CHAPTER 10 – OBJECTIVES, POLICY AND SCOPE OF OPERATION

PURPOSE The CDC Interagency Mobilization Guide (Guide) identifies standards which guide the operations of multi-agency logistical support activity throughout the coordination system. This Guide is intended to facilitate interagency dispatch coordination; timely and cost effective emergency response providing incident support services. It is designed to accommodate amendments as needed and will be retained as current until amended. This Guide tiers to and is to be used in conjunction with the National and Northern Rockies Mobilization Guides; generally it does NOT specifically reference or repeat information contained in those guides.

MISSION STATEMENT The mission of the Coeur d’Alene Interagency Dispatch Center (CDC) is to be a service organization providing support first to the firefighter on the ground and on up through the fire management organization for each participating member agency, while also providing a service to the public and keeping firefighter and public safety as the highest priority. In doing so, CDC will strive to provide safe, cost effective mobilization of emergency incident resources and to promote efficient operations through interagency cooperation and standardized procedures.

Total Mobility The Coeur d'Alene Interagency Dispatch Center Manager, Assistants and dispatchers have been delegated authority from the line officers and cooperating agency administrators to move personnel and equipment throughout the CDC Dispatch Zone, geographically and nationally to meet fire preparedness, fire suppression, and all risk incidents needs.

Coeur d'Alene Interagency Dispatch Center will: • Dispatch personnel, crews, equipment, aircraft, and supplies. • Maintain status of personnel, crews, equipment, aircraft, transportation, and supplies. • Keep agency administrators and Northern Rockies Coordination Center (NRCC) informed of potential, current and critical fire situation within the dispatch boundaries. • Provide situation and resource status information for the CDC Dispatch Area by collecting and distributing information. • Encourage and practice close cooperation in the sharing of resources with other areas and protection agencies for mutual benefits.

Priorities When multiple IA and large fires are occurring and resources become scarce, prioritization becomes critical. Priority setting is delegated to the CDC Center Manager (in coordination with the Federal Fire Duty Officer and the IDL Fire Bureau Duty Officer) until a North Idaho Multi-Agency Coordinating (MAC) Group is activated.

SCOPE OF OPERATION General Coeur d'Alene Interagency Dispatch Center has responsibilities for the following districts/areas: North Zone: Forest Service: Priest Lake, Sandpoint, and Bonners Ferry Ranger Districts IDL: Pend Oreille, Priest Lake, and Kootenai Valley Fire Protective Districts South Zone: Forest Service: Coeur d'Alene River and St. Joe Ranger Districts

Coeur d'Alene Interagency Dispatch Center also has coordination and support responsibilities for the following: Idaho Panhandle National Forests, Supervisor’s Office and Nursery Idaho Department of Lands, Coeur d’Alene Staff Office Bureau of Land Management, Coeur d’Alene Field and District Office Coeur d’Alene Interagency Fire Cache U.S. Fish & Wildlife Service, Kootenai National Wildlife Refuge

Fire Management Plans • The Idaho Panhandle National Forests Spatial Fire Management Plan (SFMP) identifies resource values and conditions that are critical to wildland fire management in the IPNF and recommends strategies for response to unplanned ignitions, use of wildland fire (unplanned and planned), non-fire fuels treatments, emergency stabilizations and rehabilitation, and natural resource management and protection, in conformance with the IPNF Land Management Plan 2015 Revision. • The Idaho Department of Lands Fire Mobilization Guide and the Idaho Department of Lands Fire Management Handbook have been developed to assist the IDL Fire Management organization. • The Bureau of Land Management Coeur d’Alene Field Office Fire Management Plan has been developed to assist the BLM fire management organization.

Disaster and Emergency Plans • Coeur d’Alene Interagency Dispatch Center Occupant Emergency Plan (Appendix G of CDC Office Procedures Guide) • Bureau of Land Management – Policy and Direction for disasters and emergency situations can be found in the Coeur d’Alene District Incident Procedures Plan. • Coeur d’Alene Tribe – Reserved. • Forest Service – Policy and direction for disasters and emergency situations can be found in National Response Plan, FSM 1590, the Northern Region Emergency and Disaster Plan, and the IPNF Critical Incident Management Guide. • Idaho Department of Lands – Direction may be found in the IDL Emergency Response and Safety Plan.

Response to Non-Fire Incidents FS: A Presidential Disaster Declaration must be in place before the Forest Service is authorized to respond to an all risk incident, i.e. prepare for, respond to and recover from terrorist attacks, major disasters and other emergencies. If and property are threatened and there is no Presidential Declaration, the Forest Supervisor has the authority to authorize FS employees to respond to the incident. The FS employee will charge their time to their normal project work code. FS employees will be released as soon as the agencies with jurisdictional responsibility can fully assume those responsibilities. Expenditure of Funds: Obligations incurred are considered payable out of currently available funds only, without expectation of reimbursement. In the event the Parties agree to reimbursement, an appropriate Agreement Instrument will need to be developed and processed through the Grants & Agreements Specialist. A reimbursable management code will be established prior to any charges being incurred. It is not appropriate to charge to a P- or F-job code. The authorizing legislation for federal employees to support all risk incidents is the Stafford Act.

