Step 4 Participation Waiver (Required of all participants): The participation waiver is no longer separated into adult and minor forms, but combined in a single document. A complete copy of this form need be presented by all players at check-in. Should a minor player have completed a waiver for participation in college rugby, please ensure that the athlete’s parent/guardian provides the appropriate signatures on the participation waiver and that the completed U18 Participation in Adult Rugby Waiver is present at check- in. The 2015 USA Rugby Emirates Club 7s Championships will feature two competitions of 16 teams each; one men’s competition and one women’s competition. Each competition will be divided into four pools of four teams each.
Pool play on Saturday will consist of round robin matches between teams in the same pool. No extra time will be played in pool matches. Competition points will be awarded for these matches on the following basis:
Win = 3 points Tie = 2 points Loss = 1 point
DETERMINING POOL STANDINGS
Position in the pool standings shall be determined by competition points as set out above. However, if at the conclusion of the pool stage two teams are equal on competition points for any position in the pool, such position in the pool standings will be determined on the result of the match between the two equal teams. The team that won that match shall finish higher in the pool standings.
If the match between the two teams equal on competition points at the end of the pool stage was a tie, then the following process shall be used to determine the pool standings:
1. Points differential 2. Tries differential 3. Points for 4. Tries for 5. Coin toss between team captains
If at the end of the pool stage more than two teams are tied on points then the following process shall be used to determine the pool standings:
1. Points differential 2. Tries differential 3. Points for 4. Tries for 5. Coin toss between team captains
During the elimination (knockout round) matches, in the event of a match being tied at the end of normal time, extra time will be played until a winner is determined. After a break of one minute, extra time will be played in periods of five minutes. After each period, the teams will change ends without interval. In extra time the team which scores first will immediately be declared the winner without further play.

Before extra time starts, the referee will organize a coin toss between captains to decide whether to kick- off or choose an end to defend. If the winner of the coin toss decides to choose an end, the opponents must kick off and vice versa. Subsequent kick-offs will alternate between the two sides.
The duration of matches, other than the Championship Final, will be seven minutes each half with a two- minute half time interval. The duration of the Final will be 10 minutes each half with a three-minute half time interval.
DETERMINING KNOCKOUT ROUND BRACKETS
The 4 pool winners and the 4 pool runners-up will advance to the Cup Quarter-Finals and play across pools – A1 vs B2, C1 vs D2 and so forth. The four winners will go on to the Cup Semi-Finals; the four losers will go on to the Plate Semi-Finals.
The 4 pool third-place finishers and the 4 pool fourth-place finishers will advance to the Bowl Quarter- Finals and play across pools – A3 vs B4, C3 vs D4 and so forth. The four winners will go on to the Bowl Semi-Finals; the four losers will go on to the Shield Semi-Finals.
If at the end of the pool stage two teams are tied on points then the following process shall be used to determine the knockout bracket seeds:
1. Points differential 2. Tries differential 3. Points for 4. Tries for 5. Coin toss between team captains
DISCIPLINE
• A player who receives a red card is expelled from the remainder of the tournament. • All cards are subject to review by the Match Commissioner and the Referee Manager.
Players and coaches should be aware at all times that they are representing their communities and their sport in a national championship event both on and off the pitch.
Your conduct will be on full view for current and future rugby players and representatives of our hosts and the City of Des Moines. It is expected each of you will conduct yourself in a manner that will present the sport in a positive light.
Failure to adhere to the highest levels of sportsmanship and conduct may result in disciplinary action against teams, unions, and individuals by USA Rugby.

COMPETITION MANAGEMENT SYSTEM: If you run into an issue with the competition management system, please find a USA Rugby event staff member at your field. www.usarugbystats.com USA Rugby Event Staff: Alicia Allen, Angela Wickard, Brieanna Carlson, Mikayla Miller
Please remember that you *must* have your match roster in at least one hour before kickoff. If you will be using the same roster all day, you may click ‘Fill with Previous Roster.’ You will, however, need to resubmit your match roster(s) before the beginning of Sunday.
ELIGIBILITY CONCERNS: If there is an issue with your roster, or you believe there is an issue with an opponent’s roster, please contact your Match Commissioner as soon as possible. Match Commissioner: Tammy Cowan
MATCH OFFICIAL CONCERNS: If you have a concern about a match official, or would like to voice an opinion concerning an incident in one of your matches, please funnel these concerns through James Wilber. The concern will then be discussed with the referee manager, who will make a decision whether to review the incident and/or contact your club and the match official(s) in question. Do not address your match officials directly either during or after your match.
