BACKGROUND Halifax has entered into five contracts to date for the implementation of the Halifax Harbour Solutions Project, namely: An infrastructure development agreement for the construction of the three Wastewater Collection Systems on October 15, 2003 with Dexter Construction; and A development agreement for the construction of three advanced primary Wastewater Treatment Facilities on June 15, 2004 with D&D Water Solutions, Inc.; and A development agreement for the construction of a Biosolids Processing Facility on November 30, 2004 with SGE Acres Limited; and An operating and maintenance agreement for the Biosolids Processing Facility on November 30, 2004, with N-Viro Systems Canada Inc; and An operating agreement for the transportation of dewatered biosolids from the three new Wastewater Treatment Facilities on May 31, 2006, with Seaboard Liquid Carriers Limited Halifax Harbour Solutions Project – 1st Quarter Report (April – July 2010) - 2 - November 9, 2010 Council Report DISCUSSION The primary purpose of this report is to provide a historical report of project activities over the previous quarter up to July 31, 2010, in accordance with Regional Council direction. The attachment to this report provides the required historical accounting of project activities in the format that has been used throughout the Harbour Solutions Project. -

GENERAL INFORMATION Background The Halifax Port Authority was created on May 1, 1999 by letters patent issued on that date by the Minister of Transport pursuant to Section 8 of the Canada Marine Act. Therefore, the Halifax Port Authority is a Canadian Port Authority and an agent of Her Majesty in right of Canada within the framework of the Canada Marine Act. The Port of Halifax is a major contributor to the economy of Nova Scotia and is a national asset connecting importers and exporters with global markets. The Halifax Port Authority is governed by a Board of Directors, and reports to Parliament through the Minister of Transport. Responsibilities The Halifax Port Authority is responsible for the development, marketing and management of its assets in order to foster and promote trade and transportation. -

AVIATION OCCURRENCE REPORT COLLISION WITH SNOWBANK TRURO FLYING CLUB CESSNA AIRCRAFT COMPANY C152 C-GREJ DEBERT, NOVA SCOTIA 17 DECEMBER 1994 REPORT NUMBER A94A0242 MANDATE OF THE TSB The Canadian Transportation Accident Investigation and Safety Board Act provides the legal framework governing the TSB's activities. Basically, the TSB has a mandate to advance safety in the marine, pipeline, rail, and aviation modes of transportation by: ! conducting independent investigations and, if necessary, public inquiries into transportation occurrences in order to make findings as to their causes and contributing factors; ! reporting publicly on its investigations and public inquiries and on the related findings; ! identifying safety deficiencies as evidenced by transportation occurrences; ! making recommendations designed to eliminate or reduce any such safety deficiencies; and ! conducting special studies and special investigations on transportation safety matters. It is not the function of the Board to assign fault or determine civil or criminal liability. However, the Board must not refrain from fully reporting on the causes and contributing factors merely because fault or liability might be inferred from the Board's findings. INDEPENDENCE To enable the public to have confidence in the transportation accident investigation process, it is essential that the investigating agency be, and be seen to be, independent and free from any conflicts of interest when it investigates accidents, identifies safety deficiencies, and makes safety recommendations. Independence is a key feature of the TSB. The Board reports to Parliament through the President of the Queen's Privy Council for Canada and is separate from other government agencies and departments. Its independence enables it to be fully objective in arriving at its conclusions and recommendations. -

Canada’s greatest contribution in that war was arguably the British Commonwealth Air Training Plan (BCATP). But really it was just one of three efforts; the others being the build up of the Royal Canadian Navy to the third largest in the world and the fielding of a Canadian Army in Western Europe and Italy. Canada’s war effort was therefore a triad of Canadian military power that greatly contributed to an Allied victory in World War II. Canadians often underrate that contribution. But it was a great sacrifice of national treasure in the cost of lives and money that was disproportionate to our population, geography, and economy at the time. -
