimbabwe; “joint committee” means the committee made up of the members as appointed from time to time in terms of section 224 of the Urban Councils Act [Chapter 29:15], and section 83 of the Rural District Councils Act [Chapter 29:13], Objectives of the committee 3. The objective of the committee shall be the development of the Braemar, Longlands, Cawdor, Edinburg, Tantallon and Dunnottar farms. Appointment of committee members 4. Each party will appoint or second three (3) members from its councillors or members to the joint committee as provided for in the Urban Councils Act [Chapter 29:15], and or Rural District Councils Act [Chapter 29:13] : Provided that the rural district council may appoint additional institutional members in terms of section 83 of the Rural District Councils Act [Chapter 29:13], Tenure of office of the Committee 5. (1) The committee shall hold office during their office tenure periods as provided in section 226 of the Urban Councils Act [Chapter 29:15], and section 85 of the Rural District Councils Act [Chapter 29:13], (2) The committee shall elect the Chairperson at their first meeting who shall hold office for twelve (12) months — and the office of the Chairperson shall be alternated between the three (3) parties. The Chairperson shall have a casting vote should there be a tie amongst the joint committee. Functions and powers of the committee 6. The committee shall have similar competences as provided in the Second Schedule and Third Schedule of the Urban Councils Act [Chapter 29:15] and any other that councils can lawfully execute. 1404 S.I. 211 of 2021

Expenses 7. The parties shall share the expenses equally between themselves and in terms of section 224(4) of the Urban Councils Act.

Costs 8. The parties shall jointly bear the costs incurred and incidental to the negotiation, preparation, execution and implementation of this Agreement. General 9. (1) This agreement constitutes the sole record of the agreement amongst the Parties in regard to the subject matter thereof and supersedes all prior agreements amongst the parties or any of them in regard to the subject matter thereof. (2) If any provision of this agreement is held or found to be invalid or unenforceable or contrary to the provisions of any law, such provision shall be deemed to have been severed from this Agreement and to pro non script: Provided that all of the remaining terms of this Agreement shall continue to be of full force and effect and to bind the Parties. (3) The provisions of this agreement shall be binding upon the successors-in-title and assigns of the parties. Accordingly, the rights and obligations of each party arising out of or pursuant to this agreement shall devolve upon and bind its legal personal representatives, successors-in-title and permitted assigns. Applicable law and jurisdiction 10. This agreement is subject to the Laws of Zimbabwe.

IT is hereby notified that the Minister of Energy and Power Development has, interms of Article 10(l)ofthe Agreement between the Republic of Zimbabwe and the Republic of Zambia concerning the utilisation of the Zambezi River, made the following by-laws:— 1. These by-laws may be cited as the Zambezi River Authority (Kariba Dam Wall Toll Fees) (Amendment) By-laws, 2021 (No. 3). 2. The Schedule to the Zambezi River (Kariba Dam Wall Toll Fees) By-laws, 2010, published in Statutory Instrument 149 of 2020, as amended by the Zambezi River Authority (Kariba Dam Wall Toll Fees) (Amendment) By-laws, 2012 (No. 2), published in Statutory Instrument 145A of 2012, is hereby amended by the deletion of “Kwacha” under the subtitle “Fee” and substituted with “Zimbabwe Dollar”.

HIS EXCELLENCY THE HONOURABLE EMMERSON D. MNANGAGWA, G.C.Z.M., President of Zimbabwe and Commander in Chief of the Defence Forces of Zimbabwe. WHEREAS it is desirable to grant recognition for outstanding contribution or stellar accomplishments which further the interests of Zimbabwe, arising from the contribution of the luminaries, heroes and heroines of the first Chimurenga, solidarity and friendship of foreigners, selfless dedication to the preservation ofZimbabwe, selfless achievement of the highest order in humanitarian work, human capital development, national development and justice; AND WHEREAS in terms of the Honours and Awards Act [Chapter 10:11] it is provided that the President may, by warrant issued under his hand, create Honours and Awards: NOW, THEREFORE, under and by virtue of the powers vested in the President as aforesaid, I do, by this warrant, hereby create three awards and specify in relation thereto the following rules: — RULES RELATING TO THE AWARDS Interpretation of terms 1. In these rules — “Diamond Award” means the Order of the Great Zimbabwe Diamond referred to in rule 2; “Friendship Award” means the Zimbabwe International Friendship Award referred to in rule 2; “Legacy Award” means the National Historical Legacy Award referred to in rule 2; “Humanitarian Award” means the Jairos Jiri Humanitarian Award referred to in rule 2;

