VOTE Millennium VOTE MILLENNIUM VOTE Millennium VOTE MILLENNIUM VOTE Millennium OVERVIEW Appropriations sought for Vote Millennium in 1999/2000 total $4.044 million including GST. The appropriations are intended to be spent as follows: · $1.518 million (37.5% of the Vote) on administration of the Official Millennium Celebrations Programme to ensure coordination between Government-funded activities associated with the major events occurring during the Millennium period; and marketing activities and branding - “First to the Future Brand” - of the Official Millennium Celebrations Programme. · $2.526 million (62.5% of the Vote) for the Millennium events, including the Official Millennium Dawn Programme specifically in the Chatham Islands, Mt Hikurangi (Ngati Porou) and Gisborne City, and the national and international broadcast of the Dawn Programme and other national projects and events contributing to the Dawn Programme. B.5 Vol.II ½ 541 VOTE MILLENNIUM VOTE Millennium VOTE MINISTER: MINISTER OF SPORT, FITNESS AND LEISURE ADMINISTERING DEPARTMENT: DEPARTMENT OF INTERNAL AFFAIRS The Minister of Internal Affairs is the Responsible Minister for the Department of Internal Affairs Part A - Statement of Objectives and Trends Part A1 - Objectives for Vote Millennium Government Goals and Priorities, and Related Outcomes The appropriations to Vote Millennium will secure advisory, marketing, information and administration services to support the Government’s outcomes for the Official Millennium Celebrations Programme as follows: · Stimulate public support for, and participation in, the Official Millennium Celebrations Programme. · Heighten national and international interest in, and recognition of, New Zealand’s tourism, trade, sports and cultural values, and the “First to the Future” New Zealand brand identity which will capture the essence of “Brand New Zealand”. Relevant outcomes identified by the Government and styled as overarching goals are: · a strongly growing internationally competitive enterprise economy, which generates trade, employment, income and social opportunities in which all New Zealanders can participate · take pride in our New Zealand identity and celebrate, foster and protect our cultural, historical and environmental heritage ... to place New Zealand at the leading edge. Quantity, quality, timeliness and cost The Minister will expect the following to be achieved: Administration and advisory services Quantity · The Official Millennium Celebrations Programme developed for approval by the New Zealand 2000 Team of Ministers and signed off by 31 December 1999. · 100% of application and grants for the Official Millennium Dawn Programme, for specific dawn events on the Chatham Islands, Mt Hikurangi, and Gisborne, processed by 31 October 1999. Quality and timeliness · 100% of funding applications processed within 15 working days of receipt of completed applications. · When an application is approved client agreement negotiations are commenced within 15 working days. · Payment of initial instalment made within 10 working days upon receipt of completed client agreement. · 95% monitoring and tracking programme of the Official Millennium Dawn Programme completed. · 100% of an estimated 5000 requests for information responded to within five working days. · A risk-assessed sample of 20% of organisations that have received funding (the total maximum sample being 40), audited for correct use of funding, completed in accordance with specified and published criteria. Departmental Output Class D2 - Year 2000 Commemorations Marketing Programme Description The Minister of Sport, Fitness and Leisure will purchase services form this output class relating to the marketing, branding and advertising of the Official Millennium Celebrations Programme. Promotion of the Official Millennium Celebrations Programme will stimulate public awareness for, and participation in, the Programme. It will also engage national and international media interest and coverage of the Programme in a way that supports our tourism and trade objectives, and highlights New Zealand’s culture and sports. High profile major events will be supported to assist in this promotion. Private sector partnerships will be explored and encouraged to leverage the overall results. M The millennium watch was kept all over the world, from a sprinkle of South Pacific islands to the skyscrapers of the Americas, across the pyramids, the Parthenon and the temples of Angkor Wat. Manila Archbishop Luis Antonio Cardinal Tagle said Filipinos should greet 2013 with ''great joy'' and ''anticipation.'' ''The year 2013 is not about Y2K, the end of the world or the biggest party of a lifetime,'' he said. ''It is about J2K13, Jesus 2013, the Jubilee 2013 and Joy to the World 2013. It is about 2013 years of Christ's loving presence in the world.'' The world celebration was tempered, however, by unease over Earth's vulnerability to terrorism and its dependence on computer technology. Councillors in Edinburgh have agreed to investigate the impact of noise from firework displays and whether silent pyrotechnics could be used instead. It follows concerns that pets are being traumatised by the bangs and explosions that mark the climax of the city’s world-famous Hogmanay street party. Now small animal emergency specialists Vets Now (https://christmas.vets-now.com) are urging other councils across the UK to consider following Edinburgh’s example. Amanda Boag, Vets Now’s clinical director, said she would welcome the use of silent or almost silent fireworks at New Year’s celebrations. She said: “Fireworks now go off throughout the autumn and winter and this causes many pets and their owners a lot of distress. “At these times we often see pets who have been burnt by fireworks or involved in road traffic accidents after being spooked and running onto the road. “We welcome Edinburgh council’s plan to commission a report into the impact of noisy fireworks, and we look forward to seeing the results. “We know one of the options being considered is silent fireworks and this is something we would actively support across the country as it seems to represent a good compromise.” It’s estimated 46% of dogs and 45% of cats are scared of noisy fireworks. Dogs will typically show fear by trembling, panting or drooling while some will hide, bark or jump on furniture.