IDL: A Governors’ Disaster Declaration must be in place for the Idaho Department of Lands to respond to an all risk incident, i.e. prepare for, respond to and recover from terrorist attacks, major disasters and other emergencies such as local county flooding, train derailment.

MOBILIZATION / DEMOBILIZATION CDC will coordinate movement of all national shared resources through NRCC. CDC will coordinate the movement of all resources, including aircraft, within the CDC dispatch area across unit and agency boundaries.

Initial Attack Procedures Coeur d’Alene Dispatch initial attack procedures are outlined in the CDC Operations Procedures Guide (OPG). CDC may order resources directly from cooperating agencies within the CDC dispatch area, from neighboring units (MT-KDC, MT-MDC, ID-GVC, WA-NEC, and OR-BMC) and from NRCC.

National Resources The Idaho Panhandle Interagency Hotshot Crew (IHC) is assigned to the IPNF, dispatched by CDC, and located in Coeur d’Alene, Idaho.

Two national Type 2 IA crews (Miller Timber Services) are hosted by the IPNF, dispatched by CDC, and located near Coeur d’Alene, with an August 1 - September 15 mandatory availability period.

Coeur d’Alene Dispatch supports the Coeur d’Alene Tanker Base and the national tankers that are periodically assigned here.

Notification of Commitment of National Resources When dispatching national resources, CDC will notify NRCC if the order did not come from there. Neighbor out-of-GACC requests for national air tankers assigned here will require NRCC verbal approval.

State Notification/Authorization The IDL Statewide Duty Officer will be notified of any out-of-area dispatches of the IDL Single Engine Air Tankers (SEAT), Amphibious Water Scooping (AWS) ‘Fire Boss’ and Type 2 helicopter during periods of low or moderate fire danger. The IDL Statewide Duty Officer will authorize out-of- area dispatches during periods of high or above fire danger.

Federal Duty Officer Notification The Federal Duty Officer will be notified of any National mobilization of national resources. Prior requests for out of area mobilization of the IPNF exclusive use helicopter will be approved by the Federal Duty Officer.

WILDLAND FIRE WEATHER FORECASTS CDC is responsible for communicating fire weather information in a timely manner to firefighters and incident management personnel. All weather watches or warnings will be broadcast over the radio utilizing Red Flag Warning protocols. CDC will read fire weather information received from the National Weather Service daily during the fire season at 1030 and 1530.

COST CODING All statistical fires, regardless of jurisdiction will be assigned a fire number, generated by WildCAD.

A FireCode will be assigned to all fires. A unique FireCode will be gotten for all fires except IPNF ABCD lightning-caused fires that will use the P1EKS5 code.

State Reporting Procedures Upon dispatch of any IDL resource for out-of-area assignment, a copy of the completed resource order will be emailed to the respective duty officer. Orders for all Coeur d’Alene Staff Office, Dispatch, or Fire Cache resources will be emailed to the IDL Fire Bureau Duty Officer ([email protected]). Specific procedures are addressed in the CDC OPG.

FIRE PREPAREDNESS PLAN Preparedness Levels (PL) are established by the Center Manager in consultation with the IDL Fire Bureau Chief and Federal Fire Program Manager (or local MAC when activated), guided by the North Idaho Interagency Fire Danger Operating Plan.

North Idaho Interagency Fire Danger Operating Plan The North Idaho Interagency Fire Danger Operating Plan (FDOP) guides fire management decisions made by agency administrators, fire managers, dispatchers, and firefighters. It establishes interagency planning and response levels using the best available scientific methods and historical fire occurrence and weather data, outlines procedures for developing seasonal risk analysis, and defines fire severity trigger points.

An appropriate level of preparedness to meet fire management objectives is based on an assessment of vegetation, climate, and topography using National Fire Danger Rating System (NFDRS) modeling. This document is the Fire Danger Operating and Plan for the four primary wildland fire management agencies (USDA Forest Service, Bureau of Land Management, Idaho Department of Lands and Coeur d’Alene Tribe) in North Idaho. Conference Calls Weekly conference calls between the NRCC and Northern Rockies Dispatch Centers will be every Wednesday at 0930 hours PDT, starting mid-June or as determined by NRCC. CDC zone Fire Manager conference calls may be conducted as deemed necessary, requested and/or based on preparedness levels; consider conference calls at local PL 3.

Resource Availability Each district office will submit a resource status / availability list to CDC. Local government may submit resource availability either through the IDL Area Offices or directly to CDC. IPF Casual Hires (AD’s) and vendors with contracted equipment are responsible to maintain their status in IROC, but may call CDC to verbally status their availability, if not set up to self-status.

NORTH IDAHO MULTI-AGENCY COORDINATION (MAC) GROUP In multiple wildfire situations, project or complex fires, and periods of competition for resources, a North Idaho Multi-Agency Coordination Group (MAC) will be activated to ensure efficient and effective use of critical personnel and equipment.

