Health and Sport Committee 7 February 2012 6th Meeting, 2012

The Committee will meet at 10.00 am in Committee Room 6 1. Decision on taking business in private: The Committee will decide whether to take items 3 and 4 in private. 2. European Commission Work Programme: The Committee will consider the European Commission Work Programme and European Union priorities for engagement and scrutiny. 3. Work programme: The Committee will consider its approach to a short inquiry into the Scottish Government’s plan to integrate adult health and social care. 4. Work programme: The Committee will review the work completed since June 2011 and consider options for enhancing engagement with stakeholders in future.

Proposed future business At its next meeting, on 21 February, the Committee expects to consider a draft report on the Alcohol (Minimum Pricing) (Scotland) Bill. The Committee is also planning to carry out a short inquiry into the Scottish Government’s plan to integrate adult health and social care later in the year.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

*S4M-01925 Jamie Hepburn: Access for Rugby on Artificial Playing Fields— That the Parliament notes what it considers the vast improvements in the quality of artificial playing surfaces in recent years; understands that under International Rugby Board (IRB) regulation 22, organised rugby matches can be played on playing fields with modern artificial surfaces, providing they meet certain standards and are accredited; notes the increasing number of new 3G Astroturf playing fields that are being created across Scotland; understands that there are likely to be many such fields already in existence that have not been accredited for rugby under IRB regulation 22 stipulations, but which would qualify for accreditation; calls on local authorities and other owners of such playing fields to investigate with the Scottish Rugby Union the possibility of having their playing fields that qualify accredited for organised rugby, and further calls on any organisation creating new 3G Astroturf playing fields to ensure that they meet the standards required for accreditation under IRB regulation 22 and to apply for accreditation to ensure greater access to the sport of rugby.

*S4M-01924 Kevin Stewart: Welcome to the Cameroon Olympic Team—That the Parliament welcomes the Cameroon Olympic team’s decision to base its Olympic training camp in Aberdeen; believes that the high quality of sports and athletic facilities available in the city of Aberdeen helped influence this decision; hopes that this will help encourage people of all ages in Aberdeen to get involved with a variety of sports though the community engagement programmes that the athletes will take part in, and further wishes the Cameroon team all the best at the 2012 Olympics in London.

*S4M-01923 Angus MacDonald: Safer Internet Day, Tuesday 7 February—That the Parliament notes that 7 February 2012 is Safer Internet Day, an annual event to promote the safe and responsible use of technology among children and young people; commends Falkirk Council on its plans to hold two events for parents in Camelon Education Centre; understands that these will focus on connecting generations and aim to encourage families to explore online technologies together; understands that the sessions will have input from children and young people, short TV-style shows entitled The Parents and Carers’ Guide to the Internet and that information will be available on the latest technology available for smartphones and laptops, and encourages as many parents as possible to attend in order for them to learn about the latest technological advances.

*S4M-01922♦ Kenneth Gibson: Allotments Regeneration Initiative in North Ayrshire—That the Parliament acknowledges that there are more than 500 community, therapeutic and allotment gardens throughout Scotland involving more than 12,500 people every year; encourages the introduction of the Green Gym scheme, which has so far been established in various areas throughout Scotland,

including Kilbirnie in North Ayrshire; understands that planning permission has been granted for more than 70 community vegetable plots and 72 individual allotment plots in Kilbirnie for the Garnock Valley Allotment Association; considers that the Allotments Regeneration Initiative indicates that allotments allow local people not only to grow their own fruit and vegetables in a sustainable way but keep active, meet new people and improve mental health, and understands from similar projects in South Ayrshire that allotment gardening can contribute in many different areas including healthy eating, sustainable food supply, healthy activity, educational purposes and fostering community links and green spaces.

*S4M-01921 Liam McArthur: Hands off —That the Parliament notes that it has been confirmed that Groundskeeper Willie of fame hails from Kirkwall, Orkney; understands that the revelation is made in an episode entitled The Daughter Also Rises, to be broadcast in America on 12 February 2012, where Willie confides in Bart that his father was a ‘doonie’ and his mother was an ‘uppie’, in reference to the two teams in the world-famous ‘Ba game’; understands how the tension created by this modern day version of Capulets and Montagues tore his family apart but welcomes the fact that the long-running debate over Willie’s heritage is now at an end, and calls on Glasgow City Council to renounce its claim to Orkney’s Groundskeeper Willie as a son of that fair city.

*S4M-01920 Fiona McLeod: Lenzie Woodhead Gymnastic Club Wins Big Lottery Fund Award—That the Parliament congratulates Lenzie Woodhead Gymnastic Club on being awarded £2,000 from the Big Lottery Fund 2014 Communities programme; notes that this award will part-fund the purchase of equipment and provide training for two new volunteer coaches, and considers that the club does fine work in encouraging local people to take part in sport and physical activity.

this was for In Praise O’ the Haggis, which was Erin’s interpretation of Burns’ Address to a Haggis and that this resulted in Erin earning the prize in the national competition’s primary 5 to 7 category and her school winning a £200 cheque.

*S4M-01917 Jim Eadie: The Drifters and Bruntsfield Primary School—That the Parliament congratulates primary six and seven children of Bruntsfield Primary School choir on what it is sure will be their imminent success in accompanying the legendary group, The Drifters, at the Edinburgh Playhouse on 1 March 2012; commends the work of The Drifters in involving themselves in the community and what it sees as their exemplary effort over the last three years around the UK in musically enriching the lives of schoolchildren; applauds the initiative taken by the Bruntsfield Primary School Resource Manager, Ingrid Ramsay, in facilitating this opportunity for pupils to perform on stage with the world-famous soul band, and wishes Bruntsfield Primary School choir every success in its performance.

*S4M-01913 Liam McArthur: Half a Century of Lifeline Service—That the Parliament congratulates Loganair, "Scotland’s Airline", on its 50th anniversary; notes that the company has operated under its original name since 1962, when it started out with just five eight-seat Britten-Norman Islanders and a Twin Otter aircraft and that, in 1964, it introduced an inter-island scheduled network; recognises that the airline continues to provide a lifeline service to Scotland’s most remote areas and has also provided air ambulance cover for numerous islands over many years; commends the professionalism of the company’s staff and the quality of service that they provide to customers in Orkney and elsewhere in the network, and wishes Loganair well for the next 50 years.

A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
