  • Annual Report 2015
United States Attorney’s Office District of South Dakota Annual Report 2015 Randolph J. Seiler United States Attorney Message from U.S. Attorney Randolph J. Seiler It is an honor to serve as the United States Attorney for the District of South Dakota. Our office’s mission continues to be to improve the quality of life for our citizens, provide public safety, and collect money on behalf of the American taxpayer. A top priority for our District continues to be making tribal communities a safer place to live. Troy Morley, the District’s Tribal Liaison, has been serving as a conduit in matters between the USAO and the nine tribes of South Dakota, and he has successfully built productive relationships and helped to empower the tribes in the judicial arena. Troy was intensely involved in the formation of a working group to study reentry alternatives, and that hard work paid off when the Districts of South Dakota and North Dakota announced the signing of a Memorandum of Agreement between the Standing Rock Sioux Tribe and the Multijurisdictional Reentry Services Team. The historic agreement was the first time this many federal, state, and tribal agencies worked together to address a nationwide problem that is amplified in Indian country, and it was also unique jurisdictionally because it covers the Standing Rock Reservation, which encompasses both Districts. The District’s unwavering commitment to protecting the civil rights is reflected in our efforts to achieve equality for all citizens. Civil rights issues at the national forefront include human trafficking, police brutality, hate crimes, marriage equality, access for the disabled, voting rights, and all forms of illegal discrimination.

James Hodges President +1 803 251 2301 Email McGuireWoods Consulting | 2 Why are the 2018 elections important? During midterm elections, state races often take a backseat to the races in the U.S. Congress. But for 2018, the electoral battles in the states are critical because there is much at stake: Whichever party ends up controlling the governorships and state legislatures in key states after the election will have substantial influence over the congressional redistricting process after the next census. How district maps are drawn will have an impact on state and congressional races in the next 10 years. New maps could increase the number of seats in Congress for one party or the other, effectively giving one party an advantage in securing majorities in state legislatures and the U.S.

  • We, the Undersigned Democratic State Party Chairs, Are Calling For
We, the undersigned Democratic State Party Chairs, are calling for immediate federal and state action to ensure that every eligible voter has the opportunity to cast their ballot without the risk of contracting or spreading COVID-19. The United States of America is simultaneously in the midst of an unprecedented global viral outbreak and an extremely consequential series of elections. The rapid spread of COVID-19 has halted virtually all public gatherings and rendered the act of leaving one’s home for non-essential reasons dangerous. As things stand, both of these acts are necessary for millions of American voters to uphold their Constitutional right to select their representatives. Every state is currently unprepared to address the seismic shift in election administration necessary to ensure the 2020 election proceeds during a pandemic and must start implementing these changes by mid-April. The funding is needed right now to protect the 2020 election. If left unchanged, our current electoral system poses a severe public health risk that could rapidly accelerate the spread of COVID-19 while disenfranchising countless voters and calling into question the legitimacy of our elections. Just like our healthcare system and our economy, our elections infrastructure will need a massive infusion of resources to ensure that elections can go on and every voter has access to the ballot during the COVID-19 pandemic. To remedy this untenable situation, we urge federal lawmakers to immediately appropriate at least $2 billion for state and local elections administrators to implement the following reforms: • a universal and easily accessible vote-by-mail system which should include: o provisions for free or prepaid postage, o allowing ballots postmarked by election day to count, o reforming any signature match laws to protect voters, o and allowing community organizations to collect and deliver voted, sealed ballots.