INCIDENT SUPPORT ORGANIZATION (ISO), CDC EXPANDED The Coeur d'Alene Interagency Dispatch Center Manager is responsible for expanding the dispatch organization as incident activity increases. The CDC Center Manager will advise all affected units as necessary when the dispatch organization is expanded. Reference: CDC Expanded Dispatch Plan

MOBILIZATION PROCEDURES FOR CANADA SUPPORT

Idaho Department of Lands NORTHWEST WILDLAND FIRE PROTECTION AGREEMENT (Northwest Compact). This cooperative operating plan is to facilitate assistance in pre-suppression and control of wildland fire. The Northwest Compact and its operating plan do not override or supersede any existing cooperative wildland firefighting arrangements such as federal/state agreements or the Canada/US Reciprocal Forest Fire Fighting Agreement. NW Compact resource exchanges are not part of the national mobilization process, but need to be coordinated as soon as practical for strategic planning purposes. All NW Compact resources used on joint US Federal/State fires will be considered agents of the state that originally ordered them.

The IDL Fire Bureau Duty Officer is the point of contact for the State of Idaho for all NW Compact orders. All orders for NW Compact resources to be deployed in Idaho will be placed through CDC as well as all orders from NW Compact agencies for State of Idaho resources.

A courtesy notification to NRCC should be made any time compact resources are mobilized. NW Compact order and manifest forms will be filled out. Currently, NW Compact orders are encouraged, but not required, to be placed through IROC. Canadian NW Compact resources brought into Idaho will be entered into IROC following a pre-designated naming convention to readily identify them as such.

Idaho Panhandle National Forests NORTHWEST BORDER ARRANGEMENT FOR FIRE PROTECTION This Arrangement is to provide a framework under which fire management resources may be exchanged to allow for cooperative fire suppression along the United States/ British Columbia border. ORDERING CHANNELS Coeur d’Alene Interagency Dispatch Center (CDC) Under one cooperating unit, CDC is an interagency dispatch facility that serves: USDA Forest Service, Idaho Panhandle National Forests (IPF) Coeur d'Alene Tribe (CDT) Idaho Department of Lands (IDS, North Operations) CDC provides coordination support to: Bureau of Land Management Coeur d’Alene District and Field Office (COD) Kootenai National Wildlife Reserve (KOR)

Specific information on CDC office operations is contained in the CDC Standard Operating Procedures (CDC SOP) and/or the CDC Office Procedures Guide (CDC OPG).

Ordering Procedures CDC may order resources from neighboring units for initial attack, extended attack, large fire support, and non-fire incidents. CDC can go direct to the following units and dispatch centers, as long as the requirements of the geographic area mobilization guide are met: Idaho Panhandle National Forests Districts (ID-IPF) Idaho Department of Lands Fire Bureau and Area Offices (ID-IDS) Coeur d'Alene Tribe (ID-CDT) Bureau of Land Management, Coeur d’Alene District and Field Office (ID-COD) Kootenai National Wildlife Reserve (ID-KOR) Kootenai Interagency Dispatch Center (MT-KDC) Grangeville Interagency Dispatch Center (ID-GVC) Missoula Interagency Dispatch Center (MT-MDC) Northeast Washington Interagency Coordination Center (WA-NEC) Blue Mountain Interagency Communication Center (OR-BMC) With the State of Idaho being split between two geographic areas (Northern Rockies and Great Basin, procedures are in place for in-state movement of IDL resources. For the movement between geographic areas of ONLY IDL resources (including IDL compacted resources, Idaho Fire Service Organizations, and IDL exclusive use contractors), dispatch offices in the Northern Rockies (CDC and GVC) will send requests for IDL resources to the Great Basin Coordination Center (UT-GBC). Dispatch offices in the Great Basin will send requests for North Idaho IDL resources to the Northern Rockies Coordination Center (MT-NRC). The special needs block will clearly state for “IDL Resource”. Movement of resources between units and requests for shared or off-unit resources will be coordinated through CDC. The Fire Warden/District FMO, in coordination with CDC, will initiate actions to fill in behind committed resources considering total area/forest capabilities.

CDC will consider all available individuals for Off-Forest/Area incident assignments that have a current Incident Qualification Card (Red Card). Requests will be processed by CDC.

IDL employees who are members of an incident management team assigned to a non-fire incident are required to obtain authorization from their immediate supervisor, or if the supervisor is unavailable, the IDL Fire Bureau Duty Officer, prior to accepting the assignment. Unless otherwise authorized by the IDL, all incident assignments will be for a 14-day period. If the incident team is requested to stay longer than 14 days, consideration will be given to a rotation.

CHAPTER 20 – OVERHEAD AND TEAMS

INCIDENT QUALIFICATIONS and CERTIFICATION (IQCS) POSITION CODES A list of agency personnel and their fire job qualifications is available at CDC.

OVERHEAD MOBILIZATION AND DEMOBILIZATION Out of area resource mobilization will be coordinated by CDC.

