Delbarton, Mingo County, WV

The West Virginia Division of Highways (WVDOH), Federal Highway Administration (FHWA), and the U.S. Army Corps of Engineers, Hunting- ton District (USACE) will be holding a Public Scoping Meeting on Thursday, Febru- ary 16, 2012 at Mingo Central High School in the Gymnasium located at 1000 King Coal Highway, Red Jacket, West Virginia 25686. The purpose of this meeting is to provide the public with an opportunity to gather information and provide comments regarding the King Coal Highway Belo to Delbar- ton Project and Consol of Ken- tucky, Inc.'s (Consol) CWA Section 404 Individual Permit (IP) application for the dis- charge of fill material into wa- ters of the United States (US) in conjunction with the con- struction and operation of the proposed Buffalo Mountain Surface Mine.

The FHWA and USACE are joint-lead federal agencies on this project and are evaluating federal actions in a Supple- mental Environmental Impact Statement (SEIS). FHWA and WVDOH are evaluating a loca- tion shift of a portion of the alignment between the West Virginia towns of Delbarton and Belo described in the 2000 Final Environmental Im- pact Statement (FEIS) and ap- proved in the 2000 Record of Decision (ROD).
