M 089 76 A Motion was made by Mr. Benson, seconded by Mr. Hill, to Assessment accept the recommendations of Mr. Carey, Finance Director, Appraisals as follows:

"The Yoh appraisals were made using 197 3 as a base year. Real estate in Sussex County was at an all time high in 1973. If these appraisals were revised using 1975 as a base year, we would have a more realistic appraisal. This should be done by County personnel rather than an independent contractor.

Once this is accomplished, we should set up a system to keep our assessments updated annually. Presently, we do not have the personnel to accomplish this; however, we could employ them at a cost less than having a reassessment done every 1 5 or 20 years.

I recommend that we begin at once to attempt to employ a qualified person to correct and update the Yoh property re­ cord cards. Once this mission is completed this individual would become the Supervisor of Assessors and responsible for keeping our assessment current.

I previously requested that we employ a Data Processing Manager. This individual could furnish services to many departments. One of his (her) responsibilities would be to program the computer to accept the information gathered and provided by the Supervisor of Assessors. It is possible that we would need a larger computer to accomplish this."

Employment The Council agreed that the position of a person to correct and update the Yoh property record cards, or Supervisor of Assessors will be advertised. The applicants will be screened by Mr. Conaway, County Administrator, and Mr. Carey, Finance Director, and the final selection will be made by the Council.

DAST Mr. Conaway, County Administrator, submitted to the Council copies of the report on transportation activities as of January, 1976 from the Delaware Authority for Specialized Transportation. A meeting has been scheduled on February 26, 1976 with Thomas M. Povlitz, Executive Director of DAST, and all agencies in Sussex County who use the DAST service which is paid for by the County. This meeting is for the review and evaluation of the present program and to project services for fiscal 1977.

Sussex Mr. Conaway, County Administrator, submitted to the Council County Home copies of a letter from Sussex County Home Services, Inc. Services regarding a request of a grant in the amount of $20,000.00.

Municipali­ Mr. Conaway, County Administrator, submitted to the Council ties to issue copies of a memo from Mr. Carey, Finance Director, regarding County the meeting on February 9, 1976 with the committee assigned Building to formulate plans for the municipalities to issue County Permits building permits.

Proclamation No action was taken on the request to issue a proclamation to designate April 24-30, 1976 as Delaware Disadvantaged Foundation week in Sussex County.

Sussex Mr. Conaway, County Administrator, submitted to the Council County copies of the minutes of the Sussex County Bicentennial Bicentennial Committee meeting held on January 15, 1976. Committee -8- February 17, 1976

Meals on Mr. Conaway, County Administrator, submitted to the Council Wheels copies of a report of the "Meals on Wheels of Rehoboth and Lewes" by Mrs. Elizabeth L. Yates, President.

Tri-County Mr. Conaway, County Administrator, reported to the Council that the Tri-County meeting is scheduled for March 18, 1976 at the Seaford Country Club at 6:00 P. M.

Title VI The Council agreed that Mr. Conaway, County Administrator, Program should write a letter to Joseph R. Biden, Jr., United States Senator, and William V. Roth, Jr., United States Sentator, urging them to support the bill to provide funds for continua­ tion of the Title VI program; and a letter to Gerald R. Ford, President of the United States, urging him to reconsider his position on this bill.

County Mr. Conaway, County Administrator, reported to the Council Government that the County Government Day for Senior Citizens will be Day on February 19, 1976, beginning at 9:00 A. M.

Requests Mr. Conaway, County Administrator, reported to the Council for Grants that requests for grants have started to come in from the to Towns Towns of Sussex County. These requests will be held and submitted to the Council when they are all in.

Cancer Mr. Conaway, County Administrator, reported to the Council Radiothon that the Cancer Radiothon on WDOV will be on March 6, 1976, and the Council is invited to drop in any time between 7:00 P. M. on March 5, 1976 through 7:00 P. M. on March 6, 1976.