A communication plan will be established for ground travel that requires an overnight stay prior to arrival at the incident. A Chief of Party may be identified for multiple resources travelling together.

CDC will arrange commercial air travel for emergency incidents only. Non-emergency travel, administrative, detail, etc., will be coordinated by the employee at their local unit and travel itinerary provided to CDC if the employee was requested through IROC. Upon receipt of a severity request, confirm the details and specifics. • IDL employees do NOT need special approval to accept severity assignments.

Confirm the charge code associated to All-Risk requests. • IDL employees may accept All-Risk assignments with prior approval from their supervisor and/or the IDL Fire Bureau Duty Officer.

A passport is required for mobilization requiring crossing an international boundary.

Government-issued photo identification is required for commercial air travel.

INCIDENT MANAGEMENT TEAMS The Finance Section Chief should have all known financial issues and concerns resolved and have contacted and coordinated with local budget and financial personnel regarding financial packages. The financial package needs to be ready for submittal prior to the release of the IMT Finance Section.

Type 2 Teams, North Idaho Zone The North Idaho Zone (NIZ) hosts one Type 2 Interagency Incident Management Team (IMT). All requests for IMT’s will go through CDC to NRCC. Northern Rockies Type 1 and 2 IMTs are coordinated through NRCC.

Type 3 Teams, Coeur d’Alene Dispatch Zone The North Idaho Zone (IPNF, IDL, CDT, BLM, NCF, NPT) and local jurisdictions have pooled personnel to create three Type 3 IMTs to manage extended attack fires on local jurisdictions. The intent is to have an organization of overhead identified that can be quickly mobilized to manage wildland and urban interface complex fires or fires that have large fire potential. One of those teams is hosted by CDC. All requests for Type 3 Teams for use within the Coeur d’Alene Dispatch Zone will go through CDC. Reference: North Idaho Type 3 IMT Plan (posted on CDC website)

SMOKEJUMPERS All smokejumper requests will be coordinated through CDC. CDC can place smokejumper requests directly to the dispatch center (ID-GVC) if ordering from GIC. If ordering from MSJC (Missoula Smokejumper Base or NCSB (North Cascades Smoke Jumper Base) the order must be placed with NRCC. The jump ship will make initial radio contact with CDC and communications will be established with the IC before the jump ship leaves the area.

INCIDENT SUPPORT TEAMS Local Buying Teams As incident activity dictates, local Buying Teams may be organized as agency Buying Teams, USFS, IDL or as interagency teams. The teams may be located either at the IPF Supervisor’s Office, IDL Bureau Office, CDC or CDK.

USFS/BLM Burned Area Emergency Response (BAER) Teams IPF and COD: The incident Agency Administrator will determine the need to order a BAER Team. An interdisciplinary BAER assessment is necessary on all wildfires that exceed 500 acres (FSM 2523.03). When expertise or assistance is required, the IPNF BAER Team Coordinator, Chandra Neils, Forest Soli Scientist, office: 208-765-7445, will be notified and will identify the Team members; CDC will process a resource order for the Team.

NOTE: Once assigned to the Burned Area Emergency Response Team, resources will not be released until the Forest Supervisor or their representative either determines that emergency rehabilitation is not needed or a burned-area report is accepted.

Critical Incident Stress Debriefing (CISD) Teams When requested, CDC will utilize the process identified in the Northern Rockies Mobilization Guide Chapter 20 to obtain a Critical Incident Stress Debriefing (CISD) Team for fire related incidents (an incident with a suppression code assigned). The Incident Commander or Agency Representative may contact the CDC Center Manager who will place an order with NRCC to the Peer Group Coordinator to process.

With concurrence from the Peer Group Coordinator, the CDC Center Manager may utilize a local critical incident stress debriefing team. Kootenai County Fire & Rescue Spirit Lake Fire Department

For non-fire related incidents, the agency involved will utilize their agency procedures to obtain a CISD Team. CDC may or may not to be involved in non-fire related requests.

SPECIALIZED PERSONNEL Blasters The IPNF maintains a blasting program including fireline and hazard tree operations. The Forest Blaster is Steve Petesch, Bonners Ferry RD; Waylon Meek, Priest Lake RD, is also certified.

CHAPTER 30 – CREWS

TYPE 1 INTERAGENCY HOTSHOT CREW The Idaho Panhandle has one Interagency Hotshot Crew stationed at the Interagency Natural Resources Center Warehouse, Coeur d'Alene, Idaho. All orders for the Type 1 IHC will be placed through CDC. Days off: Sunday – Monday

The Interagency Hotshot Crew Operations Guide (page 3) states: “Variances from the crew size standards for the purpose of crew effectiveness, pilot studies or training opportunities are acceptable. Such variances must have approval from the responsible Geographic Area Coordinating Group and the Sponsor Agency Fire Director.”

