3.80(a)(2)(iii) CRITICAL PRIMARY ENCLOSURES. The facility failed to adequately contain a nonhuman (NHP) securely and to prevent accidental opening of the enclosure. On October 11, 2016 an employee accidentally released a female gorilla (Huerfanita) from her enclosure. The gorilla was able to gain access to a service area where a facility contractor was working. The gorilla returned to her enclosure without harm to herself or a . Failure to contain NHPs securely poses a risk of injury to the animal, to employees, and to the public. The facility must ensure that all NHPs are contained securely and must prevent accidental opening of the enclosures, including opening by the animal.

3.85 CRITICAL EMPLOYEES. Upon review of documents, it appears that there were several contributing factors to the escape of the female gorilla (Huerfanita). One factor was the failure of a zoo employee to check the "white board" which gave the exact location of all in the gorilla building. Another factor was that the zoo employee did not conduct a visual check of the area before opening the enclosure door to begin cleaning. Employees who provide must be adequately trained and supervised to assure the proper care of all non-human . Training must include detailed instructions on the safe and proper methods to be used when working with non-human primates.

3.133 DIRECT SEPARATION. The male hyena (Dubu) has sustained several serious injuries from the female hyena (Smilla) during numerous attempts by zoo staff to introduce them. Upon review of the zoo veterinary medical records, it was noted that the female hyena injured the male hyena on at least 10 different occasions between May & October of 2016. The last incident resulted in a laceration on his right hip. The wound is dripping blood and muscle is exposed. To be corrected from this point forward.

3.84(d) CLEANING, SANITIZATION, HOUSEKEEPING, AND PEST CONTROL. At the time of inspection, rodent fecal material was noted on the concrete flooring inside the lemur building. One small hole leading directly to the exterior of the building was noted at the junction of two interior walls and appears to have been created by rodents. The lemur primary enclosure had pieces of wall insulation, banana peels, and rodent feces on the concrete floor underneath the animal food bowl. There were no snap traps or sticky boards in use at the time of the inspection. Rodent feces may contaminate food and contribute to the spread of disease. A safe and effective program for the control of rodent pests must be established and maintained in order to promote the health and well-being of the three lemurs housed in this enclosure. To be corrected by: January 27, 2017.

3.85 EMPLOYEES. Facilities with nonhuman primates must have enough employees to carry out the level of husbandry and care as described in the Animal Welfare regulations. At the time of inspection, there was an insufficient number of trained zoo keepers with the knowledge, background, and experience in proper husbandry and care of nonhuman primates. Insufficient staffing is a concern because it affects animal safety and well-being. A sufficient number of adequately trained employees shall be utilized to maintain animal facilities in a timely fashion. To be corrected by: February 17, 2017.

3.125(a) REPEAT FACILITIES, GENERAL. There is an area approximately 15 feet in width, varying in height from 6 to 12 inches, on a wall inside the bear outdoor exhibit area, where the top "stucco-like" coating is missing and the underlying concrete is exposed. This area of exposed concrete is about 2 1/2 feet above floor level in the bear enclosure. Pieces of the thin "stucco-like" surface coating may fall into the animal enclosure and could potentially be ingested by the . the two animals housed in this exhibit. This is a repeat non-compliant item from the July 21, 2016 inspection.

There are multiple layers of animal barrier fencing at the narrow end of the beaver outdoor exhibit water feature. There are gaps of approximately 4 inches between the various layers of animal barrier fencing where the beaver may become accidentally trapped or injured. This section of barrier fencing must be repaired or replaced in order to prevent possible animal injury. To be corrected by: January 27, 2017.

There is a vertical gap of approximately 8 inches in the wooden fencing next to the grey fox exhibit near the sidewalk which leads to the public parking area. There is also a gate in this section of fencing that is very loose and is no longer attached to the post. All fencing must be constructed so that it protects the animals in the facility by functioning as a secondary containment system for the animals and to prevent unauthorized persons from going through it and having contact with the animals in the facility. This section of outdoor fencing must be repaired or replaced in order to protect the animals from injury and to contain the animals. To be corrected by: February 17, 2017.

The interior walls (near the ceiling) of the bear grotto have areas of broken stucco caused by the two female cubs inside this enclosure. Pieces of broken stucco were laying on the floor underneath this area. Appropriate repair measures are necessary to address this problem and prevent possible injury to the two animals in this enclosure. To be corrected by: May 23, 2014.

The cinder block deer shelter has a 1/2 inch wide crack approximately 2 1/2 feet long extending doward from the roof line. The trim boards under the metal roof of the deer shelter are splintered and cracked and need to be replaced or repaired. There are three adult deer housed in this enclosure. 2.40(b)(2) DIRECT ATTENDING VETERINARIAN AND ADEQUATE VETERINARY CARE (DEALERS AND EXHIBITORS). One adult male mini Brahman named "Bob" has a penetrating wound, approximately four inches long, in the lower abdominal area in front of his right rear leg. This wound appears to have been caused by one of the longhorns housed in this enclosure due to the presence of several skin gashes in the same general area as the penetrating wound. Numerous flies were seen at the margins of this wound. There was a thick, yellowish discharge at the bottom edge of the wound. This injury may cause pain and discomfort in the affected area. The attending veterinarian (AV) must be consulted in order to diagnosis and treat this injury. To be corrected by: Sept 16, 2016.

