Ellul, & Rochelle Callaghan School of Applied Psychology, Behavioural Basis of Health, Griffith Climate Change Response Program (GCCRP), National Climate Change Adaptation Research Facility (NCCARF) Griffith University, April 2012 Climate Change Risk Perceptions, Understandings, and Responses SUMMARY STATEMENT This final report presents and discusses national survey findings from a collaborative and cross-national research project undertaken by Griffith University (Australia) and Cardiff University (UK) examining public risk perceptions, understandings and responses to the threat and unfolding impacts of climate change in Australia and Great Britain. The Australian national survey was undertaken between 6 June and 6 July, 2010 and involved a representative and geographically and demographically stratified national sample of 3096 respondents. The British survey was undertaken between 6 January and 26 March, 2010 and involved a representative quota sample of 1822 respondents residing in England, Scotland and Wales. These articulated surveys were distinctive in their cross-national comparative collaboration, in their psychological and social science nature, focus, and design, in their in- depth nature, and in their focus on underlying public understandings and psychological responses to climate change. This report addresses common findings from these two linked surveys, and expands discussion of issues and findings from the Australian survey. A report detailing the UK survey findings is available separately (Spence, Venables, Pidgeon, Poortinga, & Demski, 2010). As well as shared questions and objectives, each survey had additional and differing objectives, with the Australian survey also examining in more detail public risk perceptions, direct exposure and experience, and psychological responses and impacts to natural disasters. The British survey examined in more detail respondents’ perceptions of energy policies and futures for the United Kingdom. The Australian survey also differed in that it was specifically designed and planned to establish a data base and research platform for documenting and monitoring climate-related changes and impacts in the human landscape over time, including changes in risk perceptions and understandings, psychological responses, and changes in psychological adaptations and impacts. Public Risk Perceptions, Understandings, and Responses to Climate Change and Natural Disasters in Australia and Great Britain At a sample size of 3,096 and assuming random selection, reported proportions are accurate to within maximum of +1.76%. (Illustrative 95% confidence intervals are 1.06% at a 10% or 90% finding, 1.61% at a 30%/70% finding, and 1.76% at a 50%/50% finding). NOTE: All results show percentages among all respondents, unless otherwise labeled. More and more scientists are coming out against it and the evidence against it seems to be pouring in. Warnings of global warming and climate change have the appearance of being driven more by an ideological agenda than by science. Introduction The Pope has spoken. If the world’s leaders do not agree to halt carbon emissions and stop global warming, it would be suicide. Obama says the Paris climate summit is a strong rebuke to terrorists. Obama also says that climate change is a more important national security issue than Islamic terrorism. This is the same Obama that said ISIS is the Junior varsity of terrorists and that ISIS was contained. Then the Paris attacks occurred, and then the attacks in San Bernadino, California. Just as Obama has been wrong about ISIS, is he wrong about climate change? A first response to this paper may be to question its need. After all, isn’t anthropogenic global warming (AGW) a fact? The simple answer is that, contrary to the statement of President Obama, the debate over anthropogenic global warming, aka climate change, is not settled. There is a growing body of scientists and academics worldwide who are coming out against the claims that man-made emissions of CO 2 are causing drastic shifts in climate that are behind recent extreme weather events, and against the prediction of more devastation to come unless mankind steps up to stop the harmful emissions.

    bs_bs_banner INCLUSIVE EDUCATION IN AUSTRALIA Inclusive education in Australia: rhetoric, reality and the road ahead JOANNA ANDERSON and CHRISTOPHER BOYLE Inclusive education (IE) is a term that has been part of the educational discourse in Australia for almost two decades. While there is no overarching definition under which IE operates in that country, it is accepted that the meaning behind the term has shifted from being exclusively about students with a disability to now encompassing the delivery of a high-quality edu- cation to all students. The public education system is carrying the burden of an increasingly diverse student population (Gonski et al., 2011), and as such, each of the eight educational jurisdictions responsible for the schools within their borders have developed policies and increased funding levels in the name of IE (Graham, in press). Despite this, there are currently no standards or guidelines provided at the state or federal level to measure the success (or not) of IE practices within Australian educational sectors. This article aims to do just that, by providing a ‘report card’ on IE in Australia. An extensive review of the current literature and related educational policies and reports was conducted, and Loreman’s (2014) three guides for mea- suring IE – student participation, student achievement and post-school options – were adopted to evaluate the performance of Australia’s public education system. The findings indicate that, despite operating under the same national legislative acts, the eight educational jurisdictions in Australia are managing and enacting IE in different ways, leading to inconsistent levels of access and educational outcomes for students.

    AUSTRALIAN UNIVERSITIES’ REVIEW Australian higher education: regional universities under a Coalition Government Dominic O’Sullivan Charles Sturt University Projected student enrolment growth places the Australian higher education system on the precipice of significant change, leading to philosophical debates about how the system should respond. One suggested policy change is that resources be redirected from non-research intensive regional universities to other providers. The Liberal Party is the senior partner in any future Coalition Government, and its education spokesperson has outlined a vision for Australian higher education which contemplates the closure of some regional universities and the diminution in status of others to teaching-only institutions. However, the Liberal Party’s policy proposals are likely to be countered by political and economic considerations that make them unlikely to succeed. The confidence in regional universities’ continuance as both teaching and research institutions expressed in this article is presented not as an apology for their public support, but as a pragmatic demonstration that there are sufficient market and political rationales to protect and justify their presence and form. Email: [email protected] Abstract Context. The epidemiology of avian influenza and the ecology of wild birds are inextricably linked. An understanding of both is essential in assessing and managing the risks of highly pathogenic avian influenza (HPAI). Aims. This project investigates the abundance, movements and breeding ecology of Australia’s Anseriformes in relation to the prevalence of low-pathogenicity avian influenza (LPAI) and provides risk profiles to improve the efficiency and relevance of wild-bird surveillance. Methods. Generalised linear models and analysis of variance were used to examine the determinants of Anseriformes abundance and movements in Australia, and the observed prevalence of LPAI in Australia (n = 33 139) and overseas (n = 93 344). Risk profiles were developed using poultry density, estimated LPAI prevalence, the abundance of Anseriformes, and the probability of Anseriformes moving from areas of HPAI epizootics. Key results. Analysis of Australian wild-bird surveillance data strongly supports other studies that have found the prevalence of LPAI in wild birds to be much lower (1%) in Australia than that in other countries (4.7%). LPAI prevalence was highly variable among sampling periods and locations and significantly higher in dabbling ducks than in other functional groups. Trends in Anseriformes movements, abundance and breeding are also variable, and correlated with rainfall, which could explain low prevalence and the failure to detect seasonal differences in LPAI in wild birds.