TYPE 2 / TYPE 2 IA AGENCY CREWS Type 2 crews (regular and/or initial attack) may be composed of employees from one or more areas / districts and one or more agencies to form an 18-20 person crew. Rotations will be by agency (IDL/IPF) prior to Run Cards being turned on in June and by zone after that. During the zone rotation, the intent is to mobilize interagency crews, providing positions on the crew for each fire management agency represented on the zone. The Up-Zone is the zone that is next in the rotation to provide the CRWB and crew members. Fire managers within the zone shall coordinate on designating CRWB and determining numbers of crewmembers from each agency. During the agency rotation, a designated fire manager for each agency will provide the coordination. (Note: for 2020, IPNF may not participate in interagency crews due to Covid-19 concerns.)

Crew Rotation Crew rotation prior to Run Cards will be by agency, starting with IDL in 2020. Crew rotation after July 1 will be by zone from north to south, with the starting zone determined prior to the start of the season, and will be tracked by CDC. For 2020, the rotation starts with South Zone. South Zone North Zone

In the event that an "agency specific" crew is mobilized during the zone rotation, the zone rotation will remain as is for the next interagency crew order.

Crew Identification The CDC Dispatch Zone Type 2 and Type 2 IA crew identification is based on the CRWB: IPF#_ Interagency Crew identifies a Forest Service (IPNF) crew boss IDS#_ Interagency Crew identifies a State (IDL) crew boss Crews will be numbered sequentially by mobilization from CDC.

Crew Mobilization Upon receipt of a crew request, CDC will contact the duty officer of the identified CRWB in the Up- Zone and relay all of the pertinent information. CDC will then advise the other duty officers of the crew request. If necessary, CDC may allocate the slots giving each agency consideration. The CRWB will facilitate populating the manifest; CDC may assist, if necessary. The following procedures will be adhered to: • Trainees stay with their trainer/evaluator. • CRWB will determine time and location for crew to convene prior to mobilization, the route of travel and provide itinerary to CDC.

• CRWB will determine crew configuration from the manifest. • Limit the number of trainees on a crew; o One CRWB trainee and one FFT1 trainee or two FFT1 trainees. • Some situations may allow additional training opportunities. • Encourage CRWB trainees to take assignments with IHC. • On interagency crews, agencies represented on the crew will identity a chief-of-party to facilitate medical procedures. • CRWB’s home unit is responsible for ordering sack lunches for the entire crew; CDC will provide an S#. • CRWB will ensure appropriate mix and number of hand tools, chainsaws, radios, and number of vehicles. • Offices providing crewmembers need to provide vehicles or coordinate vehicle space; vehicles shall be appropriate for crew fire assignment with dry, clean, secure gear storage area. • If flying, the driver(s) will remain with the crew until the aircraft has lifted off. • Crew will convene as a group prior to departing the CDC Dispatch Zone and remain as such until disbanding upon return. Requests for Self Sufficient Every effort will be made to accommodate requests for self-sufficient crews. • IDL purchase cards: o May not be used to purchase meals for IDL or other personnel. o May be used to purchase motel rooms for IDL and other agency personnel if necessary, but full documentation must be kept. • FS micro-purchase cards: o May be used for motel rooms and meals for FS and other agency personnel ONLY in cases of emergency response (including severity orders). o May not be used to provide meals and lodging on detail assignments or in the performance of project work. Card holder should include the resource order and manifest as documentation for reconciliation. All offices will ensure that crews dispatched: • Are weighed (if travelling by air) and a manifest forwarded to CDC. • Have a lunch with them, unless otherwise instructed. • Have government issued photo ID. • Are briefed and checked for hazardous materials compliance, if traveling commercially. • Are provided any available fire behavior information. • Check in daily with CDC while in travel status, if traveling by ground. • Have current Incident Qualification Cards

Colville NF Cooperative Staffing The Newport and Sullivan Lake Ranger Districts (Kaniksu Fire Zone), Colville National Forest in Region 6 and the Priest Lake Ranger District (North Zone), Idaho Panhandle National Forests in Region 1 have a working relationship that has fostered crew cohesion and an opportunity for cooperatively filling engine or Type 2 crew rosters, as well as an opportunity for assistance with local project work. The dispatch center filling the crew/engine request will notify the supporting dispatch center and supply a copy of the resource order. The Fire Management Officer supplying the personnel will notify their dispatch center with names of the supporting personnel.

INMATE CREWS The Idaho Correctional Institution Orofino (ICIO) fire crews (Red Hots) are ordered through Grangeville Interagency Dispatch (GVC). Requesting units may be asked to provide a CRWB. ICIO project work crew orders are not handled by the dispatch system. The Southern Idaho Correctional Institution (SICI) crews, located in the Eastern Great Basin Geographic Area, are ordered through Boise Dispatch Center for IDL fires.

CONTRACT CREWS CDC currently hosts two National Type 2 IA Crews from Miller Timber Services, Inc., NCC – 11A and NCC – 11B. CDC will utilize agency and cooperator crews prior to use of any contract crews.

INCOMING CREWS Order a CREP specific to the crew’s agency, as needed.