“Robert Mugabe Award” means the Robert Gabriel Mugabe Commendation Award for Service in Human Capital Development, referred to in rule 2; “Joshua Nkomo Award” means the Joshua Mqabuko Nyongolo Nkomo Commendation Award for Community Development, Peace Building and Fostering Unity, referred to in rule 2; and “Herbert Chitepo Award” means the Herbert Wiltshire Pfumaindini Chitepo Commendation Award for Justice and Human Rights, referred to in rule 2. Awards 2. The awards shall comprise of— (a) the Zimbabwe International Friendship Award; (b) the National Historical Legacy Award; (c) the Jairos Jiri Humanitarian Award; (d) the Robert Gabriel Mugabe Commendation Award for Service in Human Capital Development; (e) the Joshua Mqabuko Nyongolo Nkomo Commendation Award for Community Development, Peace Building and Fostering Unity; and (f) the Herbert Wiltshire Pfumaindini Chitepo Commendation Award for Justice and Human Rights. Description of awards 3. (1) The order of the Great Zimbabwe Diamond is an honour of recognition represented by a medal and a scroll, consisting of— (a) the medal for the Order of the Great Zimbabwe Gold with a diamond taking the place of the sun depicted in the medal; (b) metal gold plated scroll rods; (c) natural A3 scroll parchment paper; and (d) the Zimbabwe Coat of Arms in colour below the inscription, “ORDER OF THE GREAT ZIMBABWE 1410 S.I. 213 of 2021

DIAMOND”, the inscription in red, “ZIMBABWE RESERVES THE GREATEST HONOUR, RECOGNISES AND IS FOREVER INSPIRED AND BEHOLDEN TO HER LUMINARIES, HEROES AND HEROINES which is followed by the roll of names of the luminaries, heroes and heroines written in calligraphy, in enamel black, with the Presidential Seal on the right bottom. (2) The Zimbabwe International Friendship Award shall consist of an enamelled radiating star medal— (a) of a maximum width of 89 millimetres; (b) of 9 carat gold; (c) bearing on the obverse a starred round medal with the words “ZIMBABWE GRANT ORDER OF FRIENDSHIP” inscribed in gold on an enamelled maroon background, within two circular gold bands surrounding two golden clasped hands on an enamelled green background; (d) plain on the reverse; and (e) accompanied by a 95mm ceremonial sash bearing the colours of the national flag from which is suspended a 51mm enamelled badge.

(3) The National Historical Legacy Award shall consist of a plain gold or silver cross — (a) with a medallion in scribed on the centre of the intersecting rectangular arms of the cross.The medallion sits upon a four pointed star with each of the star points pointing to the middle of each of the four arms of the cross. In the centre of the medallion is an emblazoned Zimbabwe Bird surrounded by the inscription “RESTORE LEGACY ENDURING PEACE UNITY”;

(b) with a single chain link attaching to a suspender, upon which are engraved two doves, facing opposite directions, each bearing a three leafed branch in its beak. (c) is plain on the reverse; and (d) suspended through a slot on the upper side of the suspender by a ribbon thirty eight millimetres in width, of vertical stripes coloured in the order green, red, black gold, black red, green and measuring four millimetres, four millimetre, two millimetre, eighteen millimetres, two millimetres, four millimetres, four millimetres four millimetres, respectively. (4) The Jairos Jiri Humanitarian Award shall consist of a sterling silver medal — (a) of a maximum of 38 millimetres diameter; (b) bearing on the obverse a round medal with the words “JAIROS JIRI HUMANITARIAN AWARD” inscribed within the two circular bands making the outer ring of the medal. A five pointed star is inscribed in the centre of two circular bands. A Zimbabwe Bird is emblazoned upon the centre of the star; (c) plain on the reverse; and (d) suspended by two chain links attached to the medal and 38 millimetre ribbon on either end.

(5) The Robert Gabriel Mugabe Commendation Award for Service in Human Capital Development medal in gold— (a) is a maximum of 40 millimetres in diameter: (b) bears on the obverse a circular gold medal in the centre depicting the emblazoned head effigy of Robert Gabriel Mugabe on an enamelled yellow background, surrounded by the words “hUmAN CAPITAL DEVELOPMENT SERVICE AWARD” inscribed within two circular bands;

(c) has a suspender on which are engraved a book, a hoe and a desktop computer; (d) is inscribed with the name of the recipient on the reverse; and (e) is suspended through a slot on the upper side of the suspender by a ribbon thirty eight millimetres in width, of vertical stripes coloured in the order green, black, red, green, gold, green, red, black, green and measuring four millimetres, one millimetre, one millimetre, four millimetres, eighteen millimetres four millimetres, one millimetre, one millimetre, four millimetres respectively.

