Jordan Hale previously served as Director of Administration for the Office of the Governor. Sarah Hicks has and will continue to serve as the Governor's budget director, in addition to her new role as Senior Advisor. Governor Abbott said, “Throughout their years of dedicated service, Jordan and Sarah have become invaluable members of my team, and I am thrilled to further expand their roles within the office. My goals for the upcoming legislative session require a team dedicated to helping make Texas better, and I have no doubt Jordan and Sarah share my commitment to the people of our state. I congratulate them both and look forward to our continued work together.” Jordan Hale will serve as Governor Abbott’s Deputy Chief of Staff. Hale currently serves as the Governor’s Director of Administration. Hale began working for the Governor in 2006 as an Assistant Attorney General in the Texas Attorney General’s Open Records Division. She later moved to the General Counsel Division of the OAG, serving as the Assistant Public Information Coordinator and then the Public Information Coordinator. She transitioned to Governor Abbott’s administration in 2015 as an Assistant General Counsel. Hale has also worked for the United States Senate. She holds a Bachelor of Science degree from the University of Missouri and a law degree from Southern Methodist University. Sarah Hicks will continue to serve as Governor Abbott’s Budget Director in addition to her new role as Senior Advisor. Hicks previously served as Assistant Vice Chancellor and Director of State Relations at the Texas A&M University System. Prior to that she worked as the Committee Director of the Texas Senate Committee on Finance and as a legislative aide to former State Senator Steve Ogden. Hicks holds a bachelor’s and master’s degree from Texas A&M University. Border Prosecution Unit Funding – On October 17th, Governor Abbott announced $5.8 million in grant funding for the Border Prosecution Unit (BPU) to help crack down on gangs and Transnational Criminal Organizations (TCOs) along the Texas border. The BPU is made up of 17 district and county attorney offices within the Texas border region that focus on investigating and prosecuting cases related to narcotics, weapons, human trafficking, organized crime, gangs, and other border-related offenses. Nineteen BPU awards were released to District and County Attorneys in border communities across Texas. Governor Abbott said, “Texas continues to invest in securing our southern border, and the Border Prosecution Unit is vital in helping investigate and prosecute the dangerous criminals that threaten our communities. The BPU is an essential resource in the fight against some of the worst border-related offenses in our state, including gangs, violent crime and TCOs. This grant will allow Texas to get even more dangerous criminals off the streets, and I thank the BPU for their 3 continued commitment to keeping our comminutes safe.” The BPU works strategically with the Texas Department of Public Safety (DPS) and federal and local law-enforcement agencies in the investigation and prosecution of cross- border violence. The Border Prosecution Unit was established in 2009 by the 81st Legislature. Homeland Security Grant Program – On October 24th, Governor Abbott announced $55.5 million in Homeland Security Grant Program (HSGP) funding to support state and local efforts to prevent terror attacks and crack down on terroristic activity in Texas. The awards will help fund local anti-terrorism efforts across the state, including 227 different State Homeland Security Program (SHSP) projects and 134 Urban Area Security Initiative (UASI) projects designed to combat terrorist activity in Texas. Governor Abbott said, "Texas is confronted with a wide range of threats that pose a risk to our safety and security each day, and as Governor, my first priority is to ensure the safety and security of all Texans. These grants will enhance state and local officials' efforts to not only confront, but also prepare for and prevent, attacks before they happen. I thank U.S. Homeland Security Secretary Nielsen for helping to make these grants possible, and I remain committed to keeping the Lone Star State safe." Texas State Guard – On October 25th, Governor Greg Abbott appointed Major General Robert Bodisch, Sr. as the Commander of the Texas State Guard for a term to expire at the pleasure of the Governor. Robert Bodisch, Sr. of Round Rock has served in the Texas State Guard for over 30 years and currently serves as the Interim Commander. He previously served as the Department of Public Safety Chief of Staff and Deputy Director of Texas Homeland Security, which included the Intelligence and Counter Terrorism Division and the Texas Division of Emergency Management. He started his 45- year law enforcement and criminal justice career in 1973 as a deputy sheriff with the Harris County Sheriff’s Department after serving four years on active duty with the United States Marine Corps. Among numerous other assignments, he served two tours of duty in Iraq working for the Department of Justice International Criminal Investigative Training Assistance Program. Bodisch holds a Master Peace Officer license and has over 6,800 hours of law enforcement education and training, a Bachelor of Science in criminal justice from the University of Houston and a master’s degree in quality systems management from the National Graduate School in Falmouth, Massachusetts. Texas Facilities Commission – On October 29th, Governor Abbott appointed C. Price Wagner to the Texas Facilities Commission for a term set to expire January 31, 2019. The commission controls state buildings, grounds and property and has responsibility for maintenance, repair and construction of buildings for the state. C. Price Wagner of Dallas is a senior vice president of Lincoln Property Company. He is a member of the Salesmanship Club of Dallas. Wagner received 4 a Bachelor of Science in economics from Texas A&M University and a Master of Business Administration from The University of Texas at Austin. HOUSE: House Speaker’s Race - On October 29th, House Appropriations Committee Chairman John Zerwas announced that he is ending his candidacy for Speaker of the Texas House of Representatives for the 86th legislative session, which convenes in January 2019. On October 30th, Representative Dennis Bonnen announced that he is a filed candidate for Speaker. • Dennis Bonnen says he has the votes to become the next Speaker. BUDGET: House Appropriations Committee - On October 9th, the House Appropriations Committee took up its interim charges on: School Safety - Examine the availability of federal funding and Governor's Criminal Justice grants that may directly or indirectly improve school safety.