EQUIPMENT MOBILIZATION Equipment “E” orders will go through CDC. Commonly used fire equipment may be available through Dispatch Priority Lists (DPL), Resource Lists (RL) or Emergency Equipment Rental Agreements (EERA), depending on agency and availability. All requests for equipment which cannot be filled locally or through dispatch neighborhs will be placed via IROC to NRCC. Dispatchers will use the following references when filling orders for non-agency equipment:

Equipment mobilization priorities: 1. Agency and cooperator resources 2. Competed Resources (Dispatch Priority Lists or Resource Lists) 3. IDL EERAs (IDL only unless co-signed by federal contracting officer) 4. FS Incident Only agreements (resource list resources)

For Competed Resources, the point of hire and travel route will determine the inspection site, if needed CDC can assist with the coordination of a pre-use inspection.

Private vendors with a signed agency agreement for competitively contracted resources (dispatch priority lists and/or resource lists) can self-status their resources in IROC, or may request CDC to update status; chippers, dozers, engines, excavators, fallers, feller bunchers, hand wash stations, heavy equipment task forces, mechanics, masticators, potable water trucks, road graders, skidders, skidgines, tents/canopies/yurts, toilets, transports, water tenders, and weed wash units.

Idaho Department of Lands may utilize Northern Rockies competed resources or locally established EERAs.

Mobilizing of Water Handling Equipment Competitive/Non-Competitive Agreements All out-of-area requests for water handling equipment will be distributed to non-agency/cooperators based on the out-of-area Dispatch Priority List (DPL) by NRCC after agency and cooperator resources have been depleted. Local Government As a cooperator, local government resources will be mobilized prior to contract resources. Local Government miscellaneous overhead and equipment will be ordered directly from the FD with a notification to the local Supervisory Area Office.

NATIONAL INTERAGENCY SUPPORT CACHE ORDERING PROCEDURES The Coeur d’Alene Interagency Fire Cache (CDK) is located at 3328 W. Industrial Loop, Coeur d'Alene, Idaho 83815. CDK is a Type 2 National support cache supporting the IPF, CDT, BLM and the IDL. CDK stocks sufficient firefighting supplies and equipment for a force of 1250-1500 firefighters at one time without restocking from outside resources with the National Cache System.

All “S” numbers will be acquired through CDC for local incidents.

IMT’s may place supply “S” orders for project fires directly to CDK, provided the direct ordering criteria has been met as identified in the Incident Business Plan.

Districts should submit all non-incident related orders directly to CDK.

Incident Replacement The incident agency may authorize, through written documentation, replacement of government property items that have been consumed, lost, damaged, or rendered otherwise unserviceable while being used on the incident. The replacement of consumable (expendable), durable (non- expendable) or non-standard cache items is limited and will follow the direction in the SIIBMH, and its’ NRCG supplements. IMTs will not authorize replacement of durable (non-expendable) or non- standard cache items.

Prior to release from the incident, resources will prepare an Incident Replacement Requisition (OF- 315) for items that have been consumed during the incident. For items that have been lost, damaged, or rendered unserviceable on the incident a Property Loss or Damage Report – Fire Suppression (OF-289) and the Supplement to the OF-289 must be completed before any approval will be granted. An AD-112 must be completed for accountable or sensitive property and forwarded to the Property Management Officer. As a reminder the approved AD-112 does not authorize replacement being charged to the fire, it only addresses the damage or loss of the property. The OF-289 and Supplement to the OF-289 facilitates the documentation and approval/disapproval process for property loss and damage for durable and non-standard cache items. Approved items will be issued S#s on the specific incident the items were consumed, lost, damaged, or rendered unserviceable.

All damaged items will be turned over to the host agency before replacement authorization will be granted.

IDL resupply requests shall have Warden or Assistant Warden approval. For IPNF Type 3-5 and Support incidents, approval for replacement of consumable and durable NFES items and the following regularly utilized non-NFES/Nonstandard items: freeze dried meals, canned food, up to a pallet of water or Gatorade, jet boil fuel, bar oil, e-clips, chainsaw air filters, bearings, sprockets, bar nuts, loops of chain, fuel caps, office supplies, toner cartridges, and plotter paper is limited to the Agency Administrator, District FMO, Unit Aviation Officer, Dispatch Center Manager, Forest level Duty Officer or IBS/INBA. Approval of all other non-standard or non-NFES items is restricted to the Agency Administrator, Forest level Duty Officer, or IBS/INBA.

For Type I and II incidents, approval of consumable NFES items is limited to the Supply Unit Leader, Logistics Chief, Incident Commander, Agency Administrator or their Representative. Approval of durable, non-standard or non-NFES items is restricted to the Agency Administrator, Forest level Duty Officer, or IBS/INBA.

Note: Approval for non-standard items is limited to the dollar value identified through mandatory sources of supply (e.g. DOD EMall, etc.); costs beyond this amount should be the responsibility of the home unit. The dollar value will be identified on the S# resource order. Prototype equipment will not be replaced with suppression funds.

Per policy, incident replacement must be processed within 30 days of control of the incident.