3.127(b) FACILITIES, OUTDOOR. Nineteen , one lamb, and two alpaca are housed together in one outdoor enclosure. The single shelter in this enclosure is not large enough to comfortably house all of the animals during inclement weather. Additional shelter must be added to this pen to provide protection and prevent discomfort for all animals housed outdoors. To be corrected by: Oct 14, 2016.

3.129(b) FEEDING. In the outdoor enclosure housing 9 bovine, 1 bison, and 2 camels, there was one food receptacle ( feeder) containing food at the time of inspection. One adult longhorn was observed dominating the feeder and swinging its head at the other animals that came close to the feeder. There were also two metal horse hay feeders in this enclosure, but both were empty and laying on the ground. A second tire feeder was located at the opposite end of the pen, but it did not contain any feed. Food receptacles must be in sufficient quantity and located so as to be accessible to all animals in the enclosure and shall be placed so as to minimize contamination. Sufficient numbers of food receptacles, appropriate for use by the animals housed in this enclosure, must be provided in order to assure that all animals have access to food. 3.131(d) SANITATION. Excessive numbers of flies were observed around the heads of both camels. Both camels were observed closing their eyes and shaking their heads frequently in an effort to rid themselves of the flies. Flies can transmit diseases and cause discomfort/distress to the animals. 3.81 ENVIRONMENT ENHANCEMENT TO PROMOTE PSYCHOLOGICAL WELL-BEING. At the time of this inspection there is no documentation of the environment enhancement plan to promote the psychological well-being of the three lemurs in their enclosure. The plan must document enrichment by providing means of expressing noninjurious species typical activities. Examples include providing increased cage complexity, providing objects to manipulate, varied food items or foraging opportunities. To be corrected by: March 31, 2017.

3.85 REPEAT EMPLOYEES. Facilities with nonhuman primates must have enough employees to carry out the level of husbandry and care as described in the Animal Welfare regulations. There continues to be an insufficient number of trained zoo keepers with the knowledge, background, and experience in proper animal husbandry. Insufficient staffing is a concern because it affects animal safety and well-being. This is a repeat, non-compliant item.

3.125(a) REPEAT FACILITIES, GENERAL. The majority of the concrete surface in the bear moat has eroded and the underlying concrete is exposed. The concrete surface material is chipped and broken and could potentially be ingested by the bears. The area of damaged moat concrete inside this bear enclosure must be repaired in order to avoid accidental ingestion by the two animals housed in this exhibit. This is a repeat non-compliant item.

Approximately 70 feet of chain link fencing on the "train station" side of the longhorn enclosure is curling inwards towards the two animals housed in this enclosure. This chain link fencing is not adequate to contain a large animal such as a longhorn as evidenced by the outward leaning posts where the animals have pushed on the fencing. This is a repeat non-complaint item.

Approximately 50 feet of chain link fencing in front of the bison holding pen is curling upward and outward along the service alley. This chain link fencing has broken sharp points which could potentially injure an animal. This is a repeat non-compliant item.

The interior of the off-exhibit holding building shared by the 2 bobcat and the 2 coatimundi is very rusted and has a single small zookeeper roof access "hatch" for cleaning. This set-up makes it extremely hard to adequately clean and sanitize the interior of this building. This building must be repaired or replaced to enable keeper access to this area. To be corrected by: March 31, 2017.

The storage building behind the round pen housing two is full of construction debris and other materials. The exterior siding on this building appears to be deteriorating along the bottom at ground level. This interior of this building must be cleaned and the exterior repaired to prevent possible rodent infestation. To be corrected by: March 31, 2017.

On the roof of the additional wood den is a nail head protruding upward that could cause an injury to the fox. Maintain indoor and outdoor facilities so that it is structurally sound and in good repair to protect the animals from injury.

2.131(c)(1) HANDLING OF ANIMALS. On two sides of the outdoor enclosure housing three muntjac, there is no barrier fence between the animals and the general viewing public. There are signs hung on the primary enclosure which read, "Please do not feed us!! People food makes us Sick!!" However, there are no barriers on two sides of this enclosure (across from the badger exhibit or across from the bison exhibit) to provide sufficient distance to prevent public feeding of the muntjac through the primary exhibit fencing. During public exhibition, there must be sufficient distance and/or barriers between the animals and the public to assure the safety of the animals. To be corrected by: June 30, 2017.

3.125(a) REPEAT FACILITIES, GENERAL. There are several areas (varying in height from 6 to 18 inches) in both the wolf and coyote outdoor exhibit areas where the top "stucco-like" coating is missing and the underlying concrete is exposed. Pieces of the thin "stucco-like" surface coating may fall into the animal enclosure and could potentially be ingested by the or coyote. The area of damaged wall inside both the wolf and coyote enclosures must be repaired in order to avoid accidental ingestion by the three animals housed in these two exhibits. This is a repeat, non-compliant item.

3.127 REPEAT FACILITIES, OUTDOOR. The zoo perimeter fence, at the break-away gate over the Spring River, has a gap of approximately 3-4 feet due to a buildup of organic debris. Animals (such as ) could go through the gap in the perimeter fence at this location and potentially come in contact with zoo animals. The perimeter fence must be constructed (and maintained) so that it protects the animals in the facility by restricting animals from going through gaps and having contact with the animals in the facility, and so that it can function as a secondary containment system for the animals in the facility. This is a repeat, non-compliant item.
