VOTE Millennium OVERVIEW

Appropriations sought for Vote Millennium in 1999/2000 total $4.044 million including GST. The appropriations are intended to be spent as follows:

· $1.518 million (37.5% of the Vote) on administration of the Official Millennium Celebrations Programme to ensure coordination between Government-funded activities associated with the major events occurring during the Millennium period; and marketing activities and branding - “First to the Future Brand” - of the Official Millennium Celebrations Programme.

· $2.526 million (62.5% of the Vote) for the Millennium events, including the Official Millennium Dawn Programme specifically in the , Mt Hikurangi (Ngati Porou) and Gisborne City, and the national and international broadcast of the Dawn Programme and other national projects and events contributing to the Dawn Programme.

Government Goals and Priorities, and Related Outcomes

The appropriations to Vote Millennium will secure advisory, marketing, information and administration services to support the Government’s outcomes for the Official Millennium Celebrations Programme as follows:

· Stimulate public support for, and participation in, the Official Millennium Celebrations Programme.

· Heighten national and international interest in, and recognition of, New Zealand’s tourism, trade, sports and cultural values, and the “First to the Future” New Zealand brand identity which will capture the essence of “Brand New Zealand”.

Relevant outcomes identified by the Government and styled as overarching goals are:

· a strongly growing internationally competitive enterprise economy, which generates trade, employment, income and social opportunities in which all New Zealanders can participate

· take pride in our New Zealand identity and celebrate, foster and protect our cultural, historical and environmental heritage ... to place New Zealand at the leading edge.

Output Class Contributions to the Government’s Goals

Important contributions within Vote Millennium to these outcomes include:

· developing the Official Millennium Celebrations Programme

· processing applications and grants for the official dawn events

· supporting the New Zealand 2000 Team of Ministers and the Towards 2000 Taskforce

· promoting the celebrations and the associated brands of “First to the Future” and “Brand New Zealand”, both nationally and internationally

· supporting programmes associated with the America’s Cup regatta and the 2000 Olympics.

Output Class D1 - Administrative and Advisory Support Services

Description

The Minister of Sport, Fitness and Leisure will purchase advice and services which include the provision of clerical, advisory and accounting services to the Towards 2000 Taskforce advisory and information services relating to the distribution of government funding and delivery of the Official Millennium Celebrations Programme, and services to the New Zealand 2000 Team of Ministers.

Quantity, quality, timeliness and cost

The Minister will expect the following to be achieved:

Administration and advisory services

Quantity

· The Official Millennium Celebrations Programme developed for approval by the New Zealand 2000 Team of Ministers and signed off by 31 December 1999.

· 100% of application and grants for the Official Millennium Dawn Programme, for specific dawn events on the Chatham Islands, Mt Hikurangi, and Gisborne, processed by 31 October 1999.

Quality and timeliness

· 100% of funding applications processed within 15 working days of receipt of completed applications.

· When an application is approved client agreement negotiations are commenced within 15 working days.

· Payment of initial instalment made within 10 working days upon receipt of completed client agreement.

· 95% monitoring and tracking programme of the Official Millennium Dawn Programme completed.

· 100% of an estimated 5000 requests for information responded to within five working days.

· A risk-assessed sample of 20% of organisations that have received funding (the total maximum sample being 40), audited for correct use of funding, completed in accordance with specified and published criteria.

Departmental Output Class D2 - Year 2000 Commemorations Marketing Programme

Description

The Minister of Sport, Fitness and Leisure will purchase services form this output class relating to the marketing, branding and advertising of the Official Millennium Celebrations Programme.

Promotion of the Official Millennium Celebrations Programme will stimulate public awareness for, and participation in, the Programme. It will also engage national and international media interest and coverage of the Programme in a way that supports our tourism and trade objectives, and highlights New Zealand’s culture and sports. High profile major events will be supported to assist in this promotion.

Private sector partnerships will be explored and encouraged to leverage the overall results.

Planned activities under this output class are:

· promotion of the Official Millennium Celebrations Programme nationally and internationally, principally via television and the Internet

· promotion of the “First to the Future” brand nationally, principally via television, the internet and merchandising

· promotion of “Brand New Zealand” internationally, principally via television, the internet, and partnerships with the New Zealand Tourism Board, Trade New Zealand and New Zealand Way

· development of the “First to the Future” brand and the core values (see note 3) of “Brand New Zealand”

· implementation of a brand management programme for the “First to the Future” brand

· support and sponsorship of the Olympic Torch Relay to leverage the tourism and trade associations of the Sydney 2000 Olympics and promote the Official Millennium Celebrations Programme and “First to the Future” brand

· support and sponsorship of the America’s Cup regatta to leverage the tourism and trade associations and promote the Millennium Celebrations.

Quantity, quality and timeliness

The Minister will expect the following to be achieved:

· Market research surveys show a 30% increase in the awareness and acceptance of “First to the Future” brand positioning among New Zealanders.

· Market research surveys show a 15% positive acceptance of brand values.

Cost

This output class will be provided within the appropriated sum of $0.890 million (inclusive of GST).