Non-fire (project/hard dollar) orders may be placed directly to the cache (CDK) by districts.

CHAPTER 50 – AIRCRAFT Reference: CDC Office Procedures Guide, Appendix C

AIRCRAFT All requests for IA aircraft services except for Run Card dispatching of exclusive use helicopters will be directed through the CDC Aircraft Dispatcher or Floor Supervisor. Reference the Northern Rockies Mobilization Guide for a complete list of contracted and call-when-needed aircraft available and further definition of aircraft policies.

All requests for project aircraft services for IDL projects will be directed to the IDL Aviation Officer and IPNF/BLM project requests will go to the CDC Aircraft Dispatcher or Floor Supervisor, with aircraft recommendation and Project Aviation Safety Plan from by the IPF/BLM Unit Aviation Officer.

FEDERAL AIRTANKERS The following operational guidelines will be used for ordering air tankers: • Incident Commanders or Duty Officers will order large air tankers directly from CDC. • Extended or overnight dispatch will be coordinated between CDC and NRCC. • Request for costs associated with aircraft will be directed to the IPF UAO or Tanker Base Manager.

SINGLE ENGINE AIR TANKERS (SEAT/AWS) There are normally two Idaho Department of Lands SEATs based at the Coeur d’Alene Air Tanker Base one of which is an Amphibious Water Scooper (AWS). Orders for these aircraft will go through CDC. There are normally also two Idaho Department of Lands SEATs based at the Grangeville Air Center and one at the McCall Air Tanker Base. Orders for these aircraft will go through CDC; CDC will then place the request with Grangeville Dispatch (GVC) or through Great Basin to Payette Dispatch (PAC).

IDL may pre-position these SEATs anywhere in the state.

Contact the IDL Statewide Duty Officer for approval for IDL SEAT requests outside the CDC Dispatch Zone when in ‘high’ or greater fire danger.

HELICOPTERS - EXCLUSIVE USE The IDL has two Type 2 helicopters on exclusive-use contacts, one based at Coeur d’Alene from mid-June through mid-September. These helicopters will come with an HMGB and an IA module. Orders for the Coeur d’Alene helicopter will be placed with CDC. IDL may pre-position these helicopters anywhere in the state.

The IPF has an exclusive use Type 3 helicopter with a helitack crew stationed at Coeur d’Alene from mid-July until mid-September. Orders for these resources will be placed with CDC.

EMERGENCY MEDICAL SERVICE (EMS) HELICOPTERS Agency Personnel Agency personnel requests for Emergency Medical Services (EMS) helicopters should be made through CDC, who will order LifeFlight and coordinate with the local sheriff’s office.

Extraction Helicopters Requests for extraction capability for agency personnel will be made to CDC. Extraction options include USAF Fairchild 36th RQF, Spokane County Sheriff’s Office Rescue 3 and Two Bear Air, as well as any agency helicopters with short-haul capability that are assigned in the area. Private Citizens All requests for resources will be processed through the appropriate County Sheriff’s Office. The county is responsible for all private search and rescue and all associated costs.

AIRSPACE AND FREQUENCIES Automated Flight Following (AFF) Procedures AFF is the standard means of flight following with the CDC zone; WildCAD timers attached to incidents are generally used for documenting flight following. Local flight following may occur with positive handoff to/from the CDC Aircraft Desk.

Agency Unmanned Aircraft Systems (UAS) Tracking Pilot will call CDC in advance of the mission with details including time and location, then call on radio when operations commence and when operations are complete. Local flight following is used for UAS flights; CDC will notify other aircraft in the area of any UAS activity.

TFR Intrusions (including UAS) All TFR intrusions and fire area incursions will be reported using the FAA’s Aircraft Conflict Report form and the UAS Incursion Protocol for Wildland Firefighters.

Resource Tracking Resource tracking of aircraft moving between dispatch zones is frequently recorded by using a Flight Request form (Flight Schedule) for Non-Tactical/Point-to-Point flights. Tactical/Mission flights are generally recorded with the resource order (ROSS). CDC zone aircraft vendors at PUW (Moscow-Pullman) and SFF (Spokane Felts Field) are considered to be within the CDC zone and do not require flight schedules for local use.

Temporary Flight Restrictions 91.137 All temporary flight restrictions (TFR) will be ordered through CDC and coordinated through the UAO or CDC Floor Supervisor. NRCC will process TFRs.

Canadian / US Border Aircraft Notify AMOC (DHS Air Marine Operations Center) and Border Patrol when flights are within 10 miles of the Canadian border, 1-866-247-2878.

Communications / Frequencies Reference the CDC Dispatch Area Frequency Guide Initial attack communication zones are used for initial attack air-to-air frequencies and are now based on dispatch zone boundaries. The frequency for the CDC zone is shown below. This is an

AM air-to-air frequency utilized by tactical aviators to maintain discrete communications and avoid confliction over or near an incident. Zone ID-06: 124.625 Two additional air-to-air frequencies have been assigned to the CDC zone, but must be ordered from NRCC.