(6) The Joshua Mqabuko Nyongolo Nkomo Commendation Award for Community Development, Peace Building and Fostering Unity medal in gold— (a) that is a maximum of 40 millimetres diameter; (b) bearing on the obverse a circular gold medal in the centre depicting the emblazoned head effigy of Joshua Nqabuko Nyongolo Nkomo on an enamelled green background, surrounded by the words “COMMUNITY DEVELOPMENT, PEACE AND UNITY AWARD” inscribed within two circular bands; (c) that has a suspender, upon which are engraved a dove and two clasped palms; (d) inscribed with the name of the recipient on the reverse; and (e) is suspended through a slot on the upper side of the suspender by a ribbon thirty eight millimetres in width, of vertical stripes coloured in the order gold, black, red, gold, green, gold, red, black, gold and measuring four millimetres, one millimetre, one millimetre, four millimetres, eighteen millimetres four millimetres, one millimetre, one millimetre, four millimetres respectively.

(7) The Herbert Wiltshire Pfumaindini Chitepo Commendation Award for Justice and Human Rights medal in gold— (a) is a maximum of 40 millimetres in diameter; (b) the obverse is a circular gold medal in the centre depicting the emblazoned head effigy of Herbert Wiltshire Pfumaindini Chitepo on an enamelled purple background, surrounded by the words “JUSTICE AND HUMAN RIGHTS AWARD” inscribed within two circular bands; (c) that has a suspender, upon which are engraved the scales of justice; (d) is inscribed with the name of the recipient on the reverse; and (e) is suspended through a slot on the upper side of the suspender by a ribbon thirty eight millimetres in width, of vertical stripes coloured in the order green, black, gold, green, red, green, gold, black, green and measuring four millimetres, one millimetre, one millimetre, four millimetres, eighteen millimetres four millimetres, one millimetre, one millimetre, four millimetres respectively. Eligibility for awards 4. (1) The Order of the Great Zimbabwe in Diamond may be awarded to luminaries, heroes and heroines of the First Chimurenga who distinguished themselves through remarkable feats of bravery in resisting colonial occupation, paying for their disposition with their lives, ultimately inspiring patriots of the Second Chimurenga and whose exploits continue to sustain Zimbabwe’s nationhood. (2) The Zimbabwe International Friendship Award may be awarded to foreigners and foreign organisations that have made a great contribution towards building and consolidating friendship and solidarity ties with Zimbabwe and have contributed to Zimbabwe’s social and economic progress. The award exemplifies a true spirit of solidarity and friendship based on mutual respect for sovereignty, national values and peace.

(3) The National Historical Legacy Award may be awarded to Zimbabweans who have selflessly and relentlessly dedicated themselves to the preservation of Zimbabwe’s peace, order, sovereignty, integrity and unity, thereby fostering Zimbabwe’s socio­ economic development. (4) The Jairos Jiri Humanitarian Award may be awarded to persons who have worked and dedicated their lives to the betterment of humanity through rendering humanitarian service. The award recognises the spirit of humanism exhibited by the recipient, while honouring the virtues of concern for the disadvantaged and vulnerable members of society. (5) The Robert Gabriel Mugabe Commendation Award for Service in Human Capital Development may be awarded for outstanding, transformative service in human capital development that opens up and realises growth in new economic sectors while ensuring inclusivity. (6) The Joshua Mqabuko Nyongolo Nkomo Commendation Award for Community Development, Peace Building and Fostering Unity may be awarded for outstanding and consistent transformative service in the improvement of livelihoods at community level, engendering peace making and fostering unity. (7) The Herbert Wiltshire Pfumaindini Chitepo Commendation Award for Justice and Human Rights may be awarded for distinguished and consistent pursuit of justice and human rights for the greater good of humanity. Grant of awards 5. (1) The awards shall be granted on the authority of the President. (2) The awards may be granted posthumously in accordance with regulations made in terms of the Act. (3) The Chief Secretary to the President and Cabinet shall advise the Registrar of Honours and Awards of the names of persons to whom an award has been granted. 1415 Warrant 1 of 2021

Postnominal letters (6) The initials “N.H.L” may be used after the name of a person to whom the Legacy Award has been conferred.
