Adviser, Country Engagement – COVAX

Program Background Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of nearly 760 million children and the prevention of more than 13 million future deaths. Gavi is committed to securing a global response to COVID-19 that is effective and fair, using its unique expertise to help identify and rapidly accelerate development, production and delivery of COVID-19 vaccines under the principle that no one is safe unless everyone is safe. As part of broader efforts to secure equitable access to COVID-19 vaccines, Gavi has launched the COVID- 19 Vaccines Global Access (COVAX) Facility. All countries are invited to participate in this Facility, which will pool demand and resources and secure supply of COVID-19 vaccines through entering advance purchase commitments with manufacturers. The Gavi Secretariat is currently coordinating efforts together with global health partners to complete the design of this Facility and begin operationalising, with the goal of securing 2 billion doses by the end of 2021 to vaccinate the highest priority populations globally. Within the COVAX Facility, an innovative financing instrument – the Gavi COVAX Advance Market Commitment (AMC) launched at the Global Vaccine Summit on 4 June – is being used to secure access to timely and sufficient supply of COVID-19 vaccines for developing countries specifically. This role is meant to support the engagement of countries in the global COVAX facility, which seeks to secure equitable access to COVID-19 vaccines. As a member of the Country Engagement team, the Adviser will develop and maintain relationships with a subset of AMC92 or self-financing participants (“participants”), engaging as necessary with relevant Multilateral Development Banks (e.g., World Bank, Asian Development Bank etc.), UN agencies and other key stakeholders. In particular, the Adviser will support engagement with AMC-eligible ‘new-to-Gavi’ countries including IDA-eligible small economies. Purpose of the Position The Adviser, contracted by Cardno, will be placed in Gavi and will develop and maintain relationships with a subset of AMC92 or self-financing COVAX Facility participants (“participants”). The position will have a key focus on ‘new-to-Gavi countries’. Duties & Responsibilities The work is fast paced and dynamic. The scope of responsibilities may evolve but will likely include some or all of the following:

• Lead the coordination and execution of engagement with assigned participants and key stakeholder groups in the COVAX Facility, ensuring that all parties receive relevant, accurate and timely information to support their participation in the COVAX Facility; • Liaise with key internal and external stakeholders to ensure progress, respond to queries and foster productive collaboration; manage relationships; rally partner support to deliver needed technical assistance; represent the COVAX Facility at various fora; • Develop drafts of the necessary materials for these engagements (letters, slides, documents); • Conduct or facilitate the various steps involved in providing a potential COVID vaccine for the assigned participants, including required due diligence; make decisions on approach and steer process; proactively identify and work to address implementation constraints; engage with different stakeholders; closely monitor and report on progress;

• Continuously assess risks for assigned participants; formulate and implement actions to mitigate risks; report, consult on or elevate key issues; • Provide active feedback on the implementation of key design elements of the COVAX Facility; including but not limited to, financing instruments, links to procurement agencies, participation fees, vaccine development plans, etc.; • Ensure excellent communication flows within the different teams within the COVAX Facility; • Work closely with other Gavi teams including Legal, Finance, Resource Mobilisation, Country Support to ensure that the communication and engagement with the assigned participants to ensure alignment with Gavi’s engagement; • Maintain excellent records of country and partner communications and contacts for visibility; and • Support the submission of relevant governance papers. Selection Criteria

Essential Academic: • Advanced university degree in public health, health economics, development, business administration (with experience in international development) or related field, or other relevant qualification. Work experience: • Minimum of 8 years of professional experience working in public health or international development; experience in public financing, immunisation programmes or health systems an asset; • Extensive experience working in/with lower and middle income countries (including small economies) on technical issues required; • Significant grant, project and/or programme-management experience required, including in situations of considerable complexity and political sensitivity; and • Experience in bilateral and multilateral aid environments an asset. Skills/Competencies: • Health or international development technical skills; current knowledge of immunisation or health development issues an asset; • Advanced project management skills demonstrated with complex (e.g., multi-sectorial, multi- stakeholder) projects; • Excellent networking, representational, communications and negotiation skills. An ability to be proactive and persuasive; • Superior written and verbal communication skills in English with demonstrated ability to synthesise complex issues into effective oral and written briefs; • A track record in producing high quality work on a variety of issues with short deadlines and make effective, timely decisions; • Demonstrated ability to work across institutional boundaries with various teams, and utilise talent and expertise of team members in a productive way; • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all level; • Ability to adapt and work within a multicultural, multilingual, multidisciplinary environment; and • Fluency in Excel and PowerPoint. Languages: • Written and spoken fluency in English; and • French language ability is considered an asset, but not essential.