If an initial attack fire becomes an extended attack effort, and if an IMT is assigned, the IMT will release the initial attack frequency during the team’s initial transition and request a replacement frequency.

Transponder Codes A transponder code of 1255 has been established for firefighting aircraft. All aircraft on an incident are encouraged to use this code especially in high air traffic density areas.

Fire Traffic Area (FTA) – The 3 C’s The CDC Aircraft Dispatcher will coordinate air traffic on unstaffed fires until a ground contact or aerial supervision is on scene.

MISCELLANEOUS INFORMATION Explosive Transport Authorization should be obtained through the responsible agency Aviation Officer prior to explosives-laden aircraft landing at a designated airport. FS policy and 49 CFR should also be consulted for specific handling requirements.

Fueling Fueling of aircraft is the prerogative of the individual contractor. Dispatchers may assist by calling a specific fuel vendor on the contractor’s request. Following are phone numbers for known fuel vendors.

INCIDENT STATUS SUMMARY (ICS-209) Incident Management Teams (or district fire managers) will submit their Incident Status Summary (ICS-209) electronically by 1700 hours Pacific Time daily for those incidents within the CDC dispatch area meeting requirements. District fire managers will submit an ICS-209 weekly by 1700 on Thursdays for non-full suppression incidents meeting requirements.

CDC SITUATION REPORT A daily report displaying local fire information updates for internal use will be prepared by the CDC Intel section and distributed from July 1 until significant fire activity/fire danger ends for the season.

INTERAGENCY SITUATION REPORT Information for the interagency situation report will be collected from the Initial Attack Zone Dispatchers through the CDC Fire List access database, entered into the SIT program and transmitted to NRCC no later than 1700 Pacific Time daily from May 15 through September 29 and on any other days when wildland fire activity occurs.

WILDLAND FIRE DECISION SUPPORT SYSTEM (WFDSS) / WILDLAND FIRE SITUATION ANALYSIS (WFSA) AGENCY POLICY AND PROCEDURES Reference: Local Annual Operating Plan The Wildland Fire Decision Support System, used locally for all federal and tribal fires, provides decision support analysis tools, documents fire management decisions and provides a long term operational plan as needed for unplanned wildland fires. Initial WFDSS data is populated from other data source programs (FireCode, or WildCAD) through IRWIN, eliminating the need for dispatcher entry. Fires not requiring analysis (successful initial attack) normally need no further entry; further data entry is precluded once the “out” date is populated from WildCAD through IRWIN. Forest Service District personnel will complete any needed WFDSS analysis and documentation for all FS incidents, including wildland fires on FS lands, FS lands under IDL protection, state and private lands under FS protection. Coeur d’Alene Tribe CDT officials will complete any needed WFDSS analysis and documentation for all fires on lands under CDT protection. Bureau of Land Management BLM personnel will participate with the protecting agency in WFDSS analysis and documentation for any fires on BLM ownership requiring analysis. Idaho Department of Lands The WFSA will be used as needed, for wildland fires under IDL protections. Supervisory Area Offices will facilitate the WFSA process.

NRCC DISPATCH CENTER CALL-AROUND The CDC Intel Lead or Assistant Center Manager-Intel/Logistics will facilitate and provide NRCC’s afternoon intelligence updates (approximately between 1400 and 1500 hours Pacific Time) as requested.

COOPERATION Successful fire management within the Coeur d’Alene Interagency Dispatch Area requires close cooperation among a number of agencies, cooperators and organizations. Dispatchers and fire personnel must be knowledgeable of the abilities and needs of cooperators. CHAPTER 90 – EMERGENCY PROCEDURES

MEDICAL RESPONSE CDC Medical Response Plan Reference: CDC Office Procedures Guide, Appendix A Reference: NCF/IPNF Emergency Medical Program and Response Plan Includes Medical Incident Report Reference: IRPG pp. 118-119

In the event a serious injury occurs to agency personnel or cooperators, the Crew Leader, Incident Commander or a designated individual will take the lead in implementing the response plan. The following procedure will be used: 1. Administer appropriate first aid. 2. Immediately advise Crew Leader/IC of situation. 3. Request assistance through appropriate channels.

Within the CDC Dispatch Zone 4. Contact CDC via radio or phone. It is the responsibility of the Crew Leader/IC to ensure that there is adequate communication via radio or cell phone to notify CDC or Area/ District Office immediately in case of emergency. 5. CDC will assist with any emergency travel needs or notification to the receiving medical facility. 6. CDC will notify the appropriate unit Duty Officer and employing agency staff Duty Officer.

Out-of-Area, off the CDC Dispatch Zone 4. Contact the incident dispatch center via radio or phone. It is the responsibility of the Crew Leader/IC to ensure that there is adequate communication via radio or cell phone to notify the incident dispatch center immediately in case of emergency. 5. The incident dispatch center will notify CDC, providing incident details. 6. CDC will then notify the employee’s appropriate unit Duty Officer and employing agency staff Duty Officer. 7. If needed, CDC will assist with any emergency demobilization needs.
