LMB will migrate this year all land records from the manual system to the computerized Land Administration and Management System (LAMS), a computerized information system that consolidates land data and records in the country that is designed for quick and easy processing, tracking and retrieval of land information. Talabis said the agency is also working to digitize the processing of public land application, verification and approval of survey plans and access to land information in order to minimize physical presence in LMB offices nationwide. LMB also targets the full implementation of the Inspection, Verification and Approval of Surveys (IVAS) under LAMS. He mentioned that IVAS would allow clients through accredited geodetic engineers to submit e-survey returns online instead of going to LMB regional offices. Likewise, the system allows geodetic engineers to access and download survey records, including textual and scanned documents of land information subject to LAMS policy on digital land data sharing and security measures but excluding confidential records. LMB plans to provide the public online access to spatial data with plotting feature overlaid on satellite imagery or Google Earth, including adjoining lots, if available.

    Republic of the Philippines COMMISSION ON HUMAN RIGHTS Consolidated 2017 Report on the Human Rights Situation of Indigenous Peoples in the Philippines Chapter 1. Background It has been twenty years since the Philippines enacted Republic Act No. 8371 or the Indigenous Peoples Rights Act of 1997 (IPRA), and ten years since the international community adopted the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). Conscious of this fact, the Commission on Human Rights of the Philippines (CHR) inquires on the current situation of the Filipino Indigenous Peoples and has launched the National Inquiry on this subject on May 25-26, 2017 at Iloilo City, where the first public hearing was also held. The National Inquiry is intended to: • Identify adherence of laws, policies, rules, regulations, programmes, and projects concerning Indigenous Peoples with the standards of human rights; • Settle issues of facts relevant to the human rights situation of Indigenous Peoples (IPs) with focus on the three main thematic concerns: 1) the protection and promotion of the Indigenous Peoples' land and cultural rights, 2) the effectiveness of the current government process to obtain the Free, Prior and Informed Consent of Indigenous Peoples; and 3) the state of economic and social development of Indigenous Peoples in the Philippines; • Review the impacts of the Indigenous Peoples Rights Act of 1997 and identify areas of improvement; and • Increase understanding of human rights generally and commitment to better human rights observance through collaborative efforts that the Indigenous Peoples, as rights-holders, and the duty-bearers shall identify through the guidance of the Commission on Human Rights as lead convenor of the National Inquiry.

    Cultural and Historical Affairs Commission Written by Administrator Thursday, 03 June 2010 11:38 - Last Updated Thursday, 16 April 2015 11:43 Brief History The Cultural and Historical Affairs Commission (CHAC) was created through Ordinance No. 1098 by then Mayor Florentino Solon on March 30, 1981. The Cultural and Historical Affairs Commission together with the Cebu City Museum are housed on the 2nd floor of the Rizal Memorial Library and Museum Building, a landmark itself being 61 years old. The building was built in 1936 through the efforts of Los Tocayos de Rizal. The Cebu City Public Library is housed on the ground floor. The Commission is composed of a Chairman, Vice- Chairman and 5 members who shall be appointed by the City Mayor. The Chairman shall be appointed from the among the members of the Sangguniang Panlungsod, their terms are coextensive with the tenure of the appointing power or unless sooner terminated at the pleasure of the appointing power. But the staffs of the Commission are permanent employees and are civil service eligible. VISION CHAC is a catalyst for Cebuano cultural heritage providing the best opportunity in art, culture and history within the community, instilling pride and sense of identity and unity among cebuanos as well as among the Filipinos. MISSION CHAC shall develop, implement and promote programs and projects that will inculcate the appreciation of cebuano heritage. Objectives The main objectives of the commission are: To pursue the cultural development and historical promotion programs and projects of the national government, to initiate its own program of promoting, encouraging and developing culture, history, tradition and as an instrument of accelerating the development of the City of Cebu to act as the implementing arm of the City Government in the achievement of policies for the development and promotion of culture, history and the arts.
