The service continues to offer appropriate care and social interaction for service users and their relatives. What the service could do better The service should continue to offer the high level of support currently provided. What the service has done since the last inspection Patna Day service provides person centred support which is assessed and updated to meet the changing needs of the Service users. Conclusion Service users who attend Patna Day Service spoke highly of the staff, management and resources provided by the service. The Inspector observed very good support and interaction between staff and service users during the visit. Who did this inspection Stephen Kennedy Patna Day Service, page 3 of 19 Inspection report continued 1 About the service we inspected Patna Day Care is a support service operated by East Ayrshire Council. The service offers a local resource for older people with a variety of needs which may include physical disability, mental health problems and dementia type illness. The service is part of an area wide service based in Roseburn Centre in Cumnock. The Inspector visited this location to check records, staff files and other relevant information in respect of this service. The findings are replicated between this and other services based at this location. The service was registered with the Care Commission in April 2002. The service is located in Cumnock and operates daily between the hours of 9am - 9pm for a maximum of 20 service users per session. The building is the staff base for a number of other local day care services operated by East Ayrshire Council. It is the stated aim of the service to provide a high quality day care service for older people, which is accessible and meets people's needs. Based on the findings of this inspection this service has been awarded the following grades: Quality of Care and Support - Grade 5 - Very Good Quality of Environment - Grade 5 - Very Good Quality of Staffing - Grade 5 - Very Good Quality of Management and Leadership - Grade 5 - Very Good This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Patna Day Service, page 4 of 19 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection The service did submit an up to date self assessment form for the annual inspection. In this inspection we gathered information from various sources including the relevant sections of policies, procedures, records and other documentation including: * evidence from the services self assessment * minutes of staff meetings * personal plan information * training records and policy information * supervision information * Participation Strategy * Risk Assessment * Annual Return * Quality Assurance policy and procedure * Quality Assurance Reports. * Accident Records * Complaints Discussions with various people, including the manager, staff and service users. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a completed self assessment document from the service. Taking the views of people using the care service into account All service users spoke highly about the service they receive from Patna Day Care. Service users spoke highly of the staff and the care and support they provided. Taking carers' views into account The views of cares / relatives were not sought as part of this inspection. Patna Day Service, page 7 of 19 Inspection report continued 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We saw evidence that showed that the service users took an active part in improving the quality of the care and support of the service and were encouraged by staff to contribute to all aspects of their care. We found that service users took part in their 6 monthly review meetings and their families were invited to contribute as well. The staff were also seen to ask service users opinions on a daily basis in relation to their care needs and were given time to respond. Their views appeared important to the staff and were acted upon in a sensitive way. The service also carries out regular service users meetings where forthcoming events and outings are discussed. There was clear evidence to show that suggestions made by the service users were carried out. The service provided a wide range of information, posters and newsletters and these were available in different formats to ensure that service users and their families were up to date and informed about all aspects of the service. As part of an East Ayrshire Council resource Patna Day Care has a Participation Strategy which sets out the steps the service will take to ensure they continue to offer opportunities to comment on all aspects of the service. The use of annual questionnaires allows the manager to collate and action any issues raised by service users or their families on all aspects of the service provided. Service strengths Patna Day Service provides support for people with a wide range of health needs and they have very good systems in place to ensure this is carried out appropriately and safely. Each service user has a comprehensive support plan which identifies specific needs and issues that the staff providing the care should be aware of. These include risk assessments, charts to ensure the correct fluid intake, mobility needs, medication and diet.