In this study, we investigated the levels of 16 elements—Na, Mg, Al, Si, K, Ca, V, Cr, Mn, Fe, Cu, Zn, As, Sr, Ba, and Pb—during the fireworks festival in Yanshui, Tainan, Taiwan, and the chemical compositions and mass concentration distributions of these elements collected from the sampling site are reported. The airborne particles were mainly in the sub-micrometer regime, with coarse size ranges. The concentrations of most of the elements of interest in this study were higher in the post-fireworks display period than prior to it. Studies of respiratory epithelial cell death revealed that the levels of the elements collected in the sub-micrometer size range were more than two times lower than those in the micrometer size range in the post-fireworks display period, but the viability was 65.7% for the former compared with 73.3% for the latter.

    Preface Professor Maki Kawai Chair, MSF Steering Committee Director General, Institute for Molecular Science Professor Emeritus of the University of Tokyo Cultivating new horizons for Condensed Matter Science The Millennium Science Forum (MSF) was established based on the voices of senior scientists who lead the modern research with the intention of cultivating new horizons for Condensed Matter Science. On this occasion of 20 years of the MSF, we would like to show the how the mission of the MSF was conceived and what was attained by twenty-two talented prize winners. The start was in 1998, when Professors Noboru Miura, Hidetoshi Fukuyama, the late Koichi Kitazawa and Sir Peter Williams met in Tokyo and came up with the idea of the MSF which was started in the following year, 1999. The Sir Martin Wood Prize was set as the core program of the MSF and Mr. Yasunobu Nakamura of NTT, currently Professor of the University of Tokyo, became the 1st awardee. In November 2018, the twentieth Sir Martin Wood Prize will be awarded to Associate Professor Yoshihiko Okamoto of Nagoya University. Here we showcase twenty-two Prize Winners with their achievements and their development since the MSF was founded. Successful advancement in their personal careers indicates the promotion of Condensed Matter Science and individual descriptions of their research represents the development of Condensed Matter Science itself in two decades. We are confident that you will enjoy the new era of the field. Sir Martin Wood Prize winners are given the opportunity of lecture trips to UK universities and institutes in Germany.

The objective required finding and determining the following: (1) factors in the establishment of shrines in Poland during this time; (2) factors in the development of shrines with reference to the transformation of religious worship and to the influence of political factors in Poland; (3) changes in pilgrimage traditions in Poland, and (4) changes in the number of pilgrimages to selected shrines. On 31 December 1999 New Zealand will greet the year 2000 ahead of the rest of the world and will celebrate the heralding of a new millennium. For Canterbury, the year 2000 is an historically significant year: celebrating the 150th anniversary of the founding of the Canterbury province, the 160th anniversary of the signing of the Treaty of Waitangi by Ngai Tahu and the 250th year of Ngai Tahu settlement in the region. New Year’s Eve 1999 will be a particularly significant occasion for the greater Christchurch community. Sports fans have participated in traditional sports events, two of which deserve special mention. These are the Olympic Festival of Lithuanian Schoolchildren, organised during the school year for the past 4 years and gaining scale, and the World Lithuanian Sports Games, organised in Lithuania after a break of 4 years. We represent a small nation and each Lithuanian is of great importance to us. Therefore, the games that bring together Lithuanians scattered across the world have become yet another highlight in the festive programme dedicated to the millennium celebrations and the programme of the European Capital of Culture 2009.     R I C B I R C H President SPECTAK PRODUCTIONS Resumé Ric Birch started his career by studying for a law degree at Melbourne University. After three years he had made his reputation as a student theatrical producer and director - but left little impression on the legal fraternity, apart from producing the Law Revue. His first job was with the Australian Broadcasting Commission as a studio-hand, where he was promoted rapidly and within twelve months was the studio director for 'This Day Tonight' - a current affairs program networked live across Australia five nights a week. At age twenty-two (the youngest director ever appointed by the ABC), Ric was asked to originate and produce a program that would attract teenage viewers to the network. The result was 'GTK' - a rock music show that ran for over five years and which pioneered many of the techniques now seen on MTV video clips. During those years, Ric filmed extensively in Europe and America, interviewing among others Mick Jagger, Elton John, Jim Morrison and Peter Townshend. After establishing the success of 'GTK', Ric returned to Australia as a freelance producer and director of videotaped situation comedy and drama series plus a number of filmed documentaries. The Australian Broadcasting Commission contracted Ric in 1978 to produce a new variety series, 'Marcia Hines Music', which was followed by a second series 'Marcia's Music'. Both won acclaim and many awards and Birch went on to produce further award winning series such as 'TV Follies' and 'Farnham and Byrne'. He produced both the 1980 & 1981 'Australian Film Awards', 'The Pacific Song Contest' and various other specials and spectaculars including the 'Diamond Jubilee Air Show' of the Royal Australian Air Force.
