Minutes of the meeting held on Tuesday 5th December 2017 in Hawsker Village Hall.

Derek Bastiman gave his report regarding North County Council matters. At Wetherby Young Offenders Institution. The youths have quite a hard life and not as luxurious as is sometimes portrayed. There is a bullying culture. As it is open for twenty- four hours offenders travel around the country and are last to arrive at their destination at a very late hour. Other places have set hours when they are open to receive offenders. Some money from the locality budget is to be given to the tall ships. Homes are in talks with Coast and Country regarding a merger. At the Open Air Theatre in Scarborough it is encouraging that the number of tickets sold has increased. A question was asked about the number of new homes being built in and whether a support network is in place. Problems do exist in rural areas that are not easily dealt with. Lack of public transport causes huge problems in rural areas especially for getting to such things as appointment at hospitals and doctors. Jan Mortimer agreed to e-mail concerns from the Parish Council to David Chance who deals with these concerns.

Police Report There has been a burglary in Hawsker when commercial premises were entered, there are no lines of enquiry. There was also a burglary in Fylingthorpe, again commercial premises, when similar items were stolen, there are no lines of enquiry. There have been three thefts in the area. In Stainsacre males took a car battery and alloy window frames. Also in Stainsacre scrap metal was taken from a property. For these two crimes there are no lines of enquiry. A bank contacted a customer from Robin Hood’s Bay regarding a cheque she had written for £7.00 being changed to £107.00. The bank is investigating this matter.

4. Minutes of the last Meeting The minutes of the meeting held on 7th November 2017 were signed as a correct record.

5. Matters Arising The matter regarding the sand bag store in Hawsker Village Hall Car Park has been followed up. A full amount of sand bags to restock the store will be requested.

6. Planning NYM/2017/0813/FL Application in respect of alterations to garage to form additional living accommodation together with construction of link extension at 14 Mulgrave View, Stainsacre. No objections. NYM/2017/0786/FL Application in respect of construction of single storey extension to existing shed to form store and use of existing hardstanding as dog run at High Farm, High Hawsker, Whitby. No objections. Two amended details for NYM/2017/0505/MEIA, are available on line.

7. Finance The funding for grass cutting 2018/19 provided by County Council is £453.66. This is a contribution towards the amount paid by the Parish Council for urban visibility grass cutting. The Current Account, statement date 10th November 2017, has a balance of £9792.72 The following cheques were paid: 000012 for £233.32 to V. Ramsey, Clerk’s salary 000013 for 15.00 to Whitby Laithes for Hawsker cum Stainsacre School Car Park.

8. Correspondence Steph Slater reported on the play area reports. There are six items of medium risk that need following up including slides in both play areas, repairs needed to the benches and tables, climbing frame in Stainsacre and the chains on the swings. John Cummins agreed to get quotes for the work to be carried out.

9. Meeting Reports The public meeting arranged by Sirius to keep people informed about the progress of the new mine was very informative. Sirius is to be thanked for the way in which the meeting was conducted.

10. Matters of Local Interest The bus shelters in both Hawsker and Stainsacre need to be checked for any repairs that need to be done. The defibrillators still need to be fitted. A house in Hawsker is involved in building work without permission. Daphne Tindale will provide details so that this can be reported to National Parks. Providing transport to hospitals is an issue of great concern to rural areas. Clearing litter at the back of the Industrial Estate is the responsibility of Whitby Town Council.

11. Any Other Business The problems caused by people double parking in Stainsacre was discussed. Such parking may involve contacting the police but often it is down to people being inconsiderate. A letter sent to the Whitby Gazette regarding this matter may help people to think more carefully in future before they park their cars. Jane Mortimer reported that she is on the Scarborough Council’s working group for the proposed work on the Cinder Track. Different areas of the Cinder Track have different needs and all areas need management.

12. Date and time of the Next Meeting Tuesday 9th January 2018 at Hawsker Methodist Church. Planning will be available for viewing from 7.15 p.m. and the meeting will begin at 7.30 p.m. There being no further business the meeting closed at 9.20 p.m.
